Picanco to run for another term

Paso Robles Mayor Duane Picanco announced Thursday he plans to run for another term in the November election. [Tribune]

He is the first candidate to announce plans to seek the seat. Candidates officially submit intentions between July 16 and August 10.

Voters in November will also have the opportunity to increase the mayor position from a two-year-term to a four-year-term, which would begin in 2014. Picanco told the Tribune he does not plan to run in the 2014 race.

Members of the council have been under fire for following directions sent in an email from city Manager Jim App and Attorney Iris Yang that instruct the council members and mayor not to listen to or read information about the city’s police department because of their alleged roles as judge of the employees in the department.

Someone from the community needs to step-up and with grassroots support to defeat this fool.


Solomon, App, et. al. exist because of a corrupt and apathetic Paso Robles City Council. The Paso Robles City Council exists in its current form today because the electorate has thus far acted like sheep.


It’s time to put up or shut up. Someone from Paso Robles needs to step-up with a grassroots effort to support him or her. Picano is a clueless scumbag. It would be easy to make every orifice in this loser’s body flow red, given his record. I wonder what a private investigator could dig-up on this idiot in 2-3 days? With enough skill and dedication I think Picano could be brought to his knees well before the election. If I was a campaign manager this is one campaign I would enjoy.

Ned, if you aren’t presently on the PR city council, the mayor, the city manager, or the chief of police you are definately in a good position to BE a candidate for mayor…and I mean that! ; )


Thanks, Danika. I appreciate the kind words, but I probably seem more qualified in the virtual world than the real one. However, I really care about this city and will do what I can to improve it, short of running for anything.

Don’t think its the smoke HD, its the swill. Speaking of swill….how come local law has never ordered up any sobriety check points next to any of the wineries where its guaranteed those leaving have been drinking. Fine opportunity to make some cash there Paso. Ahh but Heaven forbid we crap in our own bed though. After all its only drunks on the road endangering our families lives.


He must feel confident in the people of Paso overlooking the HUGE elephant in the room, or multiple elephants. I certainly wouldn’t vote for him.


If it weren’t so tragic, it would be funny. Sad state of affairs. Is he running on his record of good subordinates?


Poor Paso. I hope that you guys can find someone better to run against him.


If we had someone to run who would promise to do nothing, it would be better than reelecting any of the current council or mayor. This council has made one stupid decision after another. Examples: Cal Trans recommended an overpass at Golden Hill and 46. The council turned it down. Instead they want a bike/pedestrian underpass at Buena Vista and 46, meaning that these people have to go several miles on foot or their bikes (on 46) to use the underpass). They approved the Uptown Plan for tourists, a plan that will drive out business from the downtown area. Angle parking is part of this plan, but they haven’t comtemplated the problem of the Paso people and their extra long trucks that will stick out in the street and impede traffic, especially fire engines. They approved more low cost housing projects in the North part of the city where density is already a huge problem. They approved a park in the area, but have not provided for any policing, so what’s to prevent gangs and drug dealers from taking over the park area. They approved the new winery event center that will have 2000 to 3000 cars making a left turn onto 46 (Cal Trans objected) at the end of a concert. They approved the destruction of an entire oak forest so the winery could make a parking lot.


The list goes on and on.


Gosh sounds like Pismo. Because Picanco sits on the LAFCO board I’ve had some dealings with him so that’s how I base my opinion and of course the things you just mentioned don’t surprise me at all.


What a coincidence that PR Council and the :Pismo Council sound so much alike. On the LAFCO vote yesterday the only two people that voted for the developement were Pismo Councilman Vardis and Mayor Picanco (in spite of overwhelming evidence that there wasn’t enough water).


I sincerely hope he runs on his records and then all this junk come out DURING the campaign. Good opening for questions to be presented when he gives a speech (does he do that?) and a question/answer session (does he do that?). We need to hold his feet to the fire on the Nacimento Project, the above listed projects, the restroom in the park that is now costing more and we are getting less due to changes this Council has approved, and the list goes on and on and on… Hold their feet to the fire.


One of the questions he should be asked is if he agrees with council member Strong’s opinion that the city council forms judicial functions, that the city cannot answer questions of the public, that the city council can only accept information from approved sources, and that council members cannot be held accountable for being uninformed on issues impacting Paso Robles.


If put in a position to do so, I absolutely would have no problem asking Mr. Picanco those very questions. I think we all would like to hear his answers. I have scribbled notes, Mary, just in case…


His decision only confirms what the rest of us already knew – he is an idiot. By annoucning this decision early he can start raising $money$ and start asking for favors from his cronies, attending the senior citizen center and asking for their vote and his organizations. Maybe he can get big donations from B. Partridge at 11th & Chestnut or the Paso Cleaners at a least from Mr. Smiley (the man who went to the FEB Council Meeting and seemed so gracious in his defense of Ms. Solomon and now we find out how he benefitted from the decisions from this council and administration. Maybe Mr. Smily is going to be his campaign manager!!!!! It must be in the water runoff!


How did Smiley benefit from Council/city admin. decisions?


Maybe you could ask Mr. Apps that question and I am sure his answer would be complete and honest after he discusses it with City Attorney Iris Yang. Seek and you will find the answer!


He benefitted from the council because councilman Gilman was the architect for Smiley’s cleaners at 13th and riverside that was zoned for non-retail. Smiley then was able to use the space for retail purposes.


This could go on a poster and be put up everywhere for people to see that you must be “connected” to get anything you want done in Paso. NONE OF THEM ARE CLEAN!!!

I think this kind of issue, clearly stated on a poster, with perhaps a photo of Smiley & Gilman, the dates and times of the next two council meetings, phone number and email address of the city, with encouragement to attend the meetings and contact App and the council members, might motivate people to get involved.


When was that building at 13tha and Riverside zoned non retail? Before the cleaners it had Paso Electric in the front part where the cleaners is now. Wasn’t that retail? Before that (after sitting empty for a short time) was Sensations shirts and apparrel. Again retail? Not commenting one way or the other about the favortism mentioned, just the status of shops in that location.


Is Picanco completely delusional? Does he have any connection to reality? Does he ever read Cal Coast News?
