NRC: Diablo explosion was ‘catastrophic failure’

A senior official of the federal Nuclear Regulatory Commission (NRC) said today “an explosion” which occurred August 18 at Diablo Canyon Nuclear Power Plant was a life-threatening “catastrophic failure.”

No radioactive leaks were reported, however, at the South County facility.

“It was an explosion,” Michael Peck, an NRC senior resident inspector, told UncoveredSLO.com. “Had it happened during business hours, someone in the vicinity would have risked injury. The explosion propelled shrapnel into offices.”

NRC spokesperson Scott Burnell described the explosion as “energetic.”

“From a nuclear safety prospective, it was a minor event,” said Burnell. “From a man on the street prospective, it was a very energetic event. It is a good thing no one was injured.”

PG&E officials have described the incident as a “fire.”

Federal regulators confirmed the explosion shattered windows, blasted debris into administration building offices, and scorched the exterior of the service air building. A transformer exploded and burst into flames shortly before midnight. It took fire crews approximately 30 minutes to extinguish the blaze.

One of Diablo Canyon’s two reactors remains shut down. There was no danger of a radiation leak, both federal and PG&E officials agreed.

In their original reports to the NRC, PG&E officials at Diablo claimed no damage to other buildings had occurred.

“We filed it as a fire and originally reported no damage,” said PG&E spokesperson Sharon Gavin. “When we first filed, the fire was still going on.”

Gavin said the utility “is taking this as seriously as it should be taken. We are looking at steps to protect all of our people.”

When transformers fail, a reportedly common event, the oil used for coolant catches on fire, though under normal circumstances the transformer’s fire suppression system steps in.

“All transformers have fire suppression systems that work automatically,” Peck added. “One possibility is internal fault caused catastrophic failure like this.”

NRC officials are gathering information to make a determination into the cause of the event. Officials said a preliminary investigation into the incident will take about 30 days.

“First we determine what occurred and what may have contributed to the more energetic than usual event at the transformer,” Burnell said. “We determine if anything was done incorrectly. Then we determine a fine, or take action to enforce regulations.”

Looking at some of these comments I'd say that there are a couple of people who post here without bothering to read the story. Some people just like to run off at the mouth I guess. This story isn't pro or con for nukes. Its a report about lack of a full report from PG&E. Thats. it, thats what the story is. Whats with these obtuse statements about liberals and anti nukes and pro nukes and attacks on people. The facts are the facts, live with it.

One of the most liberal countries in the world…France gets 75% of their electricy from nuclear planmts and they are fine. They don't have those wives of rich SLO doctors with nothing to do running around suing for every lil thing. It's totally bogus, and that this site and congalton supports that crap weakens their credibilty.

Nuclear energy involves science and science is hard! Everyone run!

This was an industrial accident that could have happened at ANY type of powerplant. Why do these articles always emphasize that there is no risk of a radiation leak? This event had nothing to do with the nuclear side of the plant.

People need to stop acting so concerned. If this had happened at the Morro Bay power plant, no one would even know about it.

What about the expense at start up and the 10,000 yrs. of waste? That's my major opposition. I am for utilizing everything that we have but other countries are making the switch to alternatives rather than nuclear. Norway used to sell hydro electricity to Denmark, Now we are buying wind power from them. Iceland is all thermal. I see nuclear going the way of the dodo, but it wouldn't be the first time I've been wrong. If they would have been straight from the beginning it would have been a lot less of a big deal IMO. And I think that Dave does a good job myself.

This is very disturbing news.


I am a proponent of nuclear energy but due to the inherent dangers associated with nuclear power there must be ample safeguards, checks and balances to assure maximum adherence to the rules of safety.


One of the obvious safeguards is a public information system that tells the complete truth and doesnt try to sugarcoat or downplay problems, particularly serious problems of the magnitude reported.


To a degree, it appears that we are dealing with a coverup and this cannot be tolerated. Whoever tried to do damage control by minimizing the seriousness of this event needs to be called on the carpet. If there are any punitive actions that are approprite and can be taken … let's roll !


