Fairgoers attacked, allege official cover-up

July 26, 2008

By KAREN VELIE and DANIEL BLACKBURN

Three people were assaulted Wednesday night as they exited a shuttle bus after attending a Mid-State Fair concert. The victims contend fair and police officials are downplaying the incident to avoid negative publicity.

Following the John Mayer concert, the trio was about to board a shuttle bus at the fair’s main entrance when two young men boisterously pushed their way to the front of a nearby bus line, shouting “PR13,” a gang designation.

“We were saying how out of control they were,” said 28-year-old Robert Lindstrom, one of the victims. “They were walking in front of the fair yelling ‘PR13’ and elbowing people. I asked a policeman, ‘Aren’t you going to do anything?’ He shrugged and said, ‘I don’t know what I can do.’” Unbeknownst to Lindstrom and his friends, twelve more gang members already were on their bus.

Upon exiting the bus at Von’s Shopping Center in Paso Robles, one of the alleged gang members said to Don Burtis, “Can’t you control your bitch?” Though Burtis, 33, tried to ignore the comment and walk away, he was assaulted from behind by approximately a dozen young whites and Hispanics.

“I was walking up the stairway toward the parking lot,” Burtis said. “I was hit several times in the back of the head. I tried to get to the top of the stairs. They surrounded me and continued to beat me. Once we got up into the parking lot, I yelled ‘Help, Robert, help!’ Robert tried to help, but he ended up getting beat up himself.

“I am really upset the police haven’t gotten the tape off the bus. I believe someone is not being honest. The police or the fair do not want this to get out.”

The third victim, 26-year-old Lisha Beck, tried to pull gang members off her boyfriend.

“I turned around and a guy pushed me back and I saw them beating on Don,” Beck said. “I tried to help and a guy hit me. Don told me to run, but two people jumped on me. They were punching me in the face and I got knocked out. It was really bad.”

Lindstrom attempted to help, and was also beaten. After fleeing the lot, the victims called police, who responded quickly.

“They were obviously injured,” Paso Robles Police Sergeant David Bouffard said. “There are all types of fights at the fair no one knows about.”

Though the trio sported facial injuries, police were skeptical. Bouffard said the call came in about 12:30 a.m. He said the buses stop running at 11 p.m. and the victims said they had called shortly after the incident. He added that the victims had been drinking, and that the gang PR13 is made up of Hispanics, not whites.

According to the fair’s own schedule, the shuttles stop running at 1 a.m.

Lindstrom said he “went to school in Paso. There are whites and Hispanics in PR13. We told them [police] to get the video from the bus and the Von’s parking lot. I personally think there is a cover-up. They don’t want bad publicity and they are pushing everyone to ride these buses.”

The incident was not reported to the public by either the police department or Mid-State Fair organizers. Following the incident, fair officials canceled the Von’s Shopping Center shuttle due to what they termed “clerical issues.”

“This is not out of the ordinary,” said Paso Robles Police Captain Robert Burton. “We follow up on all our assaults.”

To: Who is policing the police?

How about a reality check here.First off, no one can "dismiss" debt in a bankruptcy. I suppose that if you just want to make things up, that's a good place to start. Most obligations, such as taxes, owed to government entities are unaffected by bankruptcy.

Even if your other statements are correct, how does anyone filing bankruptcy result in any taxpayers paying bankruptcy debts? That's borderline insanity. Credit card company's charge lots of interest with the understanding that a certain amount of card holders will file bankruptcy……it's their business risk…not something that tax payers have to pay towards..As a tax payer you've never paid a single bankruptcy credit card debt….but gosh it sure sounds good doesn't it?

SO….even if the other things you've claimed are true….which they might be, no one is getting away from tax debt, and no tax payers are footing credit card bills. BUT that's the same type of insanity that the credit card companies like everyone to believe.

God bless you Mr. Mastercard.

(or is it Ms. Visa?)

Speaking of Paso Robles Police Department . . .

The Police Chief of Paso Robles and her husband (Lisa and Christopher Chitty, Sign Sensations, Inc.) have filed corporate bankruptcy. They are both employed by government agencies making more than $250,000 a year, while through bankruptcy they will dismiss more than $350,000 in debts to the government.

