Homeless Services Coordinator Dee Torres routinely took gift cards intended for the needy and homeless for her own use, a number of former homeless service employees and ex-boyfriends say.

Torres kept the gift cards in her purse to use for family outings, gas, restaurants and Christmas presents for her friends, Ralph Almirol, the father of Torres’ middle child, said. Almirol said they especially enjoyed gift cards from Tom’s Toys on Higuera Street.

“We would give them to the kids,” Almirol said. “She used them like they were hers.”

Torres’ Homeless Services program comes under the umbrella of Community Action Partnership of San Luis Obispo (CAPSLO). Employees of both the Prado Day Center and the Maxine Lewis Shelter say that every Christmas, the homeless are remembered by the public with thousands of dollars in gift cards being donated for gas, groceries, restaurants and retail stores. All such donations are to be given to the homeless.

Almirol asked Torres about the cards and the homeless who were supposed to receive them, he said.

“People would give a lot of gift cards,” Almirol said. “I asked her once if she could get in trouble, she said there was no accounting for what is given, and most of them don’t deserve it.”

Other former boyfriends confirmed the allegations, though they wanted to remain unnamed because they are afraid that Torres or government officials will retaliate. Torres is engaged to San Luis Obispo County Supervisor Adam Hill. At least one of Torres’ former husbands relied on his marriage to her to obtain legal resident status, CAPSLO staffers and Almirol said.

Friends of Prado President Roy Rawlings and Torres did not respond to comment requests.

Workers at the homeless shelters said that apart from the rare occasion when a client would do chores such as painting an office, the cards were not provided to the homeless.

“We never saw the gift cards given out,” said Kathy Marti, a former three-year employee of CAPSLO. “Once the gift cards came in she would take them.”

Marti said she quit in 2010 after battling for better treatment of the homeless.

“I was so disillusioned because I never saw any progress,” Marti said. “When I first started working there I loved it, I felt I could move heaven and earth.”

More than a dozen former and current employees of CAPSLO said that Torres refused to give donated goods to the homeless unless they would do chores for her.

“There was so much stuff coming in,” said Carina Salazar, a former CAPSLO employee. “There was all kinds of stuff donated. A lot of stuff got tossed. We went over to the (CAPSLO) main office to complain, but no one would listen.”

Almirol said Torres would divvy up the best donations for family and friends.

“We would go through the donations and pick out the best toys for our kids,” Almirol said. “She would give other stuff to her friends.”

Employees and clients also question CAPSLO’s rule that homeless individuals must provide 50 to 70 percent of their income to CAPSLO in order to guarantee a bed at the shelter.

Richard Walker and his family turned to CAPSLO after they became homeless. CAPSLO required the Walkers, who were on welfare, to pay about $500 a month in cash to the family’s case manager, Walker said.

Despite paying CAPSLO approximately $500 a month, the Walkers still struggled to get necessities, such as baby diapers, from Torres, he said.

“We had to fight with them to buy things for our baby like diapers or rash cream,” Walker said. “We told Dee (Torres) we needed diapers. She told us to get diapers through them, but she would only give us three at a time and then she would get angry when we asked for more.”

After spending about a year and a half in the shelter on case management, the family decided to cancel so they would have enough money to purchase diapers and other necessities, Walker said. But Walker said his family did not receive all of the money they had signed over to case management.

“She gave us most of our money back in a check. She kept the $25 a month they charged us for holding on to it,” he said.

By opting out of case management, the family chose to take their chances on getting beds each night at the Maxine Lewis Homeless Shelter.

CAPSLO requires clients at the Maxine Lewis Homeless Shelter to be waiting outside by 5 p.m. though they may not enter the shelter until 6 p.m. Homeless clients not on case management draw a ticket out of a bucket for a chance to stay the night.

One night, the Walkers drew the right number, but CAPSLO staff told them they still could not stay at the shelter because their eight-month-old had pink eye, Walker said. They asked Torres to provide them a motel voucher. But Torres told the family they could not stay in a motel because they had a car in which to sleep.

“She said ‘no hotel, you have a car,’” Walker said. “Then she gave a hotel room to a man who had just had Lasik surgery.”

Joette Sunshine, a four-year employee of CAPSLO who has left her job, said she was working that night and witnessed the events. Sunshine said she was distressed that a family of four with a sick child was not provided a hotel room, while a man who could afford an expensive eye procedure was.

