Fairgoers attacked, allege official cover-up

Three people were assaulted Wednesday night as they exited a shuttle bus after attending a Mid-State Fair concert. The victims contend fair and police officials are downplaying the incident to avoid negative publicity.

Following the John Mayer concert, the trio was about to board a shuttle bus at the fair’s main entrance when two young men boisterously pushed their way to the front of a nearby bus line, shouting “PR13,” a gang designation.

“We were saying how out of control they were,” said 28-year-old Robert Lindstrom, one of the victims. “They were walking in front of the fair yelling ‘PR13’ and elbowing people. I asked a policeman, ‘Aren’t you going to do anything?’ He shrugged and said, ‘I don’t know what I can do.’” Unbeknownst to Lindstrom and his friends, twelve more gang members already were on their bus.

Upon exiting the bus at Von’s Shopping Center in Paso Robles, one of the alleged gang members said to Don Burtis, “Can’t you control your bitch?” Though Burtis, 33, tried to ignore the comment and walk away, he was assaulted from behind by approximately a dozen young whites and Hispanics.

“I was walking up the stairway toward the parking lot,” Burtis said. “I was hit several times in the back of the head. I tried to get to the top of the stairs. They surrounded me and continued to beat me. Once we got up into the parking lot, I yelled ‘Help, Robert, help!’ Robert tried to help, but he ended up getting beat up himself.

“I am really upset the police haven’t gotten the tape off the bus. I believe someone is not being honest. The police or the fair do not want this to get out.”

The third victim, 26-year-old Lisha Beck, tried to pull gang members off her boyfriend.

“I turned around and a guy pushed me back and I saw them beating on Don,” Beck said. “I tried to help and a guy hit me. Don told me to run, but two people jumped on me. They were punching me in the face and I got knocked out. It was really bad.”

Lindstrom attempted to help, and was also beaten. After fleeing the lot, the victims called police, who responded quickly.

“They were obviously injured,” Paso Robles Police Sergeant David Bouffard said. “There are all types of fights at the fair no one knows about.”

Though the trio sported facial injuries, police were skeptical. Bouffard said the call came in about 12:30 a.m. He said the buses stop running at 11 p.m. and the victims said they had called shortly after the incident. He added that the victims had been drinking, and that the gang PR13 is made up of Hispanics, not whites.

According to the fair’s own schedule, the shuttles stop running at 1 a.m.

Lindstrom said he “went to school in Paso. There are whites and Hispanics in PR13. We told them [police] to get the video from the bus and the Von’s parking lot. I personally think there is a cover-up. They don’t want bad publicity and they are pushing everyone to ride these buses.”

The incident was not reported to the public by either the police department or Mid-State Fair organizers. Following the incident, fair officials canceled the Von’s Shopping Center shuttle due to what they termed “clerical issues.”

“This is not out of the ordinary,” said Paso Robles Police Captain Robert Burton. “We follow up on all our assaults.”

Let's define "win/win". First "Win" is that grapes are harvested and turned to wine at minimum expense. Hotel beds are changed and room cleaned at minimum expense. Second "Win" is that the minimum-wage employees are truly paid far more than they could otherwise obtain in their native countries….. (gosh, isn't that terrific?)

Here's where Economics 101 comes into play. These same people have children who attend schools and grow up right here in our community, who see all the other children driving Mom's old BMW, and spending their generous allowances….

They form social alliances that we call gangs, with other youths under similar circumstances, and next thing you know we experience…."GANG PROBLEMS".

So it's really "Win/Win/Lose"………and we're experiencing part III.If you don't get part III…then I guess we're going to be dealing with the issue a whole lot more in the not-to distant future.

I am all for dealing with these types. But prevention and education has to be a key component or you will never break the cycle. Fix the reason these hoods want to be in gangs in the first place.

As for the people who are in gangs already, deal with them swiftly and sentence accordingly. Organize neighborhoods, keep the pressure on the police, do whatever it takes. But you yokels sound right out of a Jerry Springer show. You just keep feeding off each other and trying to up the ante to show how committed you are. Very stupid. I am on my way there now to check things out. Any of you brave types want to tag along I'll be there.