These include unpaid county taxes, payroll taxes (stolen from employee wages) and property taxes, in addition to numerous creditors they are hanging out to dry.

To add insult to injury, Mr. Chitty, has just filed personal bankruptcy to try to relieve themselves of the more than $100,000 in credit card debt that they have run up at local businesses.

These people are living the high life, while we the tax payers are not only paying them huge salaries but are also paying all their unpaid bills through the bankruptcy process.

This is the CHIEF OF POLICE?

I hope Karen does a follow up story on this. I am waotong to see what the PRPD is going to do about this. I think they can find the assailants if they try. I want these gangsters proscuted and off the streets. I won't be letting my kid's go to the fair without my husband and their uncle.

By: Anonymous on 7/31/08

After reading Roberts comments, i am more sure than ever that this was a combination of what it appears to be, fueled by these three provoking a reaction.

This whole incident really sucks for those of us that have kids that would use this service, but cant because of the assinine behavavior of a few.

"Is that all you got" …. give me a break, what kind of jack ass provokes someone who is beating them sensless. Oh, thats right, the kind of person who provokes people period. It is more of the "what are you looking at" mentality.

It sounds like these three and their assailants need to grow up and the rest of us need to find something else to focus on.

I hate to see this going on at the Fair, outside the Fair or any other time. Gangs are insidious and their swaggering and obnoxious behavior should never have to be tolerated by ANYONE!! As anyone is aware, talking smack about them just incites anger, just like teasing an angry dog. However, this does not condone out and out violence. If these menaces to society had ANY self respect, they wouldn't be in a gang. So to expect them to act in a rational way in any situation is giving them too much credit. They are nothing but a pack of bullies who find safety in numbers. Sad… However, they need to be made to pay for their actions. Put them to work scrubbing the toilets at the Fair, mucking out stalls, picking up trash. Busy hands….

By: Anonymous on 7/31/08

Sorry Robert but your 15 minutes are over. We have a rogue cop in A-town to crucify now.

By: Anonymous on 7/31/08

I don't pretend to know anything about procedure but doesn't it take at least 24 hrs. to get a warrant. I would think they could have gotten one pretty fast with something like this. I don't know. I'm curious if the bus drivers were really interviewed by the gentleman the PD talked to. This whole thing just infuriates me. The police wouldn't even release her name to me so I could go talk to her myself. Said it would be in the report when it was released in a week or two. He wasn't sure how long it would take.

By: Anonymous on 7/31/08

We haven't looked at at any photo's. While we were on the bus we were talking to the bus driver. Not to anybody behind us. I was the first off the bus and was making my way into the parking lot when don was and Lisha were jumped. There were so many of them. The only two I vaguely remember a description of, I remember seeing as my vision returned after the second time I was repetitively hit in the head and chest. I was more interested in finding a body next to me to hit back than committing a face to a dazed mind. But I think I should at least try.

As it stands now it seems that the fair has done the majority of the covering up.The shuttle service director or supervisor was the one who supposedly interviewed the bus drivers. They were the ones who "said the tape has already been recorded over. They are the ones who used that clerical error to cover their ass. The PD should have reported it to the public sure. But I hink more fault should go to the fair than the PD on this Issue.

The shuttle service doesn't have to surrender anything without a warrant. They can certainly. If its in their best interest.

I just found out I have to have my arm in a sling for about 4 to 6 weeks and my fractured rib wont totally heal for 8 weeks. Shitty…

Dons headaches are a lot better and Lisha is just sporting bruises now. She's a tough woman. I was just asking her how much hair she ripped out of one of their heads. She said "A LOT!!" LOL She even punched a few of them square in the face. Each of us got numerous solid hit in. I think that pissed them off even more. heehee I remember Don yelling. "Is that all you got you **ssy's!!" LOL

We can essentially view this two ways. One, this is a teenage prank. Or two, this is a growing national epidemic.

Lets not forget that the quaint, charming city of Santa Barbara has experienced gang stabbings and murders in the last few years.

Take your pick folks! Teenage prank or growing epidemic.

Speaking of spellcheck, it's grammar, not "grammer". You gotta love the irony, though.

