Police chief accused of sexually assaulting her officers

Law enforcement officers have names for the girls offering them sex on the beat: Badge Bunny. Holster Sniffer. Uniform Jumper. Handcuff Hugger. In Paso Robles, brethren in blue have one more: The Chief.

A flurry of complaints and mounting grievances alleging sexual misconduct, illegal management practices and retaliation have been lodged against Paso Robles’ first female chief of police, Lisa Solomon. Those known to have made accusations against the chief include five current and former police officers, as well as a growing record of non-sworn police department personnel.

The criticisms against Solomon include allegations of sexual assaults, many committed in the presence of others, repeated affairs with a list of subordinates, and bearing a child out of wedlock fathered by a former lieutenant in the department.

The city has retained the services of an outside investigator to look into the numerous complaints, officers say. Solomon, 43, is married to a San Luis Obispo police officer. She has not responded to detailed emails from CalCoastNews asking for comment.

Numerous officers and department staffers contend that crossing Solomon is dangerous. They say their boss threatens them with trumped-up criminal charges if they rebuff her advances or question her management practices.

After Officer T.J. McCall reported to the city claiming Solomon grabbed his penis while he sat in her car, city officials hired an outside investigator to interview officers about other allegations of unwanted sexual contact.

Former officer Dave Hernandez said he told the investigator of an instance in 2007 when Solomon also touched him inappropriately. In August, Hernandez and another officer in full uniform entered a saloon then called the Crooked Kilt, to do a bar check.

Solomon, who had been out on the dance floor, approached Hernandez in a room full of people and allegedly pushed the officer’s face into her breasts.

“She grabbed my head and pushed it between her breasts,” Hernandez said. “I was shocked.”

Last month, the investigator asked Hernandez why he had not reported the incident back in 2007. He told the investigator he was afraid Solomon would have had him fired if he told, Hernandez said.

“Her MO (method of operation) is to make criminal charges against anyone who crosses her,” Hernandez said. “She will do whatever she can with her power.”

In June 2011, Hernandez, then the union steward, said he complained to City Manager Jim App that Solomon had hired another sergeant at a time when the department was low on officers and heavy in command staff.

In what officers say is typical in the North County department, the chief and several of her top level officers allegedly retaliated against Hernandez and began writing him up for issues such as speeding while transporting a drunk man who was bashing his feet against the back of his seat to the San Luis Obispo County Jail.

In this case, Solomon set out to charge him with negligent operation of a vehicle and being discourteous to a member of the public. Hernandez resigned Jan. 11 and is contemplating filing a civil lawsuit suit against the city.

In 2008, Solomon required all members of the command staff to attend a team-building workshop at the Carmel Valley Lodge during Super Bowl weekend. While there, Solomon allegedly sexually assaulted two officers, according to four officers who told CalCoastNews they were present at the time.

The men, several of whom first told reporters of the incident more than two years ago, have asked to remain unnamed, fearing retaliation.

During the Super Bowl, the officers put work aside and watched the game. After drinking heavily for several hours, Solomon said it was time to get back to work and ordered the seven attending officers to the hot tub for a mandatory meeting, the officers related.

Shortly after they suited up and sat down in the tub, Solomon said, according to the men, “You wanna see boobs?” She removed her top and allegedly rubbed her breast in a commander’s face, officers said.

She then scooted up close to Sgt. Brennen Lux, slid her hand into his shorts and grabbed his penis, the officers said. Lux quickly got out of the hot tub and jumped into the unheated pool.

Solomon then reportedly turned her focus on Lt. Tim Murphy, whom she also groped, the officers said.

The following day, Solomon reportedly warned her command staff that information about the incident was not to leave the conference room they had rented at the retreat.

After Lux rebuffed her advances repeatedly and began questioning the chief about her policies, Solomon began taking actions against him, officers said. She wrote up her former “golden boy” for issues such as speeding to a report of a three-month-old who was not breathing, and speeding to assist another officer who was grappling with a suspect. Lux was a combat Marine and 15-year law enforcement veteran.

In Nov. 2011, Solomon terminated Lux for allegedly committing battery, use of excessive force, and unlawful detention during the arrest of a combative suspect.