PS: Where is the Tribune and other news media? Why is the only media that acts in the interest of the good people of SLO Co, Uncoveredslo.com?

all I can say is I like norske, am an energy producer.

I have a small bookkeeping bill monthly, but other than that my solar 'farm' feeds into your grid. no charges for three years. I thank you all for paying your state taxes to subsidise the construction costs of this and the tax credit I got several years ago to do so as well. of course these pale in the face of how pge is subsidised…


in three years I have had no catastrophic failures, no transformer fires, and nothing but a few errant finches hitting my windows. a roof of solar panels is a lot better deal to me than el diablo and nuke rods.

I agree that not everyone can do it the way things are now, but I am not sure that everyone would not want to if they could. What is not to like about being totally off of the grid and being independent? I am not a total trogoldyte though. I do have a back up generator mainly because I have a really large reef tank that would not last long if things went south. But so far so good.

An earlier poster mentioned the way Germany is dealing with the problem. It's worth googling. They basically subsidize home owners with solar panels and the home owners pay the same amount as their utility bill was until it is paid off. It's a win win for everyone. The electric company does not have to build more nuclear plants. The home owner gets clean energy. And everyone is happy.

Be nice if that could happen here. I personally don't care for nuclear because I don't relish the thought of leaving my descendants with 10,000 yrs. of radioactivity. But I understand that there are those who are for it and that there needs to be compromises all around. Becoming less dependent on foreign oil is a good thing. Especially since we spend more on protecting it than what it costs in the first place. But to drill here, drill now is not the answer. Catchy phrase that doesn't mean much.

Unfortunately it looks like the alternative energy sources are going to be as corrupted as oil is. That is why I am for being independent.

Take the Carrizo Plains. Those projects should not go forward until all of the people in the area were as taken care of as possible. IMO. Peace

It seems to me there is a correlation between the major lighting event of 8/15 and the transformer failure at the mother ship. Thousands of hits to the local transmission system and back feed to Diablo may have stressed blown transformer's phase "C" to levels that had never been planned for.


That thought is what scared me today while hearing the siren test.

My computer, cars, house, pumps, everything is on solar and wind. Come out here any day around 1400 and the wind is as regular as the tide. There are lots of people around here who have similar setups.

Wants Facts: Ok here are the facts. The FACT that one of the reactors was shut down following the FIRE, Explosion, Catastrophic Failure or whatever you want to call it was because the ELECTRICITY from the reactor / generator feeding the transformer had nowhere to go. The Transformer was not operational. If you have to fix a pipe you shut off the water. All the doomsdayers want to believe that the transformer explosion, fire, CATASTROPHE endangered the reactor. Just not true. The Chernobal operators were doing an "untested" test on the system, it got out of control. This simply does not happen in todays plants. Electric cars need ELECTRICICY.

Congalton and all the pre set up calls from the Mother for peace tag teamed as they badgered and berated this poor woman. Itw as awful, my stomach was in a knot as I could hear in her voice shear panic. Jerry did what needed to be done. He put Dave in his place and got the callers to back off. They were like a pack of wolves and wouldn't stop attacking her until they got their "word"…explosion.

It was the worst show ever. I am going to write to that poor woman on Monday and tell her Dave doesn't represent but a small portion of SLO County. I hope she is ok.

He was very supportive of the PR arm of Diablo. He was angry that Dave asked her a question that she failed to answer more than once. She did not want to call the explosion by any other name than a fire. Jerry said Congalton should allow her to dance around the truth because she supports nuclear energy. He claimed Congalton was not treating her with the respect he felt she deserved.


The point is this was not a show on support for or against nuclear energy, it was about being honest with the public.

His contract with KVEC runs through the end of 2009. I'm sure he'll have the option to come back for as long as he wants.


I listen to KVEC religiously on weekdays. King. Rush. Sean. Dave. If you listen to the breaks on each show, you'll notice that Dave is the only one who doesn't have any public service announcements (PSA). That means the owners are making more $$$$ off his show than any of the others on the station.


