These are elemental items that help prove intent to commit burglary before entering a structure rather than committing, say, petty or grand theft after a person has entered a structure. Because the suspect committed a residential burglary rather than a commercial burglary, this will also count as a “strike” under the three strikes law.

Chances are, Mr. Heredia’s cardboard accommodations will be upgraded to an extended stay at Hotel Graybar, where luxury amenities include partitioned plates, steel toilets and communal showers.

pasojim – I agree the Court has to decide if Paso Robles did, or did not follow the correct procedure for funding the Nacimiento and sewage plant upgrade. Having said that to you have any reason to believe that Paso Robles does not have to pay for its share of the Nacimiento Pipeline or needs to replace the 55 year old sewage plant?

You did fail to mention over what period of time the $300 million was for, and the other entire infrastructure the $300 million was to pay for that the $70 million doesn’t include. You and your friends can not have it both ways. You go on and on about all the infrastructure Paso Robles needs to build and upgrade. Yet, you don’t want to pay for it. So your strategy is to delay, delay, delay; and then when it finally gets built you complain it could have been built five, ten or twenty years earlier for a fraction of the cost.

Also, it is not the City’s fault that the Regional Water Quality Control Board is threatening to fine Paso Robles $10,000 a day if it doesn’t bring the TDS (total dissolved solids including mineral discharge) from the sewage plant into its very strict compliance. Much of these infrastructure costs including the Nacimiento Water Pipeline, are related to meeting the RWQCB mandates. The City’s well water is very hard and by mixing in the Nacimiento Pipeline water, which is soft, helps the mineral discharge coming out of the sewage plant to meet the Regional Water Quality Control Board guidelines.

The Water Board is not going to wait for the citizens of Paso Robles to argue about how to clean up the mineral content in the sewage discharge going into the Salinas River for the next twenty years. Paso Robles has to pay for the Nacimiento Water Pipeline and a replacement for the 55 year old sewage plant. What would you have the City do, pay the $3,650,000 a year fine, and then still have to pay for the infrastructure eventually — at even higher costs?

Remember, in Los Osos, this same Regional Water Quality Control Board started randomly going after individual citizens for using a septic tank because Los Osos hadn’t built the sewer system and had no approved plans to build the sewer system. The randomly targeted citizens, not the government, had to pay to hire an attorney to fight the Regional Water Quality Control Board. I am sure the RWQCB noticed, after 30 years of no action in Los Osos, how quickly the Los Osos Sewer Plant moved forward after they started going after individual citizens (something I did not know they could do until they did it).

Let’s see. Second degree murder, gross vehicular manslaughter while intoxicated, driving under the influence of alcohol or drugs causing injury and driving with a suspended license.

Priors…..FIVE separat traffic collisions, two of which involved injury to others and NINE additional serparate incidents of Vehicle Code citations. Also her estimated speed upon hitting the officer was 78mph in a 55mph zone. (Note all the above information taken from today’s Trib)

Hell I’ve been driving for 30 years and have had three traffic tickets. This woman is only 22!!!
I say don’t throw the book at her, beat the ever lovin hell out of her with it!! No sympathy here. She is a repeat malice offender with NO regard for others involved with her poor choises.

I agree, NO EXCUSE. I should add that actually it isn’t about the addiction, I don’t believe that her addiction played a significant role in this incident. Addiction can be a difficult battle but this is about the fact that she chose to drive while impaired. She wasn’t addicted to that (driving), was she?

Is there any ground that he can take, as if he can do jack s*** about it anyway? I’d say that taking no ground as in keeping his dumb a** mouth shut always works out best for Ian. I would still like to hear what he is doing about his gang in the uniforms including his #1 member Amy Chastin that trashed Mr Millian (sp) and cost us all a behind doors settlement of 200K, that question is just for starters.

awww danika, I don’t mind it a bit. Everybody knows that the entire Annie episode had nothing to do with politics. If Chuck want’s to endorse Cortez that is his call and we all know that Annie agrees with Chuck :)
So what if Annie endorsed Cortez? The TT endorsed Parkinson and trashed Dave Congalton and the Friends of Annie and who is accusing the TT of slapping anyone in the face, even though they did?