Hernandez, the watch commander at the time, said he saw the video of the arrest and contends that Solomon trumped up the charges in a failed attempt to have the officer charged with a crime. And while Solomon sent reports of the alleged assault to the San Luis Obispo County District Attorney’s office, charges were never filed.

Lux is also contemplating filing a civil lawsuit against the city and Solomon.

Several former employees said they informed city management of the alleged problems in the department during exit interviews, but their concerns were ignored.

City Manager Jim App declined to comment on the alleged investigation. He also demurred when asked why Solomon was not on administrative leave, a question several of her officers are also asking.

When City Attorney Iris Ping Yang was asked if she was aware of an investigation into Solomon’s behavior, she said, “I can’t tell you. I have no comment to make.”

Mayor Duane Picanco said he was surprised by the assertions: “That’s news to me,” he said. “And I mean that.”

And while most of Solomon’s threats of criminal charges against her employees are never filed, or result in the district attorney’s office refusing to prosecute, several employees have been criminally charged after crossing Solomon. Officers say Solomon and a few top-level commanders regularly search videos of employees they are looking to get rid of in an attempt to claim excessive force, and check the employee’s computers for unlawful access of driving records, a misdemeanor.

In 2010, Solomon was allegedly looking to get rid of Officer Jeff Bromby. After the district attorney’s office rebuffed attempts to have the officer charged with theft for helping his girlfriend remove items from an elderly relative’s home, she was successful in having him charged with unauthorized access to driving records.

A few years ago, dispatcher Deleena Rankin began making mistakes at work. Though unknown at the time, she was suffering from a brain tumor.

Solomon went to the dispatcher and asked her to resign or face criminal charges for pulling the driving record of a former boyfriend, Rankin said. And while officers contend Solomon would usually follow through on her promise to not file charges if the employee agreed to resign, in this case Solomon asked the district attorney to file charges on the dispatcher after she resigned. The court sentenced Rankin to one year of probation.

“It was common practice (pulling driving records without a legal reason). Sgt. Dave Buffard looked his son up, and the chief also had her son looked up,” Rankin said. “I had been a dispatcher for 29 years.”

Officer Jon Tatro, the current police officer association president, recently filed a lawsuit against the department regarding the chief’s implementation of illegal ticket quotas.  Ticket quotas are illegal under state law because they can pressure police to write bogus tickets to meet the goal, something Tatro refused to do.

Union officials are currently considering a vote of no confidence against the controversial chief.

Solomon was appointed chief of the 30,000-resident city in 2007. She was the first woman to hold positions of sergeant, lieutenant and captain in the department.

During her 20-year career in Paso Robles, she has been past president of the North County Women’s Shelter and chair of the San Luis Obispo County Sexual Assault Recovery and Prevention Program.

Clarification: The incident with Solomon allegedly touching McCall occurred in her car, not his. The incident was reported to the city, but not through a formal grievance. Jon Tatro’s Los Angeles attorneys sent the lawsuit for filing and have not yet received confirmation.

Absolutely. Lisa Solomon is the highest paid employee in the city of Paso. She has only been Chief of Police since 2007. Jim App, the city manger, is her boss. He covered up for her when the Atascadero Police found her stolen unregistered and loaded gun. By keeping the news quiet for a year before releasing it, App made sure she could not be charged with any crime. Either she has something on him, or is a playmate, or both. She makes more money than her boss, Jim App. Besides, whoever heard of not putting an officer on administrative leave while an investigation is going on. What kind of mickey mouse personnel policy is that? I think the city manager kept the city council in the dark, hoping that this latest incident would pass. Jim App needs to resign. He is at the center of this scandal.

Other than responding about the inept mayor I have stayed silent and neutral on this topic. I only judge the Mayor by what I’ve seen, he’s a goof.


I just hate to see this pack mentality. Who knows, maybe these allegations are true but maybe they’re not. There might be a group of cops out to get her. I really don’t know and I am going to stay impartial until all the facts come out. It just seems so wrong to say that someone is guilty and to perhaps ruin their reputation over allegations.

Give me a break, all depts do this. It might not be right but trust me all cops look up their daughters new boyfriends, or their neighbor, this is not uncommon. I’d be surprised to find a PD that doesn’t do this. Rankin (the dispatcher that said this) is just POed because she was scolded by the chief for doing this herself, because she got caught and was reprimanded so this is her way of getting back at her.


