Police chief accused of sexually assaulting her officers

Law enforcement officers have names for the girls offering them sex on the beat: Badge Bunny. Holster Sniffer. Uniform Jumper. Handcuff Hugger. In Paso Robles, brethren in blue have one more: The Chief.

A flurry of complaints and mounting grievances alleging sexual misconduct, illegal management practices and retaliation have been lodged against Paso Robles’ first female chief of police, Lisa Solomon. Those known to have made accusations against the chief include five current and former police officers, as well as a growing record of non-sworn police department personnel.

The criticisms against Solomon include allegations of sexual assaults, many committed in the presence of others, repeated affairs with a list of subordinates, and bearing a child out of wedlock fathered by a former lieutenant in the department.

The city has retained the services of an outside investigator to look into the numerous complaints, officers say. Solomon, 43, is married to a San Luis Obispo police officer. She has not responded to detailed emails from CalCoastNews asking for comment.

Numerous officers and department staffers contend that crossing Solomon is dangerous. They say their boss threatens them with trumped-up criminal charges if they rebuff her advances or question her management practices.

After Officer T.J. McCall reported to the city claiming Solomon grabbed his penis while he sat in her car, city officials hired an outside investigator to interview officers about other allegations of unwanted sexual contact.

Former officer Dave Hernandez said he told the investigator of an instance in 2007 when Solomon also touched him inappropriately. In August, Hernandez and another officer in full uniform entered a saloon then called the Crooked Kilt, to do a bar check.

Solomon, who had been out on the dance floor, approached Hernandez in a room full of people and allegedly pushed the officer’s face into her breasts.

“She grabbed my head and pushed it between her breasts,” Hernandez said. “I was shocked.”

Last month, the investigator asked Hernandez why he had not reported the incident back in 2007. He told the investigator he was afraid Solomon would have had him fired if he told, Hernandez said.

“Her MO (method of operation) is to make criminal charges against anyone who crosses her,” Hernandez said. “She will do whatever she can with her power.”

In June 2011, Hernandez, then the union steward, said he complained to City Manager Jim App that Solomon had hired another sergeant at a time when the department was low on officers and heavy in command staff.

In what officers say is typical in the North County department, the chief and several of her top level officers allegedly retaliated against Hernandez and began writing him up for issues such as speeding while transporting a drunk man who was bashing his feet against the back of his seat to the San Luis Obispo County Jail.

In this case, Solomon set out to charge him with negligent operation of a vehicle and being discourteous to a member of the public. Hernandez resigned Jan. 11 and is contemplating filing a civil lawsuit suit against the city.

In 2008, Solomon required all members of the command staff to attend a team-building workshop at the Carmel Valley Lodge during Super Bowl weekend. While there, Solomon allegedly sexually assaulted two officers, according to four officers who told CalCoastNews they were present at the time.

The men, several of whom first told reporters of the incident more than two years ago, have asked to remain unnamed, fearing retaliation.

During the Super Bowl, the officers put work aside and watched the game. After drinking heavily for several hours, Solomon said it was time to get back to work and ordered the seven attending officers to the hot tub for a mandatory meeting, the officers related.

Shortly after they suited up and sat down in the tub, Solomon said, according to the men, “You wanna see boobs?” She removed her top and allegedly rubbed her breast in a commander’s face, officers said.

She then scooted up close to Sgt. Brennen Lux, slid her hand into his shorts and grabbed his penis, the officers said. Lux quickly got out of the hot tub and jumped into the unheated pool.

Solomon then reportedly turned her focus on Lt. Tim Murphy, whom she also groped, the officers said.

The following day, Solomon reportedly warned her command staff that information about the incident was not to leave the conference room they had rented at the retreat.

After Lux rebuffed her advances repeatedly and began questioning the chief about her policies, Solomon began taking actions against him, officers said. She wrote up her former “golden boy” for issues such as speeding to a report of a three-month-old who was not breathing, and speeding to assist another officer who was grappling with a suspect. Lux was a combat Marine and 15-year law enforcement veteran.

In Nov. 2011, Solomon terminated Lux for allegedly committing battery, use of excessive force, and unlawful detention during the arrest of a combative suspect.

