AG council yields to officer probe demands

Prodded for weeks by growing sentiment to deal publicly with a prickly situation involving City Manager Steve Adams, the Arroyo Grande City Council will now seek an independent investigation of Adams’ “uncomfortable” behavior with a subordinate in a July 3 incident.

“If that’s what it’s gonna take to make this right,” said Mayor Tony Ferrara in the aftermath of a rare Saturday “special meeting” of the council, meeting behind closed doors, to consider Adams’ future.

Ferrara’s comments came after a parade of residents alternately criticized and praised the council’s actions to date.

Adams and Teresa McClish, the city’s community development director, were discovered in Adams’ darkened City Hall office near midnight by police officers, who had been asked by McClish’s husband to help locate her.

Responding officers later reported that they walked into an “uncomfortable situation” after finding Adams and McClish with their clothing in disarray.

Immediately after the incident was first reported by CalCoastNews, Ferrara deflected efforts by council members Tim Brown and Jim Guthrie, both of whom said they wanted to delve more deeply into the issue than had the city’s assistant counsel, Michael McMahon.

McMahon, at the behest of Ferrara, had already conducted a swift telephone interview of the officers who had responded to the scene. None of the officers reported having found Adams and McClish in an obvious sexual situation, although several said the situation they encountered was “uncomfortable,” McMahon said.

This prompted Ferrara to announce at a recent Chamber of Commerce meeting that the matter had been “fully investigated” and that “nothing illegal” had occurred. Ferrara and Adams also hinted that officers may have colored their formal reports to benefit current labor negotiations.

That angered officers, who this week issued a vote of “no confidence” in both Adams and Ferrara.

According to city policy, managers cannot engage in intimate relationships with their subordination. In the past 15 years, the city has paid out more that $1.5million in sexual harassment claims.

In July, both McMahon and Ferrara had read officer statements from July 3 that noted McClish was partially undressed in Adams unlit office when they discovered the pair.

The council announced it now will seek an outside investigator to take another look at the matter. Ferrara said Saturday he “anticipated this two weeks ago” and expressed confidence that an independent investigation will simply show that “our officers were telling the truth” and that nothing untoward happened that night.

“I believe the police when they reported no obvious sexual behavior by Adams and McClish,” Ferrara said.

Brown and Guthrie comprise a “subcommittee” that will conduct a search for an investigator.

So the council gets to select who is going to investigate THEIR malfeasance?


That, folks, is a waste of money. There is no way on God’s green or brown earth they are going to choose someone who will ask the hard questions, if the hard questions are going to soil the council members themselves.


This just keeps getting worse.


Our hope is since we have so many speaking out against the city council that whomever they choose will go under intense examination and all of their previous investigations will be looked to see just how independent they are and if and as we suspect the city council tries to pick a firm leaning their way we continue to speak up against the city council’s improper behavior, especially during the upcoming election and we elect Barbara Harmon

Thanks for the heads up on that defensive letter by Tony in the Tribune. He just does not get it! He refuses to look objectively at the whole picture and is narrowing it to just the written reports. What about the fact that the lights were off, Steve did not respond to call out’s,the flash lights flashing in his office (were they BOTH hiding behind that door?), and his defensive attitude when he was finally found? That should all be

considered, not just the excuse Steve and Theresa give.


And all of a sudden Tony is worried about spending the city’s monies? He did not hrsitate to hire the expert on how to save water…to the tune of $70, 000. And did I hesr she has a five year contract? I bet a local consultant consultant would have a lot cheaper. But word on the street is that she is a buddy of Nick Thompkins!


It is the missing minutes of video footage Ferrera and the city council members should be concerned about. That is indicative of an attempt at cover up, and if they tried to cover up something as obvious as making videotaped behavior of Adams disappear, they probably have done other acts of cover up about which we don’t yet know.


Despite the obvious implication of a cover up, those missing minutes showed what the police reported is true…despite Adams lying claims to the contrary, Adams and McClish WERE found in a darkened room, and the police had knocked and called out repeatedly to McClish, with no response.


In addition, Ferrera continues to attempt to throw the PD under the bus in a bid to red-herring his way out of the mess he now faces, and this has only served to further outrage an already outraged citizenry.


So I believe Ferrara and his council member flunkies are facing a debacle that will only grow larger as they continue to attempt to tweek the cover up which, so far, is failing miserably.