Jerry from Arizona is an angry bigot. I thought he was a Christian, but no one in my church speaks like that.

“The public needs to have confidence that the information that PG&E releases about accidents is timely and accurate,” she said. “In case of a future event that might present dangers to the public, only a high level of public confidence will assure that people respond appropriately and without panic.”

I found out about Uncovered SLO by listening to Congalton and I have a feeling most of you did, as well.


I work in the local nonprofit community (now there's a challenging job) and have been on Dave's show four or five times, always in the studio.


Let me tell you. If he's complaining about the equipment, there's a reason why. It's crap. Headphones cut in and out. Microphones don't work. I can see the frustration in Dave's face as he tries to get through a show. Many of the podcasts, as pointed out below, are barely audible. Management seems focused on their FM stations so KVEC gets low priority.


I have found Dave to be a bit disorganized (returning phone calls, etc), but he has never denied a request for air time and has been generous in promoting our events. I am constantly amazed how someone can navigate through all those different topics and hold it together.


Admittedly I share his political agenda on many issues so I'm not bothered by his left-leaning guests, a welcome relief from Hannity and Rushbo.


I did hear the last part of the Friday discussion on the way home. I have to be careful here because my organization takes money from PG&E, but I did find Ms. Gavin to be skirting the main questions.

There was an incident at Diablo Canyon.


The PR flak tried to call it a "fire" to downplay community reaction.


What really happened is far more serious than a fire and PG&E should know better.


Personally I flip the dial whenever I hear Wal Mart bashing or SM Bill (WHERE did you find that guy?) But I also give KVEC credit for some attempt at local programming. I couldn't do that job.

wow, a lot of people listen to dave that seem to seethe over it. hey, I even turn him off when santa maria loon comes on, but he does have all the local perspectives on. he is not neutral, but get past that, no one is.


good show yesterday with pge talking head. she tried to explain the time line, tried to explain fire v explosion. callers were good, except the loon from phoenix [good luck with your electric bill there in 10 years, dude].


I dunno…all I know is the inside of my phone book shows evac routes for my home, they are testing sirens today, and half the local nuke plant is shut down over a safety issue. drill all you want, we are stuck with this plant for a few billion years as a toxin in the community.

Congalton is about as lame as his Walmart jabs and the “must be a Monday” refrain when something electronic doesn’t work in his studio. If he were a “professional,” he would know what to do when something doesn’t work (like a microphone) but due to lack of preparation and understanding he just grumbles, sighs, makes a lame comment like “this needs to be fixed” and waits for it to happen again. At every turn he has to name drop. “Award Winning Blog.” Ya right…. During his Diablo interview he reminded me of Bush a few years back harping on the nuclear threat just to get attention and instill fear…he kept harping on the meaning of the term “explosion” vice “fire” Yes Dave a transformed exploded, it happens when hot oil is trapped inside a vessel and overheated. The result is a fireball explosion. Just last week in Los Angeles one cooked off under a street and damaged a car…it happens in NY, Chicago and other metro areas where it is reported due to the higher threat of human injury. The real story is that the transformer was part of a subsystem that transforms and distributes the electricity outside the plant. Had it been inside the container domes…different story altogether. To try to sensationalize the story by using the words “explosion” and “Nuclear” is disingenuous at best and fueling unwarranted fear at worst. If we live our lives in fear, I suggest Dave do all his future programs from his bed. Gawd knows driving the 101 is like playing the devils lottery (when you hear his road reports). Oh ya, some of the Podcasts are bad…bad background noise on at least five of them, no sound for long periods of time on a couple, one where only the commercials are recorded and even the sound of a video game on one occasion….but have no fear, almost no one listens to them otherwise he would know this or maybe he just doesn’t care anyway. …an so it goes.

The story of the Diablo fire made international news. It is sad that it wasn't the whole story, just PR spin.


I have primarily conservative views. I believe in complete honesty. And though I don't agree with many of Congalton's guests, I think he did an excellent job getting a PR spin doctor to answer a question.