“Part of the deal not to be able to get a hotel room was if you had a vehicle and a certain income,” Sunshine said. “This man had more than $1,200 a month in income and a van. The motel money was there for people who needed it, yet the Walkers were denied a hotel room.”

Several years ago, the Walkers got into housing on their own, though they said that CAPSLO lists them as one of their housing “success” stories.

Capslo has just posted the agenda for tomorrow’s meeting as well as the minutes of last months Board meeting.

The most interesting thing about the minutes is that there was a discussion about case management with their standard party line responses. At least someone brought it up. In another part of the minutes it said Capslo was reviewing how case management money is held but of course so far they haven’t found any irregularities….


The public comment period isn’t until the very end of the meeting.


There is loose yet significant connection between the insidious disfunction involving CAPSLO, Torres, Hill, Mecham, Villa Paseo Palms, Related Management, the SO and the DA.

Too many payoffs, too much obfuscation, too many layers of hidden power, too much unearned money

for the guilty to give up.


The truth of all of it will never see the light of day.


And there is a loose but significant connection between the number 7 in the Bible and, well, just about everything. But the truth of all of it will never see the light of day. So convenient. If things don’t turn out like you think, it’s a massive coverup.


jackbnimble: Your thoughtful question, is what makes people think the network of coverup is deep, and includes Biz Stenberg, (How could she not know? And if she didn’t know, what is she doing at the helm of this organization except collecting a nice check?), members of her Board, past and present who are on the County Board of Supervisors, Department Heads at the County level…If they all agree to lay low, who else is there to take the lead? CCN has done outstanding work to expose all of this. It has taken courage that is missing at CAPSLO, and at the County and KSBY and the Tribune.


The allegations are against Ms Torres, I’m sure she covered her tracks involving the theft anyway! No organization, business, or employer of any kind would condone stealing! I’m sure CAPSLO was aware of a lot less than what we believe. CAPSLO is a huge organization and each Dept has it’s own program Director. The Director of that program informs CAPSLO of what is going on in their program. Ms Torres could easily hide or withhold information from the CEO and the Board. In large organizations when calls or complaints come in they are directed to the director of the program you are complaining against. It’s the duty of that director to solve the problem. I believe CAPSLO was aware there were complaints but Im also sure Ms Torres convinced them that the complaints were without merit.


From what I read and hear icw these allegations, posted by CCN, this is definately not going to time out. Either the accused will be cleared and congratulated for being such good sports or…, all that directly participated in the alledged crimes and those who knowningly withheld corroborating evidence will be formally charged and prosecuted.


My guess is that no legal deffense will be allowed to be funded by the taxpayers or from the generous contributions that came from private parties, funds in lieu of their paying taxes.


Why do I have a feeling that Ms. Torres will resign at CAPSLO with at least 2 years severance because the hate filled, mean spirited, false accusations have made it impossible for her to continue in her position. Straight out of the LIsa Soloman playbook ,

Why did Lisa remain silent with no refutations throughout her ordeal, and resigned with 250k? Does this really mean in todays society that she was not guilty of her actions by being silent and paid off? Huh?


Oh, and if Dee Torres, et al, are not guilty, then why haven’t we heard from them as well? Are they all lawyered up, and are told to STFU, and if so, why?

Ted, I’m sure they are lawyered up, and I bet their lawyers have told them to STFU because, so far, opening their mouths has done nothing but make their situation worse.


They have been acting like guilty people. While it is entertaining to watch, it makes their attorneys’ jobs more difficult.


And it appears both Hill and Torres have lots of issues in their past (not-too-distant-past, in some cases, such as Hill’s vile behavior during his divorce). If they attempt to launch a suit against anyone, eventually it will probably require Hill and Torres to submit to the process of discovery.


Here’s what I don’t get: where’s the leadership here?? There are people who believe every word of these stories/allegations and people who deny each and every one. But why isn’t someone in a leadership position at CAPSLO acknowledging an in-between state saying, “Hey, these are some pretty serious allegations. I know we can’t assume it is all fact, but it is also dangerous to assume it is all false. There is enough here that we need to investigate this further and hey, while we’re doing that, some people are going to be put on Adminitrative Leave or assigned to another job for a little bit.” Prior to retirement, I was the head of a medium-sized department at a large company and if comparable questions were raised about a member of my staff, it would be my duty as a leader to make sure appropriate actions were taken to see if any aspects of the allegations were true. Not only would it be my duty as a senior manager, but it is also the right thing to do. When is somebody with any authority at CAPSLO going to step up?