Well said TP. The worst thing that we as a society can do to an incarcerated person is to further degrade them and instill their own believes of victimization, helplessness and circumstance rather than they recognize responsibility, false beliefs and poor choices. This does so much damage and circumvents any ideas about “earnest rehabilitation”. The second thing that escalates the problem is when the caregivers are also criminals and the inmates perceive that the only difference between “them” and those on the other side of the bars is that ‘they” (the incarcerated) are the ones that got caught. I firmly believe without a doubt that if we as a society DEMANDED the highest standards of integrity and set an example of right from wrong where our COs are concerned that it would go a long way to rehabilitation during the process of imprisonment. Respect for the law is about witnessing respect “for the law” by those that oversee/direct the process of punishment.
I believe with 100% conviction that in consideration of the high pay and benefits that CO’s receive, they should be required to obtain higher levels of education and training in a fashion that promotes human dignity, absolute fairness, setting a positive example, meaning they are to be unconditionally above reproach at all times while on the job and well schooled in the psychology of roll modeling while administering to the men and woman behind bars. Rape and all forms of human indignities, torture, coercion, intimidation by peers or any injustices brought on by or ignored by the caregivers should carry very stiff penalties. That in of itself would rehabilitate many, in my humble opinion. I could go on about what respect for “the law” is and how those who are trusted to act in a capacity of upholding “the law” must first respect “the law” themselves. That is a problem with many who are involved in various degrees to “LE”. Then they wonder why the public doesn’t respect them. Enough said by me. For Now.

Some mistakes are uncorrectable. Finding yourself in the grip of addiction is correctable. Letting that addiction kill another person is not.

She might have been incapacitated and not thinking clearly when she caused this accident but she abandonded that defense when she abandoned her judgement by using the drug.

Im a bleeding heart liberal but I have my bounds of reason and this lady has crossed those bounds.

I think she still gets a trial and an opportunity to fight the charge that she was high on meth at the time. I suppose there is the possibility of a lab mix up but if her defense fails to convince a jury than I think a very long sentence is very appropriate

I know conservatives see this kind of forward thinking as giving them permission, and at first gut check it would appear that it is, but I think the bigger picture is that this is a public health isue. Diseases dont know societal boundaries and the more diseases like hepatitas, aids and other sexually transmitted or blood and bodily fluid transferable diseases are given places to incubate the more chance there is that they will find their way to your neck of the woods.

I do indeed feel a sense of growing anger towards local law enforcement where there was none before. First there are the on-going sagas taking place out at the Sheriff’s Department. When will the BOS/FBI take action to clean-up that cesspit? Hopefully this upcoming election will help…

I find the SLOPD every bit as irritating/antagonizing. Keep ripping around in your expensive cars and motorcycles. But please understand just how much dislike I have for you when you look at me with your bloated faces (steroids? too much Frank’s Famous?) behind $300.00 sunglasses (gotta do something with all that pay!) as you illegally park your car on Higuera so you can waddle in and get another Jamba Juice.

I fear that a reckoning of sorts is coming and I pray that it is non-violent…

Thugs is exactly what these guys are. Police brutality may or may not be more “common” than it was in the past, but it certainly is spreading via the Internet like wildfire, something which was not possible in the past. What I have seen in recent months of police brutality is really alarming!

I regard these offenders with “extreme prejudice.”

I assume that the plaintiff is going to sue, but no mention in the article about it. Anybody heard anything? He could very well wind up a rich man. From what I have seen, he deserves to be.

As for the offenders, they should be fired, stripped of their pensions, and prosecuted to THE FULLEST EXTENT OF THE LAW!
