AG council yields to officer probe demands

Prodded for weeks by growing sentiment to deal publicly with a prickly situation involving City Manager Steve Adams, the Arroyo Grande City Council will now seek an independent investigation of Adams’ “uncomfortable” behavior with a subordinate in a July 3 incident.

“If that’s what it’s gonna take to make this right,” said Mayor Tony Ferrara in the aftermath of a rare Saturday “special meeting” of the council, meeting behind closed doors, to consider Adams’ future.

Ferrara’s comments came after a parade of residents alternately criticized and praised the council’s actions to date.

Adams and Teresa McClish, the city’s community development director, were discovered in Adams’ darkened City Hall office near midnight by police officers, who had been asked by McClish’s husband to help locate her.

Responding officers later reported that they walked into an “uncomfortable situation” after finding Adams and McClish with their clothing in disarray.

Immediately after the incident was first reported by CalCoastNews, Ferrara deflected efforts by council members Tim Brown and Jim Guthrie, both of whom said they wanted to delve more deeply into the issue than had the city’s assistant counsel, Michael McMahon.

McMahon, at the behest of Ferrara, had already conducted a swift telephone interview of the officers who had responded to the scene. None of the officers reported having found Adams and McClish in an obvious sexual situation, although several said the situation they encountered was “uncomfortable,” McMahon said.

This prompted Ferrara to announce at a recent Chamber of Commerce meeting that the matter had been “fully investigated” and that “nothing illegal” had occurred. Ferrara and Adams also hinted that officers may have colored their formal reports to benefit current labor negotiations.

That angered officers, who this week issued a vote of “no confidence” in both Adams and Ferrara.

According to city policy, managers cannot engage in intimate relationships with their subordination. In the past 15 years, the city has paid out more that $1.5million in sexual harassment claims.

In July, both McMahon and Ferrara had read officer statements from July 3 that noted McClish was partially undressed in Adams unlit office when they discovered the pair.

The council announced it now will seek an outside investigator to take another look at the matter. Ferrara said Saturday he “anticipated this two weeks ago” and expressed confidence that an independent investigation will simply show that “our officers were telling the truth” and that nothing untoward happened that night.

“I believe the police when they reported no obvious sexual behavior by Adams and McClish,” Ferrara said.

Brown and Guthrie comprise a “subcommittee” that will conduct a search for an investigator.

I strongly suggest Heather Jensen, ex president of the Chamber in AG. She is beautiful, very intelligent, has a terrific reputation. And she doesn’t have a strong down side which is the other side of my coin.


Heather would absolutely restore the confidence of the voters in AG, where in tha past I only demonstrated that attribute at McClintocks’ bar before Phil kicked me out.

up and scandal. Listened to your segment today on the ongoing AG City scandal.

During the course of your discussion prior incidents resurfaced about “lost or missing

recordings’’ involving the management of the city. These incidents all involve the

same parties, Steve Adams, Steve Annibali and Tony Ferrera.


Mayor Ferrera, Steve Adams and Police Chief Steve Annibali appear to have a

Pattern of behavior making tapes, recordings, and videos disappear when it

comes to questioning their behavior and involvement.


2007 Mayor Ferrera speaks impromptu at a city employee meeting stating there

was a misunderstanding between a sergeant and the female employees. Afterwards,

Mayor Ferrera is quoted in the Tribune that he never spoke those words or said

anything negative towards the female employees. During the investigation this tape

was requested and Police Chief Steve Annibali said it was “lost”. He also refused to

address this issue of misconduct to the city attorney (Adams) or the city mayor

(Ferrera).


2010 Police Chief, Steve Annibali, while in his own personal vehicle was involved

in an off duty self-initiated traffic stop. Like the city meeting, the traffic stop

recording’s disappeared when requested from Annibali by the individual’s attorney.


2014 Adam McClish missing video in AG city hall and missing or tampered video

from Village video system (operation blue). Isn’t Police Chief Annibali the keeper

of the keys and hard drive of this system?


Oh yes and then there is the harassment discrimination cases against Steve

Annibali and the City of Arroyo Grande. Steve Adams is quoted in New Times

in 2012 ( and Tribune) that he wasn’t aware of any prior harassment-discrimination

cases against Steve Annibali when he hired him a the new Police Chief. But a

simple google search shows all of Annibali’s prior court cases.