This could be just a story of sour grapes. This story sensationalizes and seems to be looking for dirt for what might be a few disgruntled employees.


As I said, all of these allegations might be true but in my book she’s innocent until proven guilty and I hope that most of you never sit on a jury.

The 1st Amendment right to freedom of speech is one of our most basic constitutional rights. I never want to see that go away. In many countries around the world, this dialogue (100% of which is anonymous, mind you) is not allowed to occur. Fortunately, everyone is allowed an opinion…right or wrong. But, unfortunately, for the masses here, opinions are based upon allegation and unproven and purported facts. If these allegations were not true, what a shame. If they are true or some of it is true, then people are getting their shots in and I am confident the scales of justice will prevail. Regardless, I am shocked at the intensity of the mean spirited comments. Please let freedom of speech ring, but just trying to bring some levity to the matter.


Absolutely, I would never want to take away anyone’s freedom of speech. We are all entitled to our opinions. I wouldn’t tell anyone here that they’re not entitled to that so I hope that I didn’t come off sounding like, freedom of speech is imperative. Just for me personally, I don’t like to prejudge people and it bothers me to see a lynch mob. I have seen too many times when people jumped on the band wagon and persecuted someone before all the facts were in. Unfortunately it becomes a big cluster &*CK of people spurring each other on and the next thing you know it’s just out of control. If by any chance there are group of people out to get this women then a forum like this is the perfect place to plant the seeds of that mob mentality with vigilante justice and that it what bothers me the most because peoples reputations and even they’re lives are at stake. This has been occurring over a long period of time. The events described are horrible. The victims and witnesses seem to have consistent complaints, and multiple people describe the same incident.


None of these subordinates of Chief Solomon were taken seriously. These assaults were allowed to occur for years, without retribution or investigation.


If this was a situation of a male Chief sexually assaulting a raft of female subordinates, or assaulting a group of minors, there would be far fewer apologistas.


I don’t get it. I think all people need to be protected from sexual assaults by their superiors at work–“even” men. Indeed, “especially” men, because I think men would be the LAST ones, out of all groups, to complain about it or file a formal complaint.


That so many men have come together to file complaints, and the fact that these men are supporting each other in this effort, is a very positive sign, IMO, for their attempts at both stopping the sexual assaults and righting what was wrong that allowed it to occur.

Oh my gosh, you guys are so wrapped in this that you can’t see the light through the trees. I am not an ‘apologist’ for anyone. I don’t know Solomon or her accusers. But you go ahead and find her guilty. Like the others you guys, you don’t need no stinkin trials, you just go ahead and pronounce her guilty without all the facts. She might be the worse the person on the face of the earth but I still have seen any proof to show that she’s guilty of these charges. You are correct, even men need protection from sexual assault. If you want to blindly trust what they say than good for you. I’ll wait until I hear the details of this case in the form a trial with sworn testimony rather than what a bunch of poster say on site like this.

Your comments about Deleena “just being POed” are unfounded. She wasn’t “reprimanded”, she was forced out of her job. Fired for doing something that the chief herself had done. But first Deleena had been scrutinized for months, until she was too weary to fight because she had a cancerous brain tumor. She kept her end of the “deal” and voluntarily resigned. I know Hernandez personally. He was not misquoted when he said he was “shocked”. He joined the department right out of high school and has a record and work ethic beyond reproach. He had been Lisa’s subordinate since he was 18 years old. His fellow officers elected him to represent them in their bargaining unit. He was doing just that when he asked Jim App to do something about the workload in patrol. That resulted in the end of the career of a promising, bilingual, loyal, hard-working young officer.


It’s EXACTLY because of people like you that so many have NOT come forward with complaints about the PD and Lisa has abused her power with impunity. “Oh, they are just sour grapes because she’s a woman”. There have been over 10,000 hits on this story and it’s local, hasn’t gone national (yet). Have you read the comments? Why on EARTH would soooo many people take the time to comment if they didn’t have a strong opinion (which at this point negatives are outnumbering positives by about 98%) about this person? Are we all THAT sexist? Honesty and integrity are the most important qualities of a good cop. Abusing your power under color of the law has a much wider impact than checking to see if your boyfriend’s tags are expired.