By: Anonymous on 7/30/08

To WRH: Don't place everyone with lousy grammer and even worse spelling into a singular category. Sometimes people are so into what they are saying that they fail to spell-check their comment. In addition, the correct spelling is alien not alian. But, whatever….

Keep up the stupid inciting speech you pathetic moron.

By: Anonymous on 7/30/08

how bad was the beating? Is there a medical report? Karen should know.

By: Anonymous on 7/30/08

I wondering if Robert, Lisha & Bob have heard any follow up from the PRPD. I heard that the county law enforcement have a task force that have photos of PR13 members(and other gangs) and profiles etc etc etc. Is anything happening yet? I sure would like to see these guys made to answer for their actions.I find these guys particularly dangerous because frankly I've never heard of men beating up a woman that they don't even know. It's common for men to hit other men (which was bad enough) but to beat a denfenseless woman?? These guys have to be found and prosecuted.

Behold the Truth: Your post can only be described as an explosive bout of mental dysentery. You say Dan and Karen should be "called on the carport" for the articles they write, but be careful; I've heard that the metaphor police monitor this site, and that's just the sort of thing that really ticks them off!

"Fredom of speech" doesn't excuse your brutalization of the language. One of my personal "therios" explaining your post is that you were just off your meds, but I guess we'll never know for sure.

Get a grip!

By: Anonymous on 7/30/08

While past "leaders" of Paso Robles were creating urban sprawl, many citizens were requesting that Paso remain a smaller town. The "leaders" ignored them and even graduated to County Supervisor status.

Now, Paso has big city problems: water shortages, traffic jams, gang violence against the locals.

If there can be "zero tolerance" for trivial things in the public schools, why can't there be "zero tolerance" for gang activity in Paso Robles???? If the PRPD and the SLO Sheriff can't do their job, call in the National Guard.

By: Anonymous on 7/30/08

Behold The Truth..you hit the nail on the head. That was the most common sense I've ever seen on this site. But don't worry folks. The rest of you are entertaining ;)

By: Anonymous on 7/30/08

Behold the Truth would have a stronger argument (perhaps) if he learned how to spell. Sounds like he's an employee of the Mid State Fair. Even though he wasn't there, BtT is able to discern everything that happened that night.

This is a legitimate news story, magnified by the decision by the Fair to cancel the Von's bus stop and lie about the reason. They made a deliberate attempt to cover up this story.

And the Tribune is once again asleep at the wheel.

Thank you Dan and Karen for becoming our new local paper of record.

Karen interviewed all the victims and the police including the officer who took the report. I'm sure she would be happy to give the gangsters equal time if they would like to come forward. What ever happend to standard human intellect?

By: Anonymous on 7/29/08

Pull your head out of your ass. Assault is a crime. It doesn't matter how much either party has to drink. What is she suppose to do interview a bunch of gang banging cholos.

By: Anonymous on 7/29/08

If the police retrieved the video they could already have the offenders in custody. They had no intention of doing anything until Karen broke this story. They even claimed that there was no bus running to Von's at 12 midnight. Get your facts straight. I find it interesting that you seem to think you know what happend, did you say you were there and saw the whole thing? I think you are one of the officers that screwed up, in fact I'm sure that you are. How do you like me deciding that I know something that I couldn't possibly know?