Hernandez, the watch commander at the time, said he saw the video of the arrest and contends that Solomon trumped up the charges in a failed attempt to have the officer charged with a crime. And while Solomon sent reports of the alleged assault to the San Luis Obispo County District Attorney’s office, charges were never filed.

Lux is also contemplating filing a civil lawsuit against the city and Solomon.

Several former employees said they informed city management of the alleged problems in the department during exit interviews, but their concerns were ignored.

City Manager Jim App declined to comment on the alleged investigation. He also demurred when asked why Solomon was not on administrative leave, a question several of her officers are also asking.

When City Attorney Iris Ping Yang was asked if she was aware of an investigation into Solomon’s behavior, she said, “I can’t tell you. I have no comment to make.”

Mayor Duane Picanco said he was surprised by the assertions: “That’s news to me,” he said. “And I mean that.”

And while most of Solomon’s threats of criminal charges against her employees are never filed, or result in the district attorney’s office refusing to prosecute, several employees have been criminally charged after crossing Solomon. Officers say Solomon and a few top-level commanders regularly search videos of employees they are looking to get rid of in an attempt to claim excessive force, and check the employee’s computers for unlawful access of driving records, a misdemeanor.

In 2010, Solomon was allegedly looking to get rid of Officer Jeff Bromby. After the district attorney’s office rebuffed attempts to have the officer charged with theft for helping his girlfriend remove items from an elderly relative’s home, she was successful in having him charged with unauthorized access to driving records.

A few years ago, dispatcher Deleena Rankin began making mistakes at work. Though unknown at the time, she was suffering from a brain tumor.

Solomon went to the dispatcher and asked her to resign or face criminal charges for pulling the driving record of a former boyfriend, Rankin said. And while officers contend Solomon would usually follow through on her promise to not file charges if the employee agreed to resign, in this case Solomon asked the district attorney to file charges on the dispatcher after she resigned. The court sentenced Rankin to one year of probation.

“It was common practice (pulling driving records without a legal reason). Sgt. Dave Buffard looked his son up, and the chief also had her son looked up,” Rankin said. “I had been a dispatcher for 29 years.”

Officer Jon Tatro, the current police officer association president, recently filed a lawsuit against the department regarding the chief’s implementation of illegal ticket quotas.  Ticket quotas are illegal under state law because they can pressure police to write bogus tickets to meet the goal, something Tatro refused to do.

Union officials are currently considering a vote of no confidence against the controversial chief.

Solomon was appointed chief of the 30,000-resident city in 2007. She was the first woman to hold positions of sergeant, lieutenant and captain in the department.

During her 20-year career in Paso Robles, she has been past president of the North County Women’s Shelter and chair of the San Luis Obispo County Sexual Assault Recovery and Prevention Program.

Clarification: The incident with Solomon allegedly touching McCall occurred in her car, not his. The incident was reported to the city, but not through a formal grievance. Jon Tatro’s Los Angeles attorneys sent the lawsuit for filing and have not yet received confirmation.

Ooops! “The city has retained the services of an outside investigator.” I wonder when this was done and who knows what? I know that CCN knows who the investigator is and wonder if they will release any addirtional info? Mr. App and the City Council this getting worse by the minute.

Monday morning news release should be that the “chief” is at least out the door.


I’m just wondering if the word Chief still means what it used to mean. Seems sexual harasser, bully, retaliator and intimidator is what some feel they get to become once they get those stars… Great reflection of leadership, many thanks Arroyo Grande and Paso Robles Police Chiefs. How sickening.


No kidding, point taken. I’m not a cop & my spouse isn’t one either but my uncle–now in his 70’s–was one for 30 yrs in the same city (nowhere near the Central Coast) . He rose through the ranks & was very well-liked & well-respected. He was eventually appointed Police Chief w/strong support of his dept. He was hard-working, honest, ethical and an all-around great guy. He was the husband we’d all like to have; the father any child would be honored to say “that’s my dad.”


Unfortunately, 2 yrs into his tenure of Police Chief, his wife of 25+ yrs was diagnosed w/terminal cancer. He–despite the pleas of his subordinates and city officials–resigned immediately to care for my aunt. (She died 6 months later) He never complained and he never regretted his decision.


