A late night rendezvous at Arroyo Grande City Hall involving two city officials ended abruptly when emergency workers, responding to a 911 call about a missing spouse, discovered a partially dressed couple in the darkened building.

But the sex scandal apparently goes far beyond staff using a City Hall office for late night liaisons, and includes the cost to taxpayers for the emergency response and for the pair traveling together to out of town events. Several staffers said city officials appear to have conspired to minimize the incident.

On July 3, Arroyo Grande City Manager Steve Adams and Community Development Director Teresa McClish attended the grand opening of Robert’s Restaurant, across the street from City Hall.

At about 10 p.m., McClish called her husband to say she was on her way home from work and that her cell phone was dying, according to city documents.

Shortly after 11 p.m., McClish’s husband called 911 to report that his wife had not arrived home. Though it had only been about an hour since McClish had called her husband, he said he was worried because she has a heart condition and he asked officers to find out if she was still at City Hall, according to city records and sources.

Police dispatchers responded by sending a car to City Hall and another to check out Ralph and Duane’s, a neighborhood bar. Officers did not find McClish at Ralph and Duanes, according to police documents.

At City Hall, police discovered McClish’s green Ford Focus parked in the front lot, with her purse and cell phone inside. The lights at City Hall appeared to be off and no one answered knocks on the door or calls to inside phone lines, police documents say.

Considering McClish’s heart condition, officers called firefighters for assistance, according to city records and sources.

At 11:36 p.m., during their search of the building, officers discovered Adams and McClish in an intimate situation, several sources said. After dressing, McClish informed her husband that she had been found.

In the past, Adams has been adamant about prohibiting romantic relationships with subordinate employees. Several years ago, he insisted on the termination of a female police officer who had a personal relationship with a lower-ranking member of the force.

Following the Adams-McClish incident, city staff said they have concerns about the handling of an investigation because of the close relationships between Mayor Tony Ferrara, city attorney Timothy Carmel, and Adams. In April, Carmel wrote a memorandum recommending the Arroyo Grande City Council approve a 10.5 percent increase in Adams’ salary — to begin on July 4.

Nevertheless, Ferrara selected Carmel to lead the investigation into Adams’ alleged affair with McClish, city sources said.

On August 12, Adams sent a memorandum to the city council asking them to approve a 3 percent increase to the $250,000 the city paid Carmel for legal services in fiscal year 2013-2014.

Calls to Adams, McClish and Ferrara were not returned. A woman who answered the phone at Carmel’s office first said, “Just a minute please…” and then returned to the phone to say Carmel would “be out of the office until September.”

When asked why the city was having Carmel investigate Adams’ alleged affair with a subordinate, Councilwoman Kristen Barneich said she would have to speak with Carmel and Adams before she could respond to the question.

Does anyone know how much Steve Adams makes a year and how does that compare to other local city managers?


Julie posted a link to his contract (below, somewhere). He makes less than the average (which I can’t see why Katie Lichtig’s sky-high salary in SLO should be a comparison for the poor slob taxpayers in A.G.)


Well, does she provide extra services or does her community services director provide those after hours services? Just asking!

Christine’s brother is still working at the City gaining experience but can’t pass a test to get hired permanently. So, Monica Irons, Katie’s landlord, created a job and pay scale for him. Someday we will pass a test but the word on the street is no one wants to work with him…

Since you do not know the circumstances, perhaps he was home tending to kids sense we all know she was to busy. But then again, maybe he got a call from someone at the bar that saw something inappropriate, called him, and he called the police.


Perspicacious, stop trying to blame the victim and focus on the wrongdoers. There is no justification for the adultery involved here, similar to Gibson, Hill, Paavo, etc. They chose their bed now they get to sleep in it!