By: Anonymous on 7/29/08

I think everyone is missing the real points of this story. IS THERE REALLY A STORY? Karen calls herself an investigative reporter but didn't even know half the answers to basic questions that were asked on the Congolton Show. Shouldn't she have done her research prior to putting the article on the website but no its all about the shock factor whether its the truth or not. Karen you talk in the article about the subjects yelling PR13 but I believe they are doing exactly what you are doing on this website, its called fredom of speech. If those Officers would of done something you would of been writing a diffrent story about how these young men were profiled and there constitution rights were violated by the big bad Paso Robles Police Department. You and me both know I'm right and its about time you and Daniel get called on the carport about the articles you write. If you want to be a good journalist then get all the facts together from both sides and put together the truth unslanted and let the readers decide, but the first thing you should do is make sure its a news worthy story, (which this is not). Paso Robles Police did nothing wrong, they took the report and have said they are investigating the crime. As for Robert, I'm going to straight out call him a liar. What did they really do to provoke the incident and how much did they really drink. Were they actually drunk and there mouth wrote a check there body couldnt cash? All these people and there coverup therios and the true question is WHAT COVER UP. Why would the fair or police need to cover up this incident. The incident did not directly relate to the fair or the police. Its not bad press that there was a fight 3 miles from the fair after fair hours and it didnt even occur on the fair bus. People are still going to attend the fair in the tens of thousands and arent going to let Robert and his friends stop them. Its kinda interesting that there have not been a bunch of gang fights at or around the fair but poeple are talking about how bad the problem is. You need facts to back up your statements but you dont have them. In fact if you look the crime stats are down and those are cold hard facts people. So I think what everybody should be doing is let the police do there job and attempt to locate the people that commited the crime against Robert and enjoy the fair, stop always looking for the conspiracy theory and Robert grow up and take some accountability in this situation because you and me both know you arent telling the complete truth.

By: Anonymous on 7/29/08

What would that solve? it would do nothing but perpetuate the assumtion 'american greed' that it's every one else that deserves to be punished other than the people who are really at fault. So ask this instead, is the property owners service that we were using or was service being provided by a party where the assumption is they will insure our saftey while using their service? Please let me know what you think and who is responable.

By: Anonymous on 7/29/08

The bottom line in all of this is that the blame falls on squarely our government. The federal, state, and local governments refuse to inforce existing laws and protect OUR civil rights. Plenty of laws are already on the books to deal with this and other problems that these kinds of people are causing. Until the silent majority finds their voice and "throw the bums out" nothing will ever change.

By: Anonymous on 7/29/08

Thank you. This should be a place to come together and formulate practical solutions not rant and rave about personal feelings. We have gathered under the common feeling that this is a major issue and something needs to be done.

How much power do we have and what tools can we use. How many are willing to put down the computer and do something.

I know little of police procedure and redtape but

Obviously the police need a plan or stratagy. So what can we as citizen do to constructively aide them.

I do not pretent to know the way but there are alot of cannon facing alot of different direction. Singly ineffectual. Under direction and orders, wholly unbearable. Where is that direction and leadership?

By: Anonymous on 7/29/08

Many of your comments seem to be turning this artical onto a certain nationality. You must remember not all of the attackers were Hispanic. This was not a hate crime towards us becuase of our nationallity. This happened becuase we did not want the gangs involment in our Family orintated Fair, and said some thing to a peace officer. The matter of security, it should never stop to protect those who are doing nothing wrong and want to see and iron fist from the city we pay to control the gangs before Paso turns into Simi valley. I was hit by a white male and a hispanic male. Thid goes to show this type of violence does not discriminte by Race or sex. If a gang member hit your spouse what would be your reaction?

I urge the public not to be so close minded.

By: Anonymous on 7/29/08

Get a life. Jamiel's law is no solution just as your selected videos offer no solution. Just to incite.

By: Anonymous on 7/29/08

Some of these comments have really detoured me from taking part. I didn't put myself on this pedestal to give extremists an excuse to lock and load on those they have a problem with. And I hope rational heads will come together and light a fire under some seats concerning the free rein alot of these gangs have on OUR streets.

I spent 2 and a half hours last night writing a piece for everyone on all the squabbling and screaming some of us do. I talked of the hero's whose backs this country was built on. That when I read of them , I feel alive and weak at the same time. But when I read the papers of today I feel depressed and desperate. I'm sorry to say what I wrote was lost.

This country is balanced on a razors edge I am afraid. With a very shaky future.

Will her citizens not wake up?

How do we wake them up?

By: Anonymous on 7/29/08

Intelligent discourse DOESN'T start with censorship! Sorry, nice try.

PR13 is Paso Robles Surenos trece, a Latino gang that has an affiliation to the Mexican Mafia. They are at war with Nortenos catorce 14. Years ago MP13 (Mexican Power Surenos) was in Paso Robles and they fought with San Miguel and Shandon gangs. Very few whites are in this gangs except for a few stragglers. Higher-up members believe in brown pride and ethno-centric La Raza racism.

