Police chief accused of sexually assaulting her officers

Law enforcement officers have names for the girls offering them sex on the beat: Badge Bunny. Holster Sniffer. Uniform Jumper. Handcuff Hugger. In Paso Robles, brethren in blue have one more: The Chief.

A flurry of complaints and mounting grievances alleging sexual misconduct, illegal management practices and retaliation have been lodged against Paso Robles’ first female chief of police, Lisa Solomon. Those known to have made accusations against the chief include five current and former police officers, as well as a growing record of non-sworn police department personnel.

The criticisms against Solomon include allegations of sexual assaults, many committed in the presence of others, repeated affairs with a list of subordinates, and bearing a child out of wedlock fathered by a former lieutenant in the department.

The city has retained the services of an outside investigator to look into the numerous complaints, officers say. Solomon, 43, is married to a San Luis Obispo police officer. She has not responded to detailed emails from CalCoastNews asking for comment.

Numerous officers and department staffers contend that crossing Solomon is dangerous. They say their boss threatens them with trumped-up criminal charges if they rebuff her advances or question her management practices.

After Officer T.J. McCall reported to the city claiming Solomon grabbed his penis while he sat in her car, city officials hired an outside investigator to interview officers about other allegations of unwanted sexual contact.

Former officer Dave Hernandez said he told the investigator of an instance in 2007 when Solomon also touched him inappropriately. In August, Hernandez and another officer in full uniform entered a saloon then called the Crooked Kilt, to do a bar check.

Solomon, who had been out on the dance floor, approached Hernandez in a room full of people and allegedly pushed the officer’s face into her breasts.

“She grabbed my head and pushed it between her breasts,” Hernandez said. “I was shocked.”

Last month, the investigator asked Hernandez why he had not reported the incident back in 2007. He told the investigator he was afraid Solomon would have had him fired if he told, Hernandez said.

“Her MO (method of operation) is to make criminal charges against anyone who crosses her,” Hernandez said. “She will do whatever she can with her power.”

In June 2011, Hernandez, then the union steward, said he complained to City Manager Jim App that Solomon had hired another sergeant at a time when the department was low on officers and heavy in command staff.

In what officers say is typical in the North County department, the chief and several of her top level officers allegedly retaliated against Hernandez and began writing him up for issues such as speeding while transporting a drunk man who was bashing his feet against the back of his seat to the San Luis Obispo County Jail.

In this case, Solomon set out to charge him with negligent operation of a vehicle and being discourteous to a member of the public. Hernandez resigned Jan. 11 and is contemplating filing a civil lawsuit suit against the city.

In 2008, Solomon required all members of the command staff to attend a team-building workshop at the Carmel Valley Lodge during Super Bowl weekend. While there, Solomon allegedly sexually assaulted two officers, according to four officers who told CalCoastNews they were present at the time.

The men, several of whom first told reporters of the incident more than two years ago, have asked to remain unnamed, fearing retaliation.

During the Super Bowl, the officers put work aside and watched the game. After drinking heavily for several hours, Solomon said it was time to get back to work and ordered the seven attending officers to the hot tub for a mandatory meeting, the officers related.

Shortly after they suited up and sat down in the tub, Solomon said, according to the men, “You wanna see boobs?” She removed her top and allegedly rubbed her breast in a commander’s face, officers said.

She then scooted up close to Sgt. Brennen Lux, slid her hand into his shorts and grabbed his penis, the officers said. Lux quickly got out of the hot tub and jumped into the unheated pool.

Solomon then reportedly turned her focus on Lt. Tim Murphy, whom she also groped, the officers said.

The following day, Solomon reportedly warned her command staff that information about the incident was not to leave the conference room they had rented at the retreat.

After Lux rebuffed her advances repeatedly and began questioning the chief about her policies, Solomon began taking actions against him, officers said. She wrote up her former “golden boy” for issues such as speeding to a report of a three-month-old who was not breathing, and speeding to assist another officer who was grappling with a suspect. Lux was a combat Marine and 15-year law enforcement veteran.

In Nov. 2011, Solomon terminated Lux for allegedly committing battery, use of excessive force, and unlawful detention during the arrest of a combative suspect.