Obviously The Fibune AKA The Tribune are having problems with the folks canceling their subscriptions. We got a call yesterday from 805-256-7326, which is some outfit down in Ventura that was hired by the Fibune to solicit subscriptions. I told them sorry, we read Cal Coast News.


Also, Tony opens his letter by bashing CCN and Dave Congelton. Let’s all show our support for CCN and make a donation to them! The writers need to make a living, too, and we are all benefitting from their diligence to provide the truth to all of us.

Fostering an environment that allows sexually harassment with a wink and a nod is not professional behavior. Why should we think those in government whether at the executive manager level or in an elected public office should look the other way? Don’t we have the right to expect more than hypocrisy from those we pay a premium to provide the type of leadership these positions demand?


In Tony’s world two people in bed naked are not intimate unless caught engaged in sex. So all employees fired in the past should sue to get their jobs back and missing salary.


Intimate – means either closely acquainted, familiar, close or in a sexual relationship.


Tony Ferrara contends if they did not catch them actually having sex no wrong doing occurred. The Tribune then parrots this claim in every article in support of Tony and wonders why no one on the force will talk to them.


First, officers know the Tribune reporter was told McClish was partially naked behind the door and the Tribune elected to skew the story for Tony. Also, those who don’t know being caught in a dark office with a partially naked co-worker at almost midnight means that the pair was in a close intimate relationship, are clueless. It is called critical thinking.


The recently fired sergeant was not caught in the act, but was asked and at first lied about being in a romantic relationship with a subordinate. Tony, Adams and Caren Ray were adamant she had to be fired.


Adams has repeatedly lied with Tony and the Tribune’s support. Anything to keep Tony’s yes boy as the city’s manager why he bullies people into using his friends, like John Wallace, for twice the price if they want to get their permits approved.


The bulling in this county needs to stop. Multiple officers at Arroyo Grande are seeking employment with a different force to get away from Tony and Adam’s bullying, which has gone on for years and used to include his former partner in crime, Caren Ray.


The people and police officers of this county deserve better, run Adam Hill, Caren Ray and Tony Ferrara out of office. Stop the bullying!


The least guilty, Teresa McClish, is the only ne to bow out. She packed her bags when she left City Hall on Friday.


I don’t understand why you say Teresa is the least guilty. GUILTY IS GUILTY.

Hmmmm, as you know the Five Cities Fire Authority assessment district failed (April 18) due to the resounding “NO” vote from property owners. Even though all three bodies (2 city council’s (AG & GB) and the OCSD) voted the weight of their public properties in the affirmative.


On the night of March 11, Guthrie was acting as Mayor Pro Tem when the vote came before the city council. He supported voting the 52 Arroyo Grande parcels in the “public record” vote (remember, these ballots are available for public viewing for 2-years after the election).


The interesting thing is these two councilmen, Guthrie (an AG homeowner) and Brown (an AG renter) did not vote “Yes” in the assessment, while their colleagues Ferrara, Costello & Barniech did vote “Yes” on their personal properties.


I am a strong opponent to the 218 where it allows public agencies to assess the people’s property, wielding the weight of their vote in an assessment that will be paid by the public…let the public votes be the deciding vote to assess the people’s property. (I’d like to see 218 amended to prohibit public agencies vote).


Brown doesn’t own property; that’s fine, but as a renter perhaps he should have recused himself from the vote of the people’s property?


And Guthrie, failed to cast a “Yes” ballot even though he voted the people’s property “Yes.” (To be frank, I chose not to go through the 2,600 “No” ballots, so I can’t say he voted “No”; it is more likely he didn’t vote at all).


The FCFA needs to have a “Plan B” conversation. Arroyo Grande is really the only agency of the 3 involved that is really enjoying cost savings (about $100K annually) by the consolidation.

Just talked to someone who works with one of the groups of first res ponders. Their view point was “the only mistake they made was going back to city hall”


So I asked how about lying to the police about whether Teresa was in his office” you don’t have a problem with that? respond “well yeah”


Folks just don’t get that is where the cover up started. All Steve had to do was tell the truth. If nothing was going on, then why lie?


And then it went down hill from there. More lies, more people involved and then the police getting called LIARS. We know who the liars are!