It's my understanding that there are contractual legal arragements for migrant workers to enter California during seasonal needs. They are allowed legally and have to pass back ground checks. We do need migrant workers and it's a win/win situation.If this policy is no longer in force then it needs to be re-instated. But this bullshit about turning a blind eye to everyone and anyone entering our country and county unchecked has got to stop.

They are running the streets and making a living selling drugs and stealing. The migrant workers are a different breed and class all together. I know this all to well and worked on several ranches where migrant workers returned year after year. They weren't gang bangers, they were here to make an honest living.

Here's the real problems….grapes and tourism. The people who harvest grapes, and clean hotel rooms are here because they want something better for their children….who attend our public schools, and who necessarily join groups of similarly economically disadvantaged youths, whose parents don't buy them cars when they turn 16; or, throw $40.00 at them when they're planning an evening downtown with friends….and sadly, these social groups turn to drugs and crime in order to address their economic status….Check out Santa Rosa or Napa (about fifteen years ahead of us on the crime curve) if you think I'm a racist hate monger. Unfortunately there is a obvious race component, that's not racism, that's reality… But, if you want to address the economics that produces the circumstances, then you have to start from the ground floor. The minimum wage jobs which bring the employees "over the border" are the true root of the problem. I'd be willing to gamble that you can define gang-problem counties based upon their agriculture/wine and tourism income. Here in SLO we've had wine (and significant tourism) around just long enough where we're now facing the issue….so do we intelligently deal with the real problem, or do we (sadly) simply think that our police and sheriff departments are the cure?

It's the same "build more prisons" mentality that does nothing more than ensure that we pay splendid wages to police and prison guards.

I wonder if Angry in Paso has a point. I think it may be possible to push this issue. The police were irresponsible and seemingly involved in covering up at the expense of public safety for the sake of maintaining public relations to benefit the fair . Also the victims are now deprived of seeking damages from the assailants who are at large to strike again. When they do strike again I would think that the new victims will also have a legal axe to grind with the PRPD?

There may be some good use for marijuana in the medical field. The problem I have with it is the cuurent proposed distribution procedures proposed by the Calif. law. Mr. Lynch who applied for "caregiver" status has been charged with being a narcotic dealer-I will presume that he is innocent until founf guilty. Bashing Sheriff Hedges over this has nothing to do with the gang activities in this counties. I will state that I firmly believe that narcotics do contribute to crime and that marijuana is a major contributor to these activities.

You need an education about marijuana. Smoking pot does just the opposite (than what you suggest) to the ego. It doesn't make you brave and confrontatioinal. Alcohol does that. Some laws need to be adjusted. Policemen can't arrest someone before the crime is committed (unfortunately) that would be called harrassment and the attorneys would go to town on that one along with every other liberal on a soapbox. Sheriff Hedges is in charge of the unincorporated county not the City of Paso Robles. What do you think the chances are that these punks were smoking a little weed prior to the attack. How else are these little pukes going to think they are big, bad and brave?

The issue needs to be addressed thru the judicial system. I would imagine that all of these little pukes have been arrested before and are out walking the streets so that they can have a "second chsnce." I'd like to give them a second chance. Every policeman would love to "administer justice" to these pukes but the law prevents it most of the time.

In SFO, a 'road-rage' double homicide (of a father and son) was committed by a Mara Salvatrucha (Guatemalan) gang member suspect who'd been let loose by SFO law enforcement for an earlier gun incident (AK47) resulting from SFO's 'peculiar' no-detain illegals policy. Recently, a juvenile from that same gang was arrested in SFO for drug sales and placed at a 'non-secure home-detention-facility' in Atascadero. That drug dealer just walked away and is on-the-loose with dozens of others who've escaped prosecution and deportation due to idiotic policies.


This is a non-partisan debacle that results from politicians afraid to offend the business (agro) community that demands cheap (non-union) labor and the powerful (rich) lobbying 'immigration advocates' who strike fear in both parties.


I was a cop for over 33 years. In 1983 I was personally told by a senior immigration agent that he was retiring, 'getting out', because, then Pres. Ronald Reagan, had instructed the INS to "not make waves", to not hunt for illegal immigration suspects.