"Paso Chuck" is correct. Paso has a gang problem that we don't talk about. Nobody talks about it because much of our society is consumed with white-guilt psychosis and La Raza hysteria.

By: Anonymous on 7/29/08

I agree with To Administration. Maybe there could be a feature that allows us to flag inappropriate comments. The site administrator could then decide whether or not to remove the comment. Why let the reputation and hard work of Uncoslo be sullied by a few?

By: Anonymous on 7/29/08

We all know that you only delete a post under extrene circumstances but perhaps you could begin to apply certain rules. For instance, when there is someone who is intentionally sliming a blog as we have seen someone doing here, why not get rid of their post so that the rest of us can have an intelligent discourse. Many people don't know who/what a "slimmer" is or understand that this is a common practice done in an effort to intentionally distrupt all semblence of a blogs integrity.

I can sue you and get paid off, you whitees are just sore losers.

By: Anonymous on 7/28/08

Fed up. Are you stupid all day long or is this a rare thing? If they are illegals then arrest and deport. Not all gang members who are Mexican are illegal. This board is rampant with the very stupid.

I said criminals. If they are illegals then fine with me. If they are legal or white or whatever, deal with it. But use your head, maybe not yours, but use your head and solve the problem. Blaming the gangs in Paso on illegals is one of the stupidest things I have seen yet. I have no special love for criminals of any kind. But I don't jump on the band wagon with the rest of the morons like so many of you do.

Not just you but the many others like you. Your "God given right" line is what put it in fair play.

I have lived in Paso for a long time and I don't have any trouble with Mexicans, illegals or whatever. Deal with the criminals whoever they are.

By: Anonymous on 7/28/08

Mexican gangs have been around forever. Being in a gang is part of the Mexican culture. I'm not saying that all Mexicans are gang members, some of my best freinds are Mexicans and i feel sorry that they are bunched in with this group of punks. The bottom line is that all of our cities and dark streets and highly congested areas are venues for all gangs to prey on the weak. Everyone needs to be aware of their surroundings or you might become a victim. The police and security can only do so much. The alternative is to turn our cities into the cities like in Mexico where there are armed federalies on every corner and roadblocks everywhere. I'm not ready for that-yet.

Plane scheduals show when a plane takes off and lands, but that doesn't mean it happens

By: Anonymous on 7/28/08

Check your facts. The incident was called in at 12:30 AM. The fair schedule shows that the last bus runs at 1:AM. It was the Paso Police who tried to say that the last bus runs at 11:PM so that must mean that something was wrong with the story as reported from the victims. In reality it was the police that has it all wrong.. OH Geeez, couldn't be? Yeah try again.

By: Anonymous on 7/28/08

Oh, I get it. Three drunk people get into itwith a few mexicans. 12 always sounds better than 3 or 4 when playing the victim. and now its "paso is full of gangs". I'm not buying it…the timeframe indicates that the victims needed time to sober up beforwe they called it in.

By: Anonymous on 7/28/08

There is a confirmed 911 called place during the time of the attack, prior to the victims contacting the police. Lets wait and see who else comes forward. You call this just a fight. I don't consider a gang knock out a woman just a fight. 12 people jumped on two men and a woman a severely beat them. Get It?

"Keep a lid on it"? Give me a break. PRPD doesn't issue a press release every time there is a fight in town. Let's be honest here. It's the fair. People were drinking, words were said and there was a fight. Just my opinion, but I think the truth of what happened lies somewhere in the middle. I keep my kids away from the fair. Not because of the gangbangers, but all the obnoxious drunken behavior that occurs.

By: Anonymous on 7/28/08

By: Anonymous on 7/28/08

Cindy, will you ask Chief Soloman why the PD chose to keep a lid on it? Seems like fairgoers might benefit from knowing there is the potential for a safety issue. Why didn't her department issue a release. Heck, it's not too late to write a warning notice now.

By: Anonymous on 7/28/08

Hello Chief Solomon,

Thank You very much for your reply. Perhaps the victims can look at pictures and identify the assailants.

Kind Regards,

Cindy

We hope to be able to get enough information to identify potential suspects so they may do just that. Our leads are still limited at this point, but our investigation is continuing.