So despite this nightmare w/Chief Lisa, not all Police Chiefs are creeps. Sorry to rattle on but thankfully there ARE some good cops out there…I guess they’re just becoming harder to find.

My only problem with this whole issue is…. the double standard. If it was a Male police chief, accused of sexual misconduct, he would have automatically been placed on Paid Administrative Leave until the completion of the investigation…. Why is she still working…. Does the city like to be broke and give away all of city funds to law suits, it sure sounds like it……

Its actually a triple-standard. If this had been a male or female who is not a cop, they would be in jail or out on bond.


Don’t forget Joe Paterno. He wasn’t even accused of child molestation; he was fired because they said he didn’t do enough to stop that scummy Sandusky from hurting more boys.


At the very least, Jim App and Lisa Solomon need to go on admin leave while an objective third party investigates this whole embarrassing situation.

I was stopped a few years back by a PRPD motorcycle cop. He pulled me over because I was not wearing my seatbelt. This was when seatbelt violations were SECONDARY, meaning they had to have another reason to pull me over. He did not. He mozied up to my window, asked all the proper i.d. questions and then asked me why I wasn’t wearing my seatbelt. I told him I had just had breast surgery a week ago and the strap irritated my stitches. He didn’t believe me. So I showed him. LOL! I will never forget the look on his face….I didn’t get a ticket; he told me to carry a doctor’s note and show it to the next officer who pulls me over for not wearing my seatbelt…


I wear my seatbelt every time I am in a vehicle.

As I read this again, I think Jim App completely disregarded the complaints he received. The City Council needs to step in and put them both on leave until this gets sorted out.

I agree, RU4. Three of the councilmen are up for re-election in 2012: Picanco, Gilman and Strong. Let’s hope they listen to the voters (be sure to call or e-mail them) and put Jim App & Lisa Solomon on admin leave asap.

I got a stop sign ticket in Paso Robles last year that was truly trumped up. I definitely came to a full and complete stop on Vine St. but was ticketed for not stopping at a stop sign. I told the officer that I would fight this ticket, which I did. The officer failed to appear in court and the ticket was dismissed. I can’t remember the officers name, but now I wonder if he was trying to meet his “quota”. He was also fairly young, appeared to be in his 30’s, blonde and good looking. Probably a gropee…..This is all such an embarrassment for Paso Robles, and the whole shebang will just end up being a waste of taxpayer money at a time when all government budgets are already in serious trouble. Sigh.


This Dept has has problems since I moved here in 01! The Chief does what she needs to do in order to save her skin and the Dept. Whether it’s the right and ethical thing is another. But don’t just blame the Chief, the Dept and the City have a lot of Supervisors, the fact it’s come up as news now is because they all failed to contain the problems they had from the public. The dept does have a few bad Cops it would not be anything new to this or any other Police Dept. Take for instance the Infamous Former Officer Jeffrey Bromby . Bromby was involved in so much illegal activity and corruption and all he got was what? He got Paid not to work for a year and then allowed to resign. The District Attorney did nothing to Bromby but slap him on the Hand! So If Chief Solomon is going to be attacked now?, Attack all those involved, all the way to the top!! Let the District Atty Investigators leave the Office and actually do an Investigation for once, can they do it? I think not! They don’t have the experience nor do they see the need to get the Bad donuts in this County! Ahame on you all!

The public is waking up to the reality that any upright person or officer has very little geniune recourse unless they want to risk going to the media.


The First Amendment or uninhibited (“free”) opinion even if it may not be fully accurate has a purpose in exploring the concerns until the truth is finally discovered.

Not too long ago

The city of Mariposa was doing the quota thing and the Chief admitted to it because “they needed the money”

Several LAPD officers filed a law suit against the LAPD for citation quotas, the officers won a $2 million dollar law suit (tax payer’s expense).


Their is a systemic problem with several Police agencies on the Central Coast, I would agree PRPD has a long and shady history of lost evidence, perjured testimony, stolen contraband ( personal Use) for those who convicted it and told the suspect, I’ll let you go this time and take the contraband in case I stop you again ” ! Corruption, PRPD is not alone SLO PD has numerous issues as well, all the Departments have many fine officers but several have some who would lie, cheat, steal, commit perjury, obstruct justice etc. Officer Crammer of SLO PD is one of the most dishonest and corrupt officers, I am aware of still on the job.