What's followed is a steady decay in the definition and integrity of what is the United States.


What has been described as occurring in Paso Robles is but another example of pending anarchy.

Hispanic gangs are far more prevalent than white gangs in this area. It’s about 100 to 1 (if even that). Something has to be done about these packs of vicious dogs attacking humans. Considering that the police didn't secure the video evidence they should line up all know PR13 members. The victims can probably pick some of them out of a line up. The victims saw them on the bus, upon exiting the bus and in front of the fair grounds. They should demand that the police find these criminals. I want to see the gang bangers in orange suits and ankel chains cleaning up garbage at the fair.

I can’t over the fact that the police officer was aware that this PR13 gang was looking for trouble and said he couldn’t do anything. A few years ago I was at Magic Mountain. About 8 gang members cut into the front of a long line to get on a ride. The security knew exactly what to do. The gang all took seats on the ride but the ride stayed at a dead stop. Then the security showed up and pulled them all off the ride and escorted them out of the park. All the people in the line waiting for the ride (about 200) clapped and cheered. Blacks, Hispanics and Whites alike. If the officer would have stopped them from getting on the bus this never would have happened.

The 3 victims have a right to civil damages. The police had a responsibility to protect the integrity of their claims regarding a criminal assault. This wasn't done and now these victims are deprived of their rights. I think they should sue the PRPD.

I don't see where people are saying that the assailants are all hispanic or illegal. They are saying that anyone who is illegal should be deported after serving time. They are also saying that the majority of gangs are hispanic and even the police seem to know that. So what if there were a few whites? No one said that the whites should be excluded. In fact they should also be made an example of.We need to send a statement to any and all other "wana-be's". If they think being in a gang is protection let them find out what the cost is. However, the police did not track the attackers through vidio and interviews. Instead they questioned the statements of the victims.


Does a drink at the fair mean their attack means less. If it had been a policemans relitive, someone would ne in jail.


The fairs spin helps keep the attack silent at the detriment of the people.

I am a liberal democrat and thing we are failing by confusing legal immigration and illegal immigration and therefore do nothing at all. I am tired of it. All illegals, no matter their country of origin should be jailed and sent home. Immediately. All employers who hire them should lose their business license for 30 days, first offense, one year for the second – check out what AZ is doing. The illegals are going home because they are indignant that they don't like the new way they are being treated! Imagine, having to obey your host country's laws. No foster care for illegal juveniles – did you hear? $7,000/kid.

For the fair issue, the mayor hires the police chief? Put your pressure on city hall and don't stop.

On another note, no federal protection is likely due to the plan to make us a North American Union, and have an Amero rather than a Euro, but that is a whole different topic.

I am concerned about the latest article reported on uncoveredslo.com and the news reported on Dave Congalton KVEC 930AM radio. It would appear that two male citizens and a female were attacked by a gang calling themselves PR13 and that your department "did nothing" to confirm the event ( by retrieving a video that was available) or to apprehend the violent criminals. It would also appear that this event was covered up rather than made public. If the mishap had been brought to the public attention in conjunction with an arrest(s) being made we would all feel much safer. What is going on?

The second Wiggum clip is hysterical. Yup that’s right about in line with the latest Paso PD fiasco. Right now all they can do is put out an APB on a Hispanic (they know no whites are wana be PR13) who attacks innocent citizens and beats woman unconscientious. Too bad they don't have(didn't care about) a video to identify the punks with. I am disgusted with the Paso PD, they are as ridiculous as Sheriff Wiggum.

This is just obtuse. It makes no sense that the police said they can't do anything and now even claim that something is wrong with the victims story because they called in the assault at 12:30. The fair say's the last bus runs at 1:00 so whats with the PASO police , Hello? These thugs knocked out a woman and beat up two male citizens and the police decided to let them get away with it and not retrieve a video that could identify the violent criminals, dah! The police deserve to have their daughters, wives, mothers and family members beat up by these thugs and then they'll get off their asses and do their jobs. This deserves a public outcry. It would appear that this happends far more often that the public is informed about. Are we safe going to Paso Robles? This cover up should be a crime.