Maybe Fererra and Annibali are not providing tapes and tempering with recordings

because it’s now their turn to help out their partner in crime, Adams.


Let’s connect the dots here folks. Annibali-Adams-Ferrera. Hope this investigation

covers the entire scope of all parties involved.


At the last election Tim Moore put his name in for mayor, he did not have not lawn sign, did not do one debate, he ONLY put in name in the hat and he got a pretty good number of votes. And then there were those people who just did not vote for Tony, I forget the figures now, but it showed people were not happy with him back then.


I feel a write in candidate actually has a good shot right now. There is a hot situation going on in the city, and there are those of us who just will not vote for Tony no matter what.


I think Tony fears he could lose his seat on the throne.

We need to insist that the discussions of which firm to hire for the independent investigation be held in the open, and all conversations be available to the citizens, no more of these “Closed Sessions”, are they going to try and claim that these discussions are a “personal matter” and need to held behind closed doors, if so, so much for independent……..

There is no need for any of the investigation meeting to be closed. Frankly, all city meetings should be open other than closed session with the Council

Technically a staff meeting etc MUST be open.


The Council must turn this over to someone else…

They will be tarnished if they have anything to do with it.

Mr. Ferrera’s behavior and responses are nothing short of horrible. How he

and everyone else involved have handled this whole situation has brought

embarrassment to the City of Arroyo Grande and the citizens.


It seems very clear Ferrara is likely trying to blame our officers in an attempt to explain his and the city’s actions. The city finally decided to conduct an independent investigation, but only because they were forced to when the officers had to come forward. Which only occurred after the city council completely ignored the input of their citizens. So now their chosen way to proceed forward, is to have the same city attorney staff be involved with selecting the investigator? That’s simply brilliant, you can’t make this stuff up.


Our citizens have to continue paying close attention to how this city behaves, and continue to apply sustained pressure. Otherwise this city will continue doing the one thing they apparently do very well, which is to manipulate everything they come into contact with. Again, cost is not an issue. This city has likely mismanaged an Incredible Amount of Taxpayer Money over the years. It would be about darn time for some of it to be used for more responsible purposes.


To Mike Byrd: regarding a Grand Jury investigation. It absolutely needs to be done, but in conjunction with an independent investigation. The reason being is the grand jury is composed of our citizens, which is a very good thing, as I do have faith they will do a great job. However, their investigative experience when it comes to complex investigative and personnel matters is limited due to their yearly rotation. The city knows this and may likely throw up roadblocks at every turn. That’s not in any way a knock against the grand jury, but you also have to remember they are assigned a liaison from our current district attorney’s office. While in no way a reflection of the current liaison, many citizens feel that office’s apparent habit of not thoroughly investigating certain matters is a major problem in our county. It is our collective responsibility to ensure a truly independent investigation is also conducted. Let’s not forget Ferrara’s past. The grand jury almost always renders opinions advisory only in nature, unless in very rare circumstances they request criminal prosecution, which again would involve the DA’s office. He knows it, and likely cares far less than he should about what they think. Lastly, Thank You for your efforts to make sure this situation gets the attention it deserves.


To Otis Page: my apologies, just realized I had not responded back to your comments for one of my posts. It does not surprise me Adams neglected to tell you about this potential scandal when you were considering running for Mayor before the deadline expired. Normally I would give a write-in candidate about a 15% chance of success. Based on the absolute need for much needed change with our city council’s behavior, it might be somewhere between 40-50%. It ultimately might be for statement purposes only, and may only be the precursor for a recall, but I would strongly encourage you to announce a write-in candidacy for Mayor. Would be very surprised if others wouldn’t move quickly to support you, especially since the mail-in ballots go out in early October. Thank You also sir for your efforts to make sure this situation gets the attention it deserves.


Please keep your eye on the ball folks. Ferrara and Adams absolutely have to go…and likely a few others as well. At this point, name one single thing they have handled correctly?


I suspect a write-in campaign us under consideration but is far from assured. Stay tuned.