Hernandez, the watch commander at the time, said he saw the video of the arrest and contends that Solomon trumped up the charges in a failed attempt to have the officer charged with a crime. And while Solomon sent reports of the alleged assault to the San Luis Obispo County District Attorney’s office, charges were never filed.

Lux is also contemplating filing a civil lawsuit against the city and Solomon.

Several former employees said they informed city management of the alleged problems in the department during exit interviews, but their concerns were ignored.

City Manager Jim App declined to comment on the alleged investigation. He also demurred when asked why Solomon was not on administrative leave, a question several of her officers are also asking.

When City Attorney Iris Ping Yang was asked if she was aware of an investigation into Solomon’s behavior, she said, “I can’t tell you. I have no comment to make.”

Mayor Duane Picanco said he was surprised by the assertions: “That’s news to me,” he said. “And I mean that.”

And while most of Solomon’s threats of criminal charges against her employees are never filed, or result in the district attorney’s office refusing to prosecute, several employees have been criminally charged after crossing Solomon. Officers say Solomon and a few top-level commanders regularly search videos of employees they are looking to get rid of in an attempt to claim excessive force, and check the employee’s computers for unlawful access of driving records, a misdemeanor.

In 2010, Solomon was allegedly looking to get rid of Officer Jeff Bromby. After the district attorney’s office rebuffed attempts to have the officer charged with theft for helping his girlfriend remove items from an elderly relative’s home, she was successful in having him charged with unauthorized access to driving records.

A few years ago, dispatcher Deleena Rankin began making mistakes at work. Though unknown at the time, she was suffering from a brain tumor.

Solomon went to the dispatcher and asked her to resign or face criminal charges for pulling the driving record of a former boyfriend, Rankin said. And while officers contend Solomon would usually follow through on her promise to not file charges if the employee agreed to resign, in this case Solomon asked the district attorney to file charges on the dispatcher after she resigned. The court sentenced Rankin to one year of probation.

“It was common practice (pulling driving records without a legal reason). Sgt. Dave Buffard looked his son up, and the chief also had her son looked up,” Rankin said. “I had been a dispatcher for 29 years.”

Officer Jon Tatro, the current police officer association president, recently filed a lawsuit against the department regarding the chief’s implementation of illegal ticket quotas.  Ticket quotas are illegal under state law because they can pressure police to write bogus tickets to meet the goal, something Tatro refused to do.

Union officials are currently considering a vote of no confidence against the controversial chief.

Solomon was appointed chief of the 30,000-resident city in 2007. She was the first woman to hold positions of sergeant, lieutenant and captain in the department.

During her 20-year career in Paso Robles, she has been past president of the North County Women’s Shelter and chair of the San Luis Obispo County Sexual Assault Recovery and Prevention Program.

Clarification: The incident with Solomon allegedly touching McCall occurred in her car, not his. The incident was reported to the city, but not through a formal grievance. Jon Tatro’s Los Angeles attorneys sent the lawsuit for filing and have not yet received confirmation.

Okay, on a more serious note. I am sure that Lisa Solomon understands how stressful police work can be at times, therefore a little bit of fondling along with her breastesess in their face, grabbing penis’, etc., can take the edge off at times.


I mean, come on, let’s take “eradicate ignorance” as an example. Would he mind if Lisa grabbed his penis? NOT! I am sure that he would continue with his police duties as if nothing had happened. Would he have any terrible lasting effects where he would have to seek psychiatric care because of Lisa’s advancements? Nah, I doubt it.


IT’S GENDER SPECIFIC FOR THE MOST PART! Can you imagine if the genders were turned around in this scenario? Holy cow Batman! The Chief, as a male member, no pun intended, would have been in his own jail post haste subsequent to the Sisters of Eve filing a “plethora” of sexual harassment suits! The girls would have been crying, in rehab, and their lives would have been completely ruined until their demise! If it were women involved instead, it would have been on every news channel and newspaper in SLO County at the onset!!!


Genetically, it seems as though we superior males, as the bible so dictates in our behalf, keep quiet in the respect of this story’s main premise. Subjectively, this is why this situation of Chief Solomon being a female, and sexually harassing her males, has lasted for so long without public notice. 2+2=4.