Listen to the interview again. She dodged questions and was obviously agitated. When asked if it was a catastrophic event and an explosion she answered that the NRC had said that, however, she failed to directly answer the question.


This is an issue of public safety. I have always been pro nuclear. But due to PG&E's spin, not the explosion, I am reconsidering my stance. recons

SLO county is one of the most conservative counties in California. What Dave and his ilk are doing has disenfranchised more than 60% of the audiance. But we all know Congalton doesn't care as long as KVEC management gives him the bully pulpit 4 hours a day, and he gets to spew his radical left agenda. Like an earlier post metioned, maybe KVEC management will need to step in. With the few advertisers Congalton isn't covering all his costs. Maybe they can get through to him and his ego with some common sense.

Now, we could have easlity discussed this on his blog, but with only a handful of bloggers left (that should be his first hint) and the heavy censorship very little gets through.

I am surprised that most of these posts are still here since Karen & Dave are in the tank for each other. A very bad move on her part.

Jerry lost it when he kept yelling wackanoons. Dave tried to keep him on point. Dave is about as neutral as a person could be. Air America is far more center than Fox News is towards the right. Not even close. There is Air America and what else against how many right wing hatchet jobs?

Air Am is a nice break from the ditto heads and haters that the neocons have spawned and nutured in the last decade or so……I love the irony of the phrase "Fair and balanced" which somehow seems to escape them.


Anywho….PGE shouldn't have downplayed the event but I don't think getting hysterical about it particularly productive.


Bottomline….the plant is here, it is one of the best run plants in the country (precisely because there are watchdog groups keeping an eye on it ie MFP) and sometimes, events just happen…..it's called Risk vs Benefits Ratio.


Hopefully, PGE will be more forthcoming should anything happen in the future and if they don't, then no doubt, there will be someone to call them on it. I wish Corps would get that honesty is really the best policy instead of stonewalling but like my ma used to say: "if wishes were horses, then we'd all ride for free".

The caller was right. Congalton and his bevy of mothers for peace set up callers was badgering that poor women for 45 minutes when the caller put Congalton in his place. Few ever do but it has to be done. I always thought you should be neutral but all Congalton did was act as an official from MFP and try and harass her until she said the word "explosion". If he had water there I am sure he would have her on a board till she cried out. That was out of line. KVEC management needs to step in on this one.

I heard the same interview tonight on KVEC and what struck me was how many different ways the PG&E flak tried to avoid a simpe question from Congleton. He asked what she would call the incident in her next press release, "A fire or an explosion."


She wouldn't answer. Amazing. PG&E didn't do themselves any good tonight no matter how some people try to spin this as being about Mothers for Peace. PG&E needs to be forthright in public disclosure.

Funny how solar is working everywhere else but inside your minds. We and several friends went in together on solar and we haven't had a problem yet in 3 yrs. Germany expanded solar greatly at no more cost than a regular electric bill to 100's of thousands. Drill now is getting old besides not working. Wonder why those oil people don't drill on the millions of acres they have already. To make this a partisan issue is very weak.

40 years of solar and not squat has been produced. It's like a science project your'd buy at Radio Shack for a 12 yr old. How many more decades do you need? Drill now…drill everywhere! Afterall 78% of Americans say that's what they want. And the last time I checked we still own this joint.

And so would everyone else in the world if it actually worked. Unfortunately, its initial capital costs are prohibitive. It's unreliable, and the continuing maintenance costs make it completely untenable for any application other than an individual novelty.

I hope you nuclear phobics don't use anything powered by electricity. That would make you quite the hypocrites, wouldn't it? Especially since you have absolutely no alternative methods to produce that electricity, do you?

I think that Congalton is not progressive enough so I guess you can't please all the people all the time.

I listened to Congalton last night. He did not say he was against nuclear energy or wanted the plant shut down. He wanted honesty from the plants officials. I am also a conservative and I want against hiding the truth from the public. Next time don't comment on a show you obviously did not listen to.