The people that have FINALLY come forward have stuck their necks out to do so. The city of Paso Robles is at risk. The police department is understaffed because good officers are being driven out, the cute ones are being promoted to desk jobs for kissing Lisa’s ass, and the ones that are left cannot handle the volume of calls for service. An arrest requires copious amounts of paperwork that take officers off the street. And, since they have seen so many of their colleagues scrutinized and driven out of the department for getting “on her bad side”, rather than worry about the safety of the citizens of Paso Robles or doing their job, they have to worry about getting ding-ed. She has two guys who sit around and do nothing but watch videos looking for something to ding patrol on. It’s management by intimidation. The officers, and the citizens of Paso Robles deserve so much more.

Whoa, you took my comments to a whole different level. You need to take a breath and re-read my post. I didn’t say that she has sour grapes because she’s a woman, I didn’t even say that this was a case of sour grapes. I said that it ‘COULD’ be a case of sour grapes. I have no idea if it is or if it’s not I’m not taking sides on this,. You might be %100 right but there’s no way for any of us on the outside reading this article can judge this case with any accuracy. Based on how people are voting on your posts it appears that you are the one that raises “red flag to people that they shouldn’t take your words to heart.”


Of course my posts have low rating. First of all the rating system is fixed so it means nothing to me, being the popular one high school never meant anything to me either. I refuse to simply be a sheep and follow blindly what people I don’t know say just because everyone else is agreeing. Secondly, I’m not part of the pack. As I said, there is a pack mentality here and I refuse to join, if you want to be one of the hyenas on a kill then fine but not me. I notice one maybe two others that are waiting for facts and they are also getting beat up. But I don’t care about the thumbs down or if I’m the only one that wants facts, that’s just the way it is. Solomon has rights, she is innocent until proven guilty. For all I know she might be Chucky the axe murderer but so far everything that I’ve seen is pure speculation and unfounded allegations. When this goes to trial and when the facts come out that she really did do these things then I’ll be the first one to go at her but until then, there’s nothing to this story other than a bunch of people foaming at the mouth.


Karen Velie called Lisa Salomon on the phone to get her comments on the story and Lisa said to send everything in an e-mail, but she never sent a response. Do you think that if you were hit with these allegations you would have something to say? Lisa’s silence speaks volumes!

Since when did voicing an opinion become a problem? This is an opinion forum, not a court of law. This group isn’t going to sentence Lisa or prove her innocence/guilt. But for you to reprimand others for what you’ve done in the past is hypocritical. You voiced an opinion on someone you know. Many of the most intense posters know Lisa. Many of us know the reputation. I, in fact, know many people who know the businessman to whom you refer very well……students that have worked for him, business associates etc. Their opinions differ greatly from yours. So, let’s just try to agree that these are ONLY opinions and their authors shouldn’t be condemned for staing them.

Typo, Of course Rankin has sour grapes and has reported these facts to get back at Solomon. Lisa Solomon reported this woman for committing the same crime that Lisa and other crony Officers committed. However in this instance, only Rankin was reported, charged, found guilty and placed on a years probation. I could understand your point if Rankin was accusing Solomon of sexually harassing her but that isn’t the case with Rankin so exactly what is your point? You aren’t going to tell me that you don’t believe that Rankin is telling the truth about Solomon and others also accessing DMV records without legal due cause after you just said that they all do it, are you?


As for innocent until proven guilty. I considered the possibility that her actions might not be as severe as her colleagues are making it out to be, but there are a lot of Officers that seem to have the same story. Also I have heard other stories about her improper/salacious behavior in public while intoxicated to the point of having to be picked up off the floor in a Paso bar. Also her table top dances are true, I know that she danced on top of a local bar counter for everybody. I know that not all LEO are honest but to have four of them confirming that they are all witness or victim to her having grabbed two of the Officers privates, complete with her hand down their pants is quite a tale to spin. Likewise there is another Officer who states that she grabbed his penis while in his car and then there are others making claims as well. I might add that the three Officers who were sexually assaulted all have provided their names to the press. The fact that Lisa remains in her position as the PRPC is a concern to all citizens and rightfully so. These are serious allegations and people have good reason to be concerned and question why she is allowed the opportunity to oversee the very people who are claiming harassment, intimidation and retaliation?? This goes against every recommendation provided in the HR manuals. The city is going to lose these law suits, I can guarantee it, if for nothing more than their seeming indifference for the welfare of their LE workforce. The cities current legal positioning is VERY PRECARIOUS. If I would terminate anybody, it would be Alps right now and Lisa would be on Admin Leave forth width.