What disappoints me is that the City has changed a great deal in the past 30 years; ever since the wine money started coming into the area, city streets are deteriorating at an alarming rate, crime is HUGE, schools are falling apart, and the list goes on and on. I’m all for progress, equal pay for equal work, etc. But if you run a city and write your own ticket (contract), you can pretty much do whatever you want and get away with it. No matter how large Paso gets, it’s still a small town at the core. I’m sure there are many city employees who know many things, but turn a blind eye to keep a job in these hard times. Power can be a very enticing drug, especially when all the players have money, lots of skeletons in their closets, and no one will step up and hold anyone accountable. Your city tax dollars at work! If there is any truth to this article, then a formal investigation should be envoked and the laws followed. Remember that we are all innocent until proven guilty.

In light of the very public problems with Paso Robles government administrators, character assassination of the first female police chief should come as no surprise. The males are pounding their “boobs.”


While government employees have been closely associated with massive fraud in the real estate industry, (thank-you, Dan Blackburn and Karen Velie for doing the work on that one,) the only facts I do believe in this story are that the Chief is trying to get rid of theiving, violent officers that the D.A. would rather keep.


Just because Mr. Shea is silent, does not mean he’s competent. That’s the presumption which has accompanied his term in office. But responses like the law department’s response to the Brombly issue says otherwise. That assumes, of course, that the article above is accurate.


I recently reported an officer who illegally accessed data on a court employee’s computer and nothing was done. So, there is also a problem with the courts enforcing their own rules and regulations.


Officers routinely break the law by unlawfully accessing computer data which has your most personal information in it. If they can access it, they eventually can learn how to falsify it, as well.


I also reported deliberate alteration of sheriffs’ audiovisual recordings that are made from the squad car during an arrest, and made a court record of the incident. Nothing happened until a sheriff’s deputy sued the department on a related charge. Once someone finally spoke up by putting his career on the line (and a UNION employee at that,) Patrick Hedges was asked to step down.


The issue that was never publicly acknowledged by anyone, in the Hedges case, was that if the chief brings unauthorized audiovisual recording equipment into the Sheriff’s Office, he provides the methods, means and opportunity to deliberately alter evidentiary exhibits to obtain the convictions of innocent people.


Granted, that may not be an issue here, but it points to massive misconduct at the administrative level in some law enforcement agencies. The only remedy is to bring in “new blood” to break the cycle of long-term department corruption. There are plenty of young people ready, willing and able to be trained for these jobs, but someone has to train them properly and show them what is right.


Women are an untapped resource. Yes, in some cases, there may be physical disparities between men and women, but the gap begins to close when women are given access to equal training and opportunity. And if brute strength was the only qualification for the job, we could hire gorillas to do the work.


Why is the D.A. not doing anything? Because they are probably doing the same thing. I have personal knowledge of this, but the “prosecutorial authority” in SLO is so dirty, it is impossible to get anything done. Innocent people are routinely charged with crimes when they fight for POLITICAL change.


It should come as no surprise that new police chiefs are routinely given votes of no confidence even when they are making improvements in the department. A well publicized vote of no confidence was given to Seattle’s new police chief shortly after he first took office, for example. It happens all across the country, and if anyone were keeping statistics on this (like the unions,) you would find that female police chiefs get the brunt.


How about an article on this, tribal leaders of the reporter band of “indians?” (Indians were traditionally thought to be “rebels” when they attempted to defend themselves…)


The sexual allegations are very typical in workplaces that are overwhelmingly male. Males retaliate against women now, by simply misusing the statutes that were put in place to help women achieve equality in the workplace. The laws were intended to permit women to use their mental and physical potential on an equal basis with men– without fear of violence against them.


If some “manly man” gets grabbed in a hot tub by his superior when work employees are off-duty and drinking to excess, then I hope he uses his most effective weapon–HIS VOICE–and tells her to keep her mitts off the family jewels.


Public humiliation is the next step. Do you think if the guy who got his face rubbed in the chief’s “boobs” expressed loud and extreme dismay in front of his colleagues, the Chief would be inclined to do it again? No. Neither would any man if the roles were reversed. Unless he knew he had so many like-minded buddies at his office, that he could get away with it over and over again.


