Los Osos manager gets a raise

Kathy Kivley, the general manager of the Los Osos Community Services District received a $9,000 raise at a CSD board of directors meeting last week.

Kivley began work as the head of the Los Osos CSD in October 2013 with an annual salary of $90,000. After receiving a favorable performance review from the board, her yearly pay will now become $99,000.

The board hired Kivley even though she falsely stated on her job application that she had never previously been terminated from a position.

Prior to moving to Los Osos, Kivley served as the city manager of Atwater in Merced County. Less than a year and a half into her four-year contract, the Atwater City Council fired her.

District legal counsel Michael Seitz said the Los Osos board was fully apprised of the situation prior to hiring her. Directors praised Kivley for her knowledge and experience.

When the board hired Kivley, it also agreed to pay $7,000 to relocate her to the Central Coast.

Government employees are more important now in the eyes of the Boards than the tax payers that pay their salaries. History has seen this dance before…and it doesn’t end well.


What justifies the raise? Why not just a COL raise of 2%, at best?


Unless she has accomplished something amazing, saved the district $500,000 per year, etc.


Because it’s Los Osos, and Los Osos has ALWAYS exhibited thew finest of leadership and self governance. This just another in a long line of successful people who have governed the community and helped to make it the success it is today. It’s amazing how over the years the community has gotten closer and closer.

Well put, Pel. Your sarcasm has me laughing the rueful laugh of the badly governed, over taxed public victim.


Your sarcasm is well deserved by Los Osos which just voted Cesena BACK to the board he devastated and got stripped of it’s authority, and cost most properties a firm $ 24,933 and an indeterminate thousands in O&M.


AND HAVE YOU DRIVEN PAST THE WASTELAND TRI-W HE PROTECTED BY MOVING THE SEWER? AT THE OVERLOOK THEY JUST INSTALLED UGLY UTILITY WIRING CABINETS THAT LOOK LIKE OUTHOUSES FOR FIBER OPTIC CABLES or something. Nice job, Chuckie. Your arrogance certainly was worth MY PROPERTY’S twenty four grand.


This raise handout of public dollars is a disgrace. We rabble are powerless to resist. Should have been 2% COL as ml1999 said.


The community has been so dumb-downed by it’s poor leadership, it’s likely to repeat it’s now infamous failures. Chuck is only the starting point towards a further path of destruction. Soon, the other losers will follow.

It’s funny how those who are unable to catalog the past are doomed to repeat it.

Well, OK, let’s pause a moment here and take a brief look at this. The CSD board gives her a 10% raise from $90,000 up to $99,000 per year “even though she falsely stated on her job application that she had never previously been terminated from a position.”


So, I can’t help but wonder- just how much of a raise would the CSD board have given her if she HADN’T falsified her job application?


I guess the lesson that we’re left with here is that it’s well worth far more than $100,000 of taxpayer money per year for someone who deceives the public before she even is hired.


Were the other applicants for the job that much worse than her, or did the CSD board just not do their homework, or, worse yet, just not care about who is in charge of their government?


I invite someone- anyone- from the Los Osos CSD board to answer these questions for us. No, wait- I take that back- I DARE them to answer these questions for us.


OK – she lied on her resume, they hired her anyway, she has done well so far – so she gets a 10% raise? Could she possibly plan to retire within a year or so at this higher salary and bump up her pension forever at taxpayer expense? Nice going BOD – I don’t think she would quit if she didn’t get the raise, and as Rich in MB noted, she is already getting way more than the residents of Los Osos. What a sham!


How do they justify this raise? And as others have said, this is our money! They spend it like it’s theirs. Come on folks, it’s time to step up, join others at these Board and City Council meetings and start holding the politicians accountable! Otherwise this will just continue and we have no one to blame but ourselves.

I don’t know who you are but I love you for you in depth wisdom and truth


It is unfortunate and frustrating that when you voice your opinion it falls on deaf ears. The people who do show up are perceived by the board as the same old malcontents and although they are the most concerned citizens with an in depth understanding, they are ignored. Seldom if ever do questions get answered. The only response is your 3 min. are up.The last time I can recall when the people were listened to was way back when there was a large public turnout in opposition to the plan to install cellular antennas on the 16th St. water tanks.It takes hundreds of people to show up to have any kind of impact. I don’t think anything short of a die-in would make them sit up and pay attention.


The reason they only gave her 9,000 was that 99,000 doesn’t sound as bad as 100,000, just like at the market, your more likely to buy something for 9.99 instead of ten bucks. They can argue that she’s not even making six figures.


No one knows what is going on. Do your dirty business in the dark and your going to get away with it. You can’t even get the Board of Stupervisors on the radio. This County is a sham and Osos is just the crown jewel.


Only $9,000?


What about rising health care costs? Give her an extra $1,000 like the county employees just received.


What about the upcoming cap and trade gas tax in CA? Give her an extra $500 for increased fuel costs.


And we all know how much the cost of food has increased. Give her an extra $500 for that, too.


Like kayaknut says, it’s ONLY the taxpayers’ money and these government employees keep taking (and are given) more and more of it.


QUIET! Don’t give them any ideas.


So what’s the average yearly Salary of a Resident of Los Osos?

If you want to talk about Income Inequality my friends it is what Government Workers make compared to the Citizens. THAT is the income inequality I have a problem with!