Chief Lisa needs to seek 5150 H & S help and resign and then be indicted by a Federal Grand Jury, i have seen the local ticket commissioner Sefton on more than one occasion communicate with officers prior to a hearing on some simple traffic matters and the officers lied. Sefton is currently , under a State investigation by the Commission on Judicial Performance, I doubt they will do much since many of the commissioners and judges are protecting each other. I hope CCN continues to seek justice and integrity since the tribune is a worthless paper with NO investigative ability.


I was shocked to learn the Mayor of (MB) did not want the PD to join the Narco task force ? thank god for the council over ruling that, i have long suspected MBPD of being involved in illicit activity especially since many boats come and go without the PD having the slightest idea what is on them, the gangs and drugs ( Meth, Coke, Heroin, X etc.) Hard drugs have been very accessible in MB.

First it is NOT a penal code, if you knew what your talking about you would know under 1799.111 H & S and 5150 WIC in conjunction with these codes we lock nuts up for at least 72 hours. Unlike what we have in most reporters today, that being nothing more than lap puppies, sitting in the laps of their masters,while kissing their cheeks, begging for perks and little treats.

Retaliation is not only brought to those who make wrongful conduct known, but also to the reporters who bring the facts to light for the public to see.

Perhaps this is one of the main reasons were not getting the type of investigative journalism today like in the old days, when journalist had back bone and backing from their publishers and editors.

I don’t like interjecting myself into a story, but in this incident, there is no other way in order to lend credence to my comment.

While working as chief news photographer and picture editor for a twice weekly newspaper in the south county, I was accused of staging an accident scene for the purpose of sensationalism by placing an empty vodka bottle into the scene.

Family cried fowl, sued me, the newspaper, State of California and the California Highway Patrol.

The publisher wrote a letter of apology in the next issue before learning of the facts and refused to take my word when I swore I didn’t.

When asked why he felt it necessary to write what he did, he replied by saying, and i quote”

“We have to protect the interest of the newspaper”

I then went to work for a local television station after being fired.

By the way, it was learned two years after the fact that a deputy sheriff, first to arrive on the scene admitted to finding the bottle in a ditch and placing into the scene while being deposed by the Department of Justice in a deposition.

When working at the T.V. station a reporter and I were instructed by our news director to go to Cuesta Grade and cover a fatal traffic accident that was already more than two hours old.

I was being denied access by a San Luis Obispo Police Officer and ordered to exit the freeway, when i questioned him, he told me I would be arrested if i did not obey his orders.

When I got on my radio to contact our news director as to what was taking place, the officer reached through the drivers window, grabbed the microphone out of my hand and told our new director to instruct me to exit.

When our news director question why we were not being allowed access, the officer threw the microphone back threw the window where landed on the floor, as I reached down to pick it up, the officer opened the drivers door and ripped me from the drivers compartment, in doing so he re injured an old injury to my neck and re injured my left ulnar nerve which I had two previous surgeries on.

When I asked thee officer why it was the other T.V. station was allowed access and we weren’t, the officer got right up into my face, saying, “because this is their territory and they live here”

I then asked, “what about my first amendment rights” The officer put his nose in my face as he’s tapping on his badge, saying, ” I wear the badge and I make the laws”, this after telling me, “the hell with your first amendment”!

I was issued for disobeying an officer and driving without having my drivers license on me.

I went to our station manager and asked how they were going to handle it.

Station manager said,”were not, you get a speeding ticket, that’s your problem.”

Yes, but this is not a speeding ticket, I was there by your directive, I stated.

He then went on to say,”we have to protect the interest of the television station and get along with our local police departments, end of conversation”.

I then went out on disability and under went two more operations.

Of course I sued, but to no avail.

He was the only officer at the scene and during the trial he managed to get two fellow officers to get on the stand and swear that they were there and said I was lying, that the officer never touched me.

But, I had my reporter to testify for me, so I thought, but when I asked her to do so, she said she was going to collage now and couldn’t miss any classes.

After the three officers took the stand, the defense called up one more witness, yes, the reporter!

She also was backing their lie. But, I had an ace in the hole and that was the reporters written statement to the station manager, relating the event just as I had stated it did.