What is the male to female ratio at the P.R.P.D.? This article is tellingly silent on this important, power-player issue.


This is retaliation for women filing harassment suits against their superiors in other cities because they are fighting for their equal opportunity to advance in the ranks. This is retaliation for the lawsuits being brought by women in Arroyo Grande and Grover Beach. Look at the timing!


The cure for this is sexual harassment training which the department is required by law to give on a yearly basis to each employee, and which has NEVER been established in ANY county law enforcement agency on a regular basis. TIME FOR CHANGE!


I hope cal coast news continues to illuminate the primitives that we are in the 21st century and we need only study the laws that are in place –and to REINFORCE them with effective training on the issues.


Role-play models and fact scenarios provide the most effective training in hostile work environment/sexual harassment issues and remedies. This kind of training gives employees the chance to act out situations which may or may not be legally acceptable behavior. These training sessions help you to learn when someone has crossed the line and become sexually harassing.


The sessions teach employees about the law; defines acceptable and unacceptable behavior; opens up the issue for communication, discussion and analysis within the department. This eventually has a positive effect on the workplace.


The only downside is, the more the law becomes known, the more it will be used by the unscrupulous to defeat equality of opportunity. Those most capable of manipulating the law to their own advantage are men, in terms of their overwhelmingly male presence in certain “non-traditional” jobs which women aspire to, and in terms of their potential to commit violence against the upward-bound.


Perhaps we need an OCCUPY LAW ENFORCEMENT to give them a sexual harassment/hostile work environment training session on the sidewalks in front of the departments whether they want one or not.


Recently, I invited Sheriff Ian Parkinson to participate in a workshop that would help the community of Oceano better protect itself in non-violent ways, like observing and reporting incidents, and diffusing potentially violent situations at school or on the job. He was not interested. Again, I posed the role-play method of community training.


My conclusion is, there will be no change unless it is started at the grass-roots level. It starts in each neighborhood and community. That is what the OCCUPY movement is about. You take a community issue like the one identified in this article, and you come up with a solution.


My advice to Lisa Solomon is to establish, maintain, and allocate money for the sexual harassment/non-violent training that your department is required by law to have for every employee on an annual basis. Until then, keep your shorts on and your boobs away from horny men.

BUT, we all have to admit, that when Cindy purported that Lisa was a dominatrix in her post below, that this assertion truly takes the cake!

Wow. Your assertion is that “this can’t be true” even though several different officers, past and present, have come forward with similar stories, but you go off with “this is a retaliation of male officers that have had allegations lodged towards them”? Really? Allegations of sexual abuse at the hands of a superior in a workplace is serious and should be investigated as thoroughly as possible to insure that all of the facts come out, nothing is left out, and each allegation is either proven or cast off as dubious. City management in Paso better pull their heads out of the sand and get on top of this issue pronto, otherwise their city is potentially on the hook for many thousands of dollars in settlement costs. You say you doubt it; fine, let’s see if the facts can be uncovered and then let’s have a discussion about the issue; for me, right now, I have never seen any article here on CCN ever been proven to be false, so my faith is in the reporting. The ball is in the Paso Robles administration court now, let’s see what they do.

Amazing, oto. And you didn’t even have to talk to anyone or gather any facts before figuring it all out and posting a comment longer than the story itself. I find your comments quite gender biased. No, make that downright disparaging and hateful. Sex harassment training for the VICTIMS? Really? Last time I sat in one of those training sessions the instructor talked about her boobs the whole time (ignoring the approved scenarios in the training manual) and then singled out students and embarrassed them. I threw the book in the trash.

oto You are totally clueless on this one. The Lisa Solomon problem doesn’t fit into your scenario at all. You obviously don’t know anything-nada, nothing– about what has happened in Paso with Chief Lisa.


Lisa has been protected from her bad behavior by two police departments in the county and the Paso city attorney, city manager, and city council. She is the culprit, of that I have no doubt whatsoever, based upon her past behavior and activities. She should have been fired years ago.


Think about this. Would you automatically assume that five or more women police officers were out to get their male boss. Then why do you assume that five or more male police officers are out to get their female boss.
