AG council yields to officer probe demands

Prodded for weeks by growing sentiment to deal publicly with a prickly situation involving City Manager Steve Adams, the Arroyo Grande City Council will now seek an independent investigation of Adams’ “uncomfortable” behavior with a subordinate in a July 3 incident.

“If that’s what it’s gonna take to make this right,” said Mayor Tony Ferrara in the aftermath of a rare Saturday “special meeting” of the council, meeting behind closed doors, to consider Adams’ future.

Ferrara’s comments came after a parade of residents alternately criticized and praised the council’s actions to date.

Adams and Teresa McClish, the city’s community development director, were discovered in Adams’ darkened City Hall office near midnight by police officers, who had been asked by McClish’s husband to help locate her.

Responding officers later reported that they walked into an “uncomfortable situation” after finding Adams and McClish with their clothing in disarray.

Immediately after the incident was first reported by CalCoastNews, Ferrara deflected efforts by council members Tim Brown and Jim Guthrie, both of whom said they wanted to delve more deeply into the issue than had the city’s assistant counsel, Michael McMahon.

McMahon, at the behest of Ferrara, had already conducted a swift telephone interview of the officers who had responded to the scene. None of the officers reported having found Adams and McClish in an obvious sexual situation, although several said the situation they encountered was “uncomfortable,” McMahon said.

This prompted Ferrara to announce at a recent Chamber of Commerce meeting that the matter had been “fully investigated” and that “nothing illegal” had occurred. Ferrara and Adams also hinted that officers may have colored their formal reports to benefit current labor negotiations.

That angered officers, who this week issued a vote of “no confidence” in both Adams and Ferrara.

According to city policy, managers cannot engage in intimate relationships with their subordination. In the past 15 years, the city has paid out more that $1.5million in sexual harassment claims.

In July, both McMahon and Ferrara had read officer statements from July 3 that noted McClish was partially undressed in Adams unlit office when they discovered the pair.

The council announced it now will seek an outside investigator to take another look at the matter. Ferrara said Saturday he “anticipated this two weeks ago” and expressed confidence that an independent investigation will simply show that “our officers were telling the truth” and that nothing untoward happened that night.

“I believe the police when they reported no obvious sexual behavior by Adams and McClish,” Ferrara said.

Brown and Guthrie comprise a “subcommittee” that will conduct a search for an investigator.

Chuck Fellows, Has Lost his mind 90% of Arroyo Grande wants this not to be Looked into, Chuck Your just sticking up for your Daughter , the apples does not fall far from the tree,How did we get some many Stupid People involved in our City Government? Really Stupid people!


chuck is a unique individual, he says he left the council from pressure from Tony. Allegedly chuck said something that upset a chamber of commerce person,Tony told Chuck to apologize and Chuck said no. Chuck then got such pressure from Tony his blood pressure went thru the roof and he decide that was enough and quit the council.


Chuck even asked me, if he gave me the information would I go to the attorney general with Brown act violations. He did not have the balls to do it himself, he wanted someone else in Tony’s sites.


I am not an idiot and choose to ignore Chuck, knowing it was a dangerous situation he wanted me to be put into.


I used to be in the preserve the village group,until I realized Chuck wanted complete control himself. He had ideas that were so far fetched and would have cost shop owners major bucks, he was out of touch awhile ago.


Take Chuck with a grain of salt, he knows not what he speaks.He is a proud parent who will stand up for their child at all cost. She was groomed for this position and he is a proud dad.I try to just ignore Chuck, and I give him credit for standing behind his child right or wrong.

You have to love the way crony Tony bashed CCN right off the bat with his press release.


Let’s try to stay with what is most important Tony, the cover up.


I sure hope the investigation covers from July 3rd on, like so many have said that will really shine the light on the cover up.


tony is starting to look like a fish out of water the way he is flip flopping around about the investigation.

The council wants us to believe they will be more transparent, let’s start by not having so many closed door meetings. If it is a personnel issue that is one thing, but they seem to do closed door meeting on a regular basis.


So this Saturday it was suppose to be a review of Steve Adams, yet they come out of the meeting saying they will do “their” form of an investigation. And they will have the firm who did the crappy unprofessional investigation, choose the next firm, hmmm.


And 2 council members who may have something to do with the cover up. That seems to be to be the continuance of the cover up.


For Tony to say he anticipated this 2 weeks ago, then why did they not decide to do it 2 weeks ago, when we demanded it? Because he hoped to slide this meeting by us all and was shocked we actually showed up in force.


When this council decides to be transparent, they will stop this bulls^*% of closed door meetings.


Otis has done well so far, I say let Otis be on the board to decide who will do the investigation. Then why not let someone who is running for council like Barbara Hamon be the 2nd person, and lastly maybe a local atty who would know the questions to ask the perspective firm.


Maybe then it will be a true outside party with no ties to Tony. And the whole council needs to recuse themselves from anything to do with the process while it is going on.


Right now I am just not comfortable with who they choose and I think that should have been done in front of us. there was NO REASON to pick these people behind closed doors.


Dogeatdog—if we’ve learned nothing over the past few years,

at the very least we should have learned that when government tells us they are going to be more transparent,

they really have no intention of doing so.

Can they not prepare their comments and come prepared? IDIOTS!


One can no longer effectively lead staff if that staff views you as a liar. Where’s the HR department on this subject? Please, AG residents, stay with this as tony is working the back room

To make this go away and blame the police because in his statements he said that he can’t understand why they didn’t come forth sooner! What a crock of BS……


Sadly, It appears the City’s HR department is the City Attorney, Tim Carmel.

We should really be questioning the legal advice we pay Mr Carmel for,

considering all the lawsuits we are subject to for harassment, etc…

something is not working.


At this point, I’m guessing that at the very least, McClish has become expendable, and quite possibly Adams as well…we’ll soon see.

Tony has to do whatever it takes to stop a Grand Jury investigation from looking into the activities of the council…sorry Steve & Teresa.

He’s been down the Grand Jury road once already, and that didn’t go so well…


As stated at the special meeting on Saturday, September 20 — the issue of the cover up is, by an order of magnitude, more important than the incident.


For that reason alone, the investigating counsel should not be chosen by the Council.


It is an investigation of the Council’s coverup since the incident on July 3 up to the disclosure by Coast News on Aug 19, and now beyond. If they were innocent, why the cover?


There was a cover up and it appears to have been prominently conducted by Mayor Ferrara.


The police should insist that any investigating attorney be selected by the DA.


The City’s attorney, Carmel, must not be involved !


We should applaud Council member Brown’s initial action in forcing this matter. But he also should understand that as a Council member he may be involved, probably by innocent acquiescence, to the corrupting cover led by Ferrara.


The Council should not be involved in the counsel selection since the matter of the incident is subordinated to the matter of the cover up — and the Council should not play a role in the administration of the investigation of itself.
