Sex offender lived across from Oceano school

A man registered as a sex offender for previously committing lewd acts on a child under 14, was arrested Tuesday for claiming to be a transient while living in a home across the street from the Oceano Elementary School.
Francis Stanley Costa, 68, told police he said he was a transient because he did not want to register the address on the 1700 block of Paso Robles Street because it was to close to an elementary school, a violation of sex offender laws.
Sheriff deputies arrested Costa for failing to register as a sex offender and booked him into San Luis Obispo County Jail in lieu of a $50,000 bail.