One only needs to look at the who’s who list of endorsed votes for Caren Ray and you will understand why this County is so corrupt:

All these politicians are going to stick together, rather a Hash House Harrier sex runner, an adulterous, a corrupt mayor John Ferrara and his sidekick John Wallace, keep your hands off John Shoals, the San Luis Obispo, Arroyo Grande, Pismo Beach and Grover Beach City select Council members, Deputy Sheriffs’ Association, Santa Lucia School Trustees, Oceano and Nipomo Community Services select members and the list goes on and on. Wonder how many of these characters shared their Friday night runs together?


OH, whoa! Caren Ray prominently lists City Manager Steve Adams as an endorser. Bet’cha that endorsement gets deleted ASAP. What a scourge and embarrassment Caren Ray (and half her list of cronies) is to this county.

One is her website, the other is the League of Women Voters website. It appears Adams was removed from her website list, but not the LWV.

Oh my, now we can wait to see the video tape(s) showing this loving couple leaving Duane and Ralph’s in the pre-July 4th holiday before she called her husband. Thank you Mr. Adams for having those cameras installed in our City, this should be interesting viewing.


Any thank you Mr. Mayor for saying at the luncheon today this story is done as there is no wrongdoing by the parties involved. You have no morale compass and are pure evil and corrupt!


I will continue to read this site as this is the only way we will learn of the corruption in this County regardless of the threats by our local politicians and fishwrap.

The only way this is a done deal is when the hammer falls and these two are sent down the road, as any low level employee would. Please Mr. Mayor and council act before everyone has a nervous breakdown and emotional stress so that they can get that large cash settlement.


On KVEC’s interview with Dan Blackburn, last caller, John, made an excellent point.


This incident, and the way the city council/officials handled it (basically giving Adams and McClish a free pass and congratulations for having so much “integrity”), might bring up the termination of the female police officer who was fired because she was living with another city employee. To apply a rule one way to the police officer and to apply the rule another way to McClish and Adams is discrimination towards the police officer.


Not only will she sue or the union sue but they may as well let all the employees sleep with one another as they will not be able to fire any of them if they over look this incident.


All the employees can sleep with each other any time they want, there is no policy against it and if fired for doing so would be in violation of the union’s MOU with the city and the city held liable. The employees who were terminated were, at least officially, terminated for other reasons. I do not know what the reasons were or anything about the case. That said, employers today strongly advise against personal relationships because if they end lead to bad consequences.


Who cares?

Ferrara is speaking right now at the Chamber luncheon…


Ferrara says the “incident was looked at and followed up by the city council and they determined no further investigation is warranted”. They (conveniently) can’t share details because their hands are (conveniently) tied since it’s a personnel matter, and the two parties involved have a “high level of integrity”.

High level of integrity – hmmm. Boy expectations for government employees is LOW in San Luis Obispo County. These people jump back and forth amongst the various agencies because they are so good at their jobs. If they were so good at their jobs, the private sector would seek them out and hire them.


When was the last time anyone in government in this County was hired out of their job by someone in the private sector…NEVER! Someone know of someone?

Yes, this does sound like MB: “I, the mayor and your king, refuse to disclose to mere peon citizens why I (fired/didn’t fire/other) the city manager”.


And, guess what else? The citizens of A.G. (like M.B.) won’t do a thing about it and Ferrara and his corrupt cronies will get away with it.


These two individuals have brought disgrace upon the people of Arroyo Grande and their

families. Now the mayor is trying to cover up the incident.


Instead of joking about it the people of Arroyo Grande should rise up and put a stop to it.

The first step should be demanding the firing of the parties involved for illegally using City

property and portraying the City in a bad light. Give them their severance, if necessary, and a

bus pass out of town.


The mayor should be put on notice that his political career is over and he will be allowed to

finish out his term and not be recalled if he backs off his cover up attempt and fires the two

offenders.


It is time to put an end to corruption in this town.

do not put on end to this behavior and corruption?


Gives us a good idea of Mr. Ferrara’s moral compass and how it points. Makes us wonder what Mr. Ferrara would think is wrong, or what he wouldn’t do as long as HE thinks it is right?
