Police chief accused of sexually assaulting her officers

Law enforcement officers have names for the girls offering them sex on the beat: Badge Bunny. Holster Sniffer. Uniform Jumper. Handcuff Hugger. In Paso Robles, brethren in blue have one more: The Chief.

A flurry of complaints and mounting grievances alleging sexual misconduct, illegal management practices and retaliation have been lodged against Paso Robles’ first female chief of police, Lisa Solomon. Those known to have made accusations against the chief include five current and former police officers, as well as a growing record of non-sworn police department personnel.

The criticisms against Solomon include allegations of sexual assaults, many committed in the presence of others, repeated affairs with a list of subordinates, and bearing a child out of wedlock fathered by a former lieutenant in the department.

The city has retained the services of an outside investigator to look into the numerous complaints, officers say. Solomon, 43, is married to a San Luis Obispo police officer. She has not responded to detailed emails from CalCoastNews asking for comment.

Numerous officers and department staffers contend that crossing Solomon is dangerous. They say their boss threatens them with trumped-up criminal charges if they rebuff her advances or question her management practices.

After Officer T.J. McCall reported to the city claiming Solomon grabbed his penis while he sat in her car, city officials hired an outside investigator to interview officers about other allegations of unwanted sexual contact.

Former officer Dave Hernandez said he told the investigator of an instance in 2007 when Solomon also touched him inappropriately. In August, Hernandez and another officer in full uniform entered a saloon then called the Crooked Kilt, to do a bar check.

Solomon, who had been out on the dance floor, approached Hernandez in a room full of people and allegedly pushed the officer’s face into her breasts.

“She grabbed my head and pushed it between her breasts,” Hernandez said. “I was shocked.”

Last month, the investigator asked Hernandez why he had not reported the incident back in 2007. He told the investigator he was afraid Solomon would have had him fired if he told, Hernandez said.

“Her MO (method of operation) is to make criminal charges against anyone who crosses her,” Hernandez said. “She will do whatever she can with her power.”

In June 2011, Hernandez, then the union steward, said he complained to City Manager Jim App that Solomon had hired another sergeant at a time when the department was low on officers and heavy in command staff.

In what officers say is typical in the North County department, the chief and several of her top level officers allegedly retaliated against Hernandez and began writing him up for issues such as speeding while transporting a drunk man who was bashing his feet against the back of his seat to the San Luis Obispo County Jail.

In this case, Solomon set out to charge him with negligent operation of a vehicle and being discourteous to a member of the public. Hernandez resigned Jan. 11 and is contemplating filing a civil lawsuit suit against the city.

In 2008, Solomon required all members of the command staff to attend a team-building workshop at the Carmel Valley Lodge during Super Bowl weekend. While there, Solomon allegedly sexually assaulted two officers, according to four officers who told CalCoastNews they were present at the time.

The men, several of whom first told reporters of the incident more than two years ago, have asked to remain unnamed, fearing retaliation.

During the Super Bowl, the officers put work aside and watched the game. After drinking heavily for several hours, Solomon said it was time to get back to work and ordered the seven attending officers to the hot tub for a mandatory meeting, the officers related.

Shortly after they suited up and sat down in the tub, Solomon said, according to the men, “You wanna see boobs?” She removed her top and allegedly rubbed her breast in a commander’s face, officers said.

She then scooted up close to Sgt. Brennen Lux, slid her hand into his shorts and grabbed his penis, the officers said. Lux quickly got out of the hot tub and jumped into the unheated pool.

Solomon then reportedly turned her focus on Lt. Tim Murphy, whom she also groped, the officers said.

The following day, Solomon reportedly warned her command staff that information about the incident was not to leave the conference room they had rented at the retreat.

After Lux rebuffed her advances repeatedly and began questioning the chief about her policies, Solomon began taking actions against him, officers said. She wrote up her former “golden boy” for issues such as speeding to a report of a three-month-old who was not breathing, and speeding to assist another officer who was grappling with a suspect. Lux was a combat Marine and 15-year law enforcement veteran.

In Nov. 2011, Solomon terminated Lux for allegedly committing battery, use of excessive force, and unlawful detention during the arrest of a combative suspect.

Hernandez, the watch commander at the time, said he saw the video of the arrest and contends that Solomon trumped up the charges in a failed attempt to have the officer charged with a crime. And while Solomon sent reports of the alleged assault to the San Luis Obispo County District Attorney’s office, charges were never filed.

Lux is also contemplating filing a civil lawsuit against the city and Solomon.

Several former employees said they informed city management of the alleged problems in the department during exit interviews, but their concerns were ignored.

City Manager Jim App declined to comment on the alleged investigation. He also demurred when asked why Solomon was not on administrative leave, a question several of her officers are also asking.