That is the message I hope people will deliver at tomorrow night’s board meeting.

You know how newscasters were portrayed in the book “1984” and, more recently, “The Hunger Games”? Just puppets of the government whose job was to keep the people calm, complacent and entertained?


That’s what KSBY is like. Same for The Tribune.


They work for the system, and any real new information they deliver to the people is only by coincidence.


There has not been leadership in government, on any level, in decades. I am surprised you (and others) still look for it, or worse, hope for it.

Maybe it’s time someone look into the termination of these “ex employees” . Seems like Ms Torres has had her own agenda from the start, in a previous article it stated that these employes combined had a total of 6 decades of employment, so how far fetched would it be to assume they were “targets” for Ms Torres. Employees with a long history in an agency know how things work and would be less likely to keep their mouth shut if someone was committing fraud. Funny how these employees all have the same story. I’m sure they don’t spend their day hanging out and making up the same story just to get Ms Torres in trouble, and I REALLY doubt they asked Ms Torres’ ex to conspire with them! Someone needs to talk to the previous Directors of this program and find out what the real story is! Maybe all these ex employees should be reinstated and Ms Torres should be out! All of you ex employees need to come forward with your last performance evaluations and see exactly when you became unvalueable and in need of termination!

I’ve been very disappointed at the number of new posters who degrade these employees who have come forward because no one with the power to make a change was willing to do so.


These ex-employees have taken considerable risk. The retaliation fetish of Hill-Torres is well known.


These ex-employees have stood up for the homeless clients Torres and her ilk were supposed to be serving but, instead, were victimizing.


No other witnesses were willing to take it on the chin to stand up for the homeless. Not one of our county supervisors. Not any of the top-heavy management in any of the homeless services industry created in SLO.


If there are heroes in this story, it is CCN and the employees and clients who have been willing to come forward and report what they experienced. They are heroes, and should be treated as such.


Let’s not forget Mr Anderson, last I heard he still has not receved any money from family ties or capslo.

So Where is Debbie Arnold on this issue. She is a member of the CAPSLO board of directors. I had hoped she would be a voice to stand up to Adam Hill and Bruce Gibson and the petty tyrant regime that they have created. Adam Hill publicly humiliates her, in writings and at the BOD meeting and she does nothing. She was elected to stand up to these people and she is proving to be as gutless as the others. I am disappointed Debbie, are we to consider you part of the problem and part of the solution. Americans respect courage Ms Arnold….show some


So you are disappointed with Ms Arnold, what are you with Mr Hill and Mr Gibson?, amused?


We are used to being disappointed by Hill and Gibson. In fact, if you look up “disappointed” in the dictionary, you’ll find that Gibson and Arnold are pictured as conjoined twins.


She is trying. She has been verbally assaulted by Hill in the supe’s private elevator several weeks ago….and I mean verbally assaulted! She reported the incident to County Counsel and to date nothing has come of the incident.

After every election when a new supervisor is seated, the county takes an updated group photo for their website and other purposes. Several weeks ago when the group photo was scheduled to be taken, Hill refused to leave his office. He refuses to be part of any group photo that includes Supervisor Arnold. When they tried to open his outer door, Gibson stood guard and waved everyone off.

Ms. Arnold won’t have a problem standing up to anyone. Let’s see what happens at tomorrow’s CAPSLO meeting.


Where did standing up to Gibson & Hill get her when she first came onboard? I believe both hoped she would be simple to discredit, perhaps because she’s a woman and these two seem to have a lack of respect for strong women. And then Cuddy jumped on board and chastised her for voicing her opinion which differed from his heroes. With support from the public, I think Ms Arnold will run circles around these two “representatives.”


Did I miss something….Is Adam Hill taking legal action against CCN. ? Is there a law suit on the horizion. Karen, Dan and Josh I sincerely hope your fine reporting work on this issue will stand the test and will bring this petty tyrant and the scum of the local government down…


This website needs to iron out some problems. You can’t respond to any comment without being fast forwarded abut 5 pages Apparently Dee’s love life is scetchy, but so is Hill’s. If one searches his past romances, you may not find definitive evil but you will find red flags. Just putting it out there.
