Director of state hospital accused of raping children

The executive director of Napa State Hospital was arrested and charged with 35 felony counts including 22 counts of forcible oral copulation, 11 counts of sodomy by use of force and two counts of forcible lewd acts on a child, on Feb. 22. [LATimes]
Claude Edward Foulk, 62, oversaw a California mental institution with patients that included convicted child molesters. He is accused of repeatedly raping a foster child that was in his care for more than a decade and also molesting the child’s friends.
An investigation was instigated after an alleged prior foster child that stayed with Foulk, currently in his 40s, discovered Foulk was in charge of a state hospital and told police. The arrest follows a three year investigation.
Faulk was selected to run the hospital by the Director of the Department of Mental Health in California.
In addition to the molestation charges, Faulk has been and is the defendant in numerous lawsuits filed by either former patients or the Citizens Commission on Human Rights, leading some to question if the state mental health system, which includes Atascadero State Hospital, is in need of a massive overhaul.