When City Attorney Iris Ping Yang was asked if she was aware of an investigation into Solomon’s behavior, she said, “I can’t tell you. I have no comment to make.”

Mayor Duane Picanco said he was surprised by the assertions: “That’s news to me,” he said. “And I mean that.”

And while most of Solomon’s threats of criminal charges against her employees are never filed, or result in the district attorney’s office refusing to prosecute, several employees have been criminally charged after crossing Solomon. Officers say Solomon and a few top-level commanders regularly search videos of employees they are looking to get rid of in an attempt to claim excessive force, and check the employee’s computers for unlawful access of driving records, a misdemeanor.

In 2010, Solomon was allegedly looking to get rid of Officer Jeff Bromby. After the district attorney’s office rebuffed attempts to have the officer charged with theft for helping his girlfriend remove items from an elderly relative’s home, she was successful in having him charged with unauthorized access to driving records.

A few years ago, dispatcher Deleena Rankin began making mistakes at work. Though unknown at the time, she was suffering from a brain tumor.

Solomon went to the dispatcher and asked her to resign or face criminal charges for pulling the driving record of a former boyfriend, Rankin said. And while officers contend Solomon would usually follow through on her promise to not file charges if the employee agreed to resign, in this case Solomon asked the district attorney to file charges on the dispatcher after she resigned. The court sentenced Rankin to one year of probation.

“It was common practice (pulling driving records without a legal reason). Sgt. Dave Buffard looked his son up, and the chief also had her son looked up,” Rankin said. “I had been a dispatcher for 29 years.”

Officer Jon Tatro, the current police officer association president, recently filed a lawsuit against the department regarding the chief’s implementation of illegal ticket quotas.  Ticket quotas are illegal under state law because they can pressure police to write bogus tickets to meet the goal, something Tatro refused to do.

Union officials are currently considering a vote of no confidence against the controversial chief.

Solomon was appointed chief of the 30,000-resident city in 2007. She was the first woman to hold positions of sergeant, lieutenant and captain in the department.

During her 20-year career in Paso Robles, she has been past president of the North County Women’s Shelter and chair of the San Luis Obispo County Sexual Assault Recovery and Prevention Program.

Clarification: The incident with Solomon allegedly touching McCall occurred in her car, not his. The incident was reported to the city, but not through a formal grievance. Jon Tatro’s Los Angeles attorneys sent the lawsuit for filing and have not yet received confirmation.

So does this mean that the officers who are still on the force have not rebuffed her advances?


The way App and the cronies run this city not only bleeds over to the pot holes in the roads, the water

issues, problems with the funding of the schools and youth programs, but their iron clad control over

what growth they want in the city, and what they turn down is killing the town, and becomes criminal

when peoples lives are then on the brink because they have the economy of the town in the palms

of their hands…it is a form of “racketeering”…It is down right criminal and we should use the Rico

Act and go to the Attorney General of the State, or Feds to come in and help clean up this gang of

cronies.


It’s time to start cleaning house in Paso. Solomon has to go. She is incompetent as a police chief. Then Jim App needs to resign as City Manager. Then we need to elect city councilmen who want to improve the city of Paso, instead of collecting the white envelopes from developers and wine industry people. For the councilmen who have not been profiting on the side, you need to speak up and fight for the city. Now is your moment, your time to take back the city government. Don’t let it pass.


I guess after abusing their power and destroying so many other people’s livelihoods, it’s only fair and

fitting that they go down.


There is question that these pin heads that have infested our government have to go.


I am not sure I agree with getting more government bureaucrats involved would be productive. The process would just drag on forever and app has already proved he has no problem with wasting city funds on legal fees defending their idiousy.


We have an election comming up soon. Three council men can be replaced and the process cleaning up our city can begin the next day.

Why the apathy and defeatism? The City of Paso Robles hasn’t been able to say much of anything due to the state law enforcement officers’ bill of rights, etc. KPRL hasn’t said anything because no comments are coming from the city.

Are you planning to attend the city council meeting on the evening of the 7th? Will you arrive early (around 6:00 pm) and wear RED clothing to quietly show your disgust? Will you step up and voice your concern at the meeting?


The time to step-up is now. It’s not fun but it’s necessary. Make the calls. Bring a carload of people to the meeting. Wear something RED. Swallow your fear and say something at the meeting. The citizens of the City of Bell finally did.

kprl only caters to the powers that be. They took Kelly Gearhart’s side when CCN initially broke the story and would have the A-Town city leaders on their show stating all the good things that Gearhart did for the city. They couldn’t care less about the truth or the people. They attack CCN every chance they get and then they go silent each time that the facts become known. kprl has always been a sounding ground for anyone who opposed CCN. I stopped listening to them years ago.