Yes I feel sorry for her. I feel sorry that she is so confused and acts out in ways that are irreparably destructive to herself and at times to her colleagues. This has got to be a very painful and rude awakening for her. It’s not as if she didn’t have all the necessary counseling available to her. She would have been wise to have taken advantage of it. I think she has done some cruel and selfish things to her employees if I am to believe them and I don’t believe for a single second that they’re all in collusion together.


Cindy, I should have said that she ‘could’ be feeling those sour grapes. I really feel that I need to stay neutral on a story like this. We just don’t’ have the facts. I don’t believe Rankin and I don’t believe Lisa, I really don’t know, it’s that simple. I don’t have enough to go on to make an honest opinion and frankly I don’t believe that any of us do.

I have read the story all I can say is these are allegations. Lisa is a friend and neighbor. I have known her for years. I imagine that most of the folks who have commented have not met her or have any familiarity with her as a person or professional other than what has been said or alleged. My wife and I have spent many hours and occasions with Lisa in a personal setting among mixed company and have never seen Lisa act inappropriately toward anyone. In fact, we always think to ourselves how personable and professional she is and how she even refuses to participate in any sort of pool, like a “Superbowl Pool,” because of how it could be perceived. I can only assume that my wife and I would have seen some or any hint of some inappropriate behavior over the years if these allegations were in fact true…or even partially true.


I suspect Solomon realizes that if she acted like sleazy trash in the company of people whose careers she did not greatly influence that she might have booted from the Paso PD years ago…


If we look at this situation objectively, and apply the same kind of realities we apply to male superiors who sexually assault their workplace subordinates, we might want to question if Solomon chose the field she is in, and the city where she is working, because –if she is a predator–she would have an easier time sexually assaulting her subordinates for a longer period of time before complaints being filed…and the complaints would probably not be taken as seriously as if it was a male superior assaulting female subordinates.


Kinda like how pedophiles like to work with kids who don’t have a lot of parental supervision during specific periods of time (i.e., after school).


I think Solomon is being supported because she is a woman and, statistically, her sexual predation and assaults on her male subordinates is aberrant behavior.


FINALLY these cops have come forward and I believe them 100%. Chief Lisa is a predator and she doesn’t view you & your wife as potential targets. She acts one way at the gym, school functions and in neighborhood social settings but obviously the “real” Chief Lisa has FINALLY been exposed…(for the lack of a better word.)

I know her well both socially and professionally and I know those that have come forward. This has been going on for years and is tradgic for our community. Jim App needs to act swiftly or resign for his poor oversight. Mayor Picanso needs to address this immediately with the council.

You poor person. You think Lisa is your friend, but from your experience with her, I can only tell you that you are not. I say that because you are obviously not in law enforcement. If you were, you would have seen her exhibit her true colors.

Cops have a saying (I’m not one, btw), “there are two types of people- cops and assholes. If you’re not a cop, you’re an asshole”. Good luck with that friendship, though.


The city administrators of Paso Robles had ample opportunity to observe the performance and character of this individual as she progressed up the ranks of the Paso Robles police department. It now appears that they are as incompetent in performing their duties as she is of hers.

Now it’s becoming quite clear why the SLO Sheriff’s Dept. wanted to “partner” with Paso PD to deal with “gangs.”

It sort of takes on a whole new meaning. No doubt the county boys are happier these days.


I know first hand that this article is filled with lies and only partial truths. It is too bad that this is what CalCoast News calls journalism. I could go on and point things out but the “reporter” and those commenting who are in agreement wouldn’t be opening to listening to any truth because it goes against what they want to believe.


What kind of fallacious argument is that? If you’re going to purport something, then do it. People have put there names in and on this article. Bring your “truths” forward and put your name and/or evidence behind it. Otherwise, it is hardly credible or believable.

She was contacted by e-mail and could have replied by e-mail thus assuring that she had a record of whatever she had to say about all this. She choose to remain silent. Your above statement reminds me of Kelly Gearhart when the truth first came out about his business practices as it was reported here at CCN and I quote Kelly: “Lies, Lies, Lies ALL LIES”.