As she read it aloud, the entire courtroom gasped, with that I knew I was finally going to get justice.

Wrong!

As the bailiff was retiring the jury to the jury room, one stood up saying,”looks like were going to be here a couple of days” With that the bailiff remarked, no, this is an easy one, you’ll be out of here within ten minuets.

Sure enough, it was only about maybe fifteen minuets when the jury came back and found for the officer.

When I told the judge what his bailiff did, he said, “I don’t believe my bailiff did any such thing.”

Why don’t you ask him, I said. “I’m not going to ask anybody anything”,he snapped and with that I had my day in court, a place where thousands upon thousands have given their lives so that you, I and others could take our grievances into a court of law, and get justice.

I applaud those who dare come forward with incidents such as has been reported, for in doing so your making the path a little better for the next.

In the day of the internet, it takes people such as Karen and Dan, two examples of good investigative journalist who do not fear to shine that journalistic spot light into dark corners.

Helps too, when you don’t have an editor breathing down your neck who’s there to really look out for the interest of the newspapers financial backers.

I’m sorry, but having a difficult time trying to understand your reasoning, are you implying to report a police chief when she’ or he is acting improperly that it’s not right in reporting on it?

This is our public servant and it bothers you not to learn false charges against good offers are being leveled against them!

I am happy to have these things reported and brought out in the public. However the language of the article (see the first paragraph) and the comments here below are appalling. It is making a mockery of this serious issue.


You are spot on! I’m glad that this is being reported, I have no problem with that but you’re right. the first paragraph sounds like it’s right out the National Enquirer, it’s overly salacious. Unfortunately it’s that type of paragraph that gets everyone worked up. Again, I feel it’s good that CCN brings stories like this to light but the way it stirs everyone up is sickening. It’s like watching a crowd of people cheering on the bully that’s kicking the little kid on the ground. I can hear them all saying ‘kick him again kick him again’. It is appalling to see that so many people have convicted Solomon simply from these allegations. Judge jury and executioners. I’m not sticking up for Solomon but (almost) everyone deserves the assumption of innocence until proven other wise.

How many posters on this site do you think would have the guts to attend a Paso City Council meeting and voice the same criticism of Chief Solomon as they have here? Not many would be my guess. It’s far easier to crucify someone anonymously than it is to confront the person in a face to face setting. If she is found guilty, throw the book at her. If not let it go and move on. Unfortunately irreversible damage has already been done to her, her family and friends BEFORE a verdict has even been reached. This isn’t about covering up for her actions it’s about giving her the same due process we give murderers, rapists and the like. They are presumed innocent until proven otherwise. But as you know, due process doesn’t mean much to the majority of the people here.


Agreed, we are in the minority but as for me I’m used to that. You are right, it’s the damage being done that really bothers me the most. If Solomom is innocent of these charges it might keep her from being legally sentenced but she’s already been prosecuted and convicted in the public eye. When she goes out with her family for dinner people will look at her and talk about her. When her children go to school they will also be talked about. She will not be able to escape this, the damage is done, this could also impact future employment of not just her but her family. If she is innocent then this will now follow her and her family for the rest of her life. But as I’ve said before, this is how it’s always been, we all remember reading about lynch mobs and vigilante justice, this will never change. I appreciate that at least you and a few people will stand up and point out how wrong this is. Who knows, you might be Solomon herself or her brother but that doesn’t change the facts in this story which basicly are,,,there are no facts to these claims.

When I was young there were chicks like this, who would go absolutely wild when they partied. Us hound dogs all loved it. But we were young and weren’t the chief of police for God’s sake.

Is there any way the next Paso council meeting can be broadcast countywide? I’d love to see that show.


According to prcity.com, the next City Council meeting is Tues. Feb. 7 at 7:30pm. The meetings are always broadcast live on 1230am radio or online. Hopefully Chief Lisa will have already resigned by then (doubtful), be terminated (more doubtful) or at least be on administrative leave.


Maybe she’s a “sex addict” & NEEDS to get into re-hab. So, Lisa, resign your position & go to re-hab & get the help you obviously NEED….


I don’t think PR taxpayers want to pay for her sex re-hab. Most can’t afford regular healthcare, or to put food on the table.