KPRL (i.e. Kevin Will and Dick Mason) are a couple of extreme right-wingers. Kevin is a real looney, but I think Dick just goes along with it to keep his job… he remembers what they did to Joe Benson. If Soloman was percieved by them to be a Liberal, they would be all over this story. Two thing KPRL will never do 1) ruffle the feathers of any city officials, and 2) ruffle the feathers of any actual or potential advertisers. And don’t expect Dick to actually seek out information like a reporter is supposed to do. They just wait for the police to provide them with the police logs and reports, and for press releases from event organizers. Their idea of covering a council meeting is to tape record the meeting then play back sound bites on the next day’s news segment. I think some of this is calculated, but mostly it is just plain laziness. But I must admit, the morning exchange can be pretty entertaining at times, especially the callers. It’s like a blend of Sean Hannity and Hee Haw.


I called the Morning Exchange the morning after CCN broke this story. They told me that CCN can’t be trusted, gets stories wrong, etc, and that kprl won’t report rumors. Funny thing is- that is almost word-for-word what they told me when I called them two years ago asking why they weren’t following-up on the story about Swallowman’s stolen gun problems. After I hung-up this time, they and the callers proceeded to rip me to shreds, supposedly I’m now a liberal socialist commie adam hill supporter! I was able to call back and defend myself a bit. I’ve been listening to that station for 20+ years and they’ve never been known for hard-hitting investgative type reporting. They mostly just read the headlines from the local newspapers and talk about festivals and parades.Kprl is what it is – a small town, two man operation so you shouldn’t expect too much. But if they don’t start really reporting on this story now that official lawsuits and claims against the city have been filed, something is very wrong at kprl.


There IS something way wrong with KPRL. They have been running interference the pin heads at the city for TOO long.


Advertisers need to look for somewhere else to spend their advertising dollars.

When there are hundreds of posts with different pages the poster that I’m commenting to doesn’t pop up. For example, if I want to respond to a post by Cindy and her post is on page 4 then when I click on that post from my email it won’t go to her comment if when I click on ‘reply’. Personally I don’t have time to scroll through 8 pages of posts. So to everyone here, if you respond to me in a thread that has multiple pages then I’m not going respond back because I simply don’t have the time to spend 5 minutes scrolling through 500 posts to look for your comment to respond back. Maybe it’s just my PC but when there’s multiple pages the handy reply text box doesn’t take me to the post that I want to respond to, that only works when there’s 1 page. I wonder if that happens to others here.

I do what you said. Perhaps I’m the only one that has this problem. I do click the reply to Spork. I know how to post under someone else’s post, obviously I do it all the time. But when I try to respond to a post that comes via email I do what you said to do but if the post is not on the current page then it won’t go to that post. It works fine for example when I came to this post, it went right to it. But if your post had been 100 posts back then it wouldn’t work and I have to scroll through all of them to find it.

You’re not missing anything. Your post was in context to this story and I think mistakes are made sometimes. Usually moderation here is done through a joint effort and perhaps that didn’t happen this time?


As for Ted Slanders, you’re absolutely right, some people manage to get away with more than others and it isn’t right but I so happen to know that in Ted’s case, it isn’t the moderators fault.


I see in yesterdays and todays rag of a paper Telegram that an aide in the San Miguel school has been suspended for having sex with an under age student, the district suspended this person, actually she is also in jail, what part of this story is Paso not getting.

Why am I not surprised? That is exactly how I picture you, and I am not kidding!


I’ll see you there standup and Dan. I don’t live in Paso but because the gang problems spill over into the neighboring cities and the fact that the mismanagement of Paso is now requiring County resources which comes out of all of our tax $$, it’s everyone’s business, in my opinion.


I agree! The GANG CRAP HAS to be taken care of…the schools are a mess and

the Police Department has to get control of the Hispanic gangs before they take over the city like the towns in the Salinas Valley. It’s so important that our Peace Officers are well taken care of and that they have a work environment in which

they can perform to the best of the ability…..heaven knows their job is HARD

enough out there to have to be dealing with internal workplace issues!


If we all listen to the city, (I have tried to forget the exact wording they use) we Paso citizens are all sitting around “DREAMING” of the river bottom (their vision of developing the riverbottom that will take 30 to 50 years to get done) and million dollar bicycle lanes that go nowhere and gravel pathways that cost hundreds of thousands of dollars, that of course we will have to pay to maintain for rest of time.


The citizens I talk to seem to be more concerned with gangs and drugs and a crumbling city infrastructure.


I personally dream of driving to work one day without knocking the front end of my car out of alignment every day on the way there.


It seems us citizens are really out of touch with our city employees.

