SLO County employee arrested for distributing child pornography

Arroyo Grande police arrested an administrative assistant for the San Luis Obispo County planning department on May 16 for allegedly possessing and distributing child pornography.

After a short investigation, police served a search warrant at 35-year-old Alex Daniel Rosen’s home on the 700 block of Evans Road in San Luis Obispo and discovered hundreds of images of adolescent boys and girls engaged in sex. Officers seized one laptop, two desk tops and six external hard drives.

The Arroyo Grande Police Department is part of the Child Exploitation Task Force and takes a proactive approach against child exploitation throughout the county, said Shawn Cosgrove, Arroyo Grande Police Department investigative sergeant.

“We are very, very proactive on all cases of child exploitation,” Cosgrove said. “Preventing hands on offenses is our ultimate goal.”

Following the search of Rosen’s home, officers asked county technicians to search planning department computers Rosen had access to for child pornography. It has been determined that Rosen was not downloading child pornography from county computers.

Officers arrested Rosen for possession and distribution of child pornography and booked him into the San Luis Obispo County Jail.

So here’s the weird thing. This guy lives in San Luis Obispo, but Arroyo Grande PD does the arrest, not the Sheriff (Evans Road is in the county). So there was something criminal going on in AG for them to be involved. Someone mentioned about the new AG city manager being his manager in the SLO county planning department. I wonder if there is something bigger going on…?

Arroyo Grande has a Child Exploitation Task Force that has found online child porn distributors and viewers throughout the county. This case was discovered by the force.

It still seems odd that even though the AG department may have discovered it that the Sheriff’s department didn’t perform the arrest.

It is estimated 1 in 4 girls and 1 in 6 boys experience some sort of sexual touch (or more invasive actions). These children become adults that will either “act in” (drug abuse, cutting, alcohol use, etc.), or they will “act out” as in….what you see right here.

According to the details of the story so far, he was doing this on his off-time at home. This isn’t the county’s fault and I would guess that if the county instituted a more invasive background check program to screen applicants’ personal lives and private data, that you would be pissed about that too.


I think this is awful, this guy should be prosecuted fully, and I sincerely hope the children in those videos are found and rescued from that hell. You, however, found this as an opportunity to complain about the county government, taking the focus away from where it ought to be.

Public employees are notorious for having too much “free time” on their hands…one only has to look at their productivity level…thus the assumption that a bit of this illegal behavior was conducted while on company time….

You must be kidding. Public employees are subject to much harsher regulation than most of us private sector folks, they get paid crap and usualy working conditions are less than optimal. They do get a good retirement, but twilight years are not what we live for, or do we?

The bible has little bearing on this. There is no commandment against pedophilia specifically. There are several stories in there that seem to condone sex with minors. Those who claim to be (or at least think themselves to be) close to god are just as capable of this behavior as the rest of the population, just look at the Catholic Church’s sexual abuse scandals.


People do terrible things. It seems as prevalent now as it ever has been. Only now we get to hear about every atrocity from all over the globe. It can be hard to take sometimes…