This subject has been in the public eye now for a couple of days and still nothing has been done.


In a couple of days all this will blow over and it will be back to business as usual.

I believe if there was a system in place where citizens had a hand in the running of our government, We would have a much better society to live in.


Pasojim. Pressure from the public will bring the arrogant City Manager Jim App to his knees. First, we need to get rid of this incompetent Police Chief. I have lived in small towns most of my life. I have never lived where, as an ordinary resident driving around town, I can tell you two areas where drug deals are going down, one area where people make hook-ups for sex and have sex in a fast food restaurant restroom, and one area where vagrants have made a road so that they can drive down into the river bed–homeless with cars or another drug dealing place? In other words, I see suspicious activity in the good part of town just on my daily rounds. This is inexcusable. One of the drug dealing spots is a fast food restaurant very close to Flamson Middle School.


Ummm. Could you please tell me what fast food restaurants you are talking about so I can make sure never to go there with my kids?


Jack in the Box near Spring and 24th St. for drug deals. Across from the tobacco shop at the Food for Less shopping center for hook-ups and the nearby Jack in the Box restroom.


I can only guess that this chain is vunerable because of their locations and that they seldom have an adult or older manager present.


I must say, they appear to be conveniently located.


If it’s “back to business as usual” and this “blows over” it’s more of a reflection on the citizens of Paso Robles than on its inept leadership.

I think the only thing that will allow Solomon and App to retain their jobs is taxpayer apathy. Are we all really doing as much as we can?


Did you take a moment to call the Mayor of Paso Robles to make sure he is aware of your concern? You likely won’t get through to him but you’ll be able to leave some sort of message. Better yet leave a message for every member of the Paso City Council. Imagine what the impact would be of 500 messages for each individual.


Did you contact the State Attorney General? All it takes is a call. Others have posted the number on this website.

Are you planning on attending the next city council meeting? Are you planning to speak? I am going to attend and I don’t even live in Paso Why? Because I think Solomon/App’s behavior has impacted the entire county particularly when it comes to gangs.


A taxpayer(s) from Paso Robles needs to step-up and coordinate a demonstration before the next city council meeting. It could be coordinated/advertised right here on CCN. Not a big deal — just something to show the voters’ anger. Something along the lines of “let’s all wear red and let’s meet beginning at city hall at 5:30.”


Paso citizens have a real opportunity to improve the quality of their community if they dig down and then step-up. Solomon and App (and likely others) need to be purged. Make your thoughts known!


How about something like a “Take A Neighbor To The Meeting” campaign?


There is a comment in the opinion page of the current cal coast news by Karen Reed about the insideous backstabbing of the Paso Robles citizens by paso’s unelected city bureaucrats. Most of you might be interested in reading it.


I recieved the same text by Email from her over the weekend. She asked to To foward the Email on to friends or other like minded citizens.


At the end of her Email she eluded to trying to start a committee of corrispondence. To develope some way for paso citizens to easily communicate with each other.


Maybe we could develope list of Email addresses. We could easily communicate with each other about city issues that effect us in real time.


There isn’t much any of us can do about about the city employees with the city council running interferance for them, but we could damn sure make a lot more intelligent vote at the next election.


Somebody out there is trying to do something.

Did anyone ever take pictures of the dancing chief of police at local bars?


I will be at the meeting. I have been attending the meetings for the past year. I have noticed that even though citizens will comment to the council regarding their opposition to proposed projects, the council seems to ignore the comments and proceed with a predetermined decision. Many of these issues are discussed and decided in private meetings. I find this very disturbing.


You could type, or write, your comments and, after you speak, as whomever is leading the meeting if the typed copy can be included in the minutes.


Sorry–didn’t make it clear that the reason you are doing this is so that it leaves a paper trail by becoming part of the public record. If the State looks into this mess, when they review the minutes, they will see the typed copy, if it has been included.


If PR makes an audio recording, ask for a copy. They should be able to produce it on DVD.


If nothing else, make copies of your own typed copy, hope others do as well, and exchange them so there is a non-PR-controlled record.

After 15 years of fighting to clean up Melody Park (now Melody Drainage Basin, drug central – haha) through several city managers and councils, I’m here to tell you that if you want something to happen, you’ll have to get the supporters to stick with it. Every time I talked to people, they were all for making a change, but when it came down to brass tacks, I was usually the lone woman standing, or with only 2 or 3 behind me, not enough for the council to care. I have recently moved away from the great state of California, and I’m so sad to hear about all of this, especially when I think of great servants like John Tatro, Jeff Bromby, Brennan Lux, Daleena Rankin and others having to persevere through this. You will have to get really organized and be thoroughly prepared to deal with the puppet masters and the good old boys network. Look up past city council members for help.
