Democratic Rep. Lois Capps’ daughter and son-in-law have given up their bicoastal life to settle fulltime in Santa Barbara fueling speculation the Laura Capps plans to run for her mother’s 24th District seat in 2016.

Rumors have been circulating for more than a year that Laura Capps, 42, was planning to relocate to Santa Barbara in order to run for her 77-year-old mother’s seat in the 2016 election. Laura, who started her career at the Clinton White House, is considered one half of a Democratic power couple. [Santa Barbara Independent]

Her husband, 37-year-old Bill Burton, is a political consultant who was the national press secretary during Barack Obama’s first campaign for president.

Lois Capps husband Walter Capps was elected to Congress in 1996, however, he died of a heart attack less than a year into his term. Lois Capps then won the seat in a special election in 1998.

Though she has continued to retain the district seat, in 2014, she had the closest race of her congressional career against Republican Chris Mitchum. Lois Capps ultimately won by a 3.8 percent margin.

During the race, Lois Capps was battling allegations of a coverup and that she was running deceptive campaign ads.

The alleged coverup of a fatal DUI collision caused by one of her staffers alienated some voters. Lois Capps allegedly attempted to place her former staffer Raymond Morua in a veterans’ treatment facility after he killed Mallory Dies while driving drunk last year.

Following a suit by the victim’s family, the federal government agreed to pay $2.5 million to the Dies family.

Capps drew further criticism late in the campaign for running a television ad that took a clip of a Mitchum interview out of context. The ad showed Mitchum saying he would not go to Washington to represent the 24th District, but when viewed in entirety, Mitchum was saying he would not go to Washington to bring back pork.

In Feb., Mitchum filed a lawsuit against Lois Capps, alleging that the Democratic Rep. defamed him in a television ad the suit says altered the outcome of last year’s election.

Though he has not yet announced, termed-out 35th Assembly District Assemblyman Katcho Achadjian said he is considering a run for Lois Capps’ seat in 2016.

IMO, Laura Capps would not even be running for office without being pushed by husband Bill Burton, former Obama Press Secretary and Pro Obama PAC founder, complete with the Chicago style politician tactics used by Obama and Rahm Emanuel. I have no doubt that Bill Burton was behind the Chris Mitchem ad.


We don’t need any more Bushs, any more Clintons, or any more Capps. Elected political offices should not be passed down in families.


What you need to investigate is why Chris Mitchem was so unacceptable to the Republican Party that they preferred forfeit the seat to Capps, albeit barely. Fareed is a nasty little Tea Party Mike Brown weasel


Laura as a nurse, yes. Laura in Congress, No. I do not know her nor would it matter because I disagree with a congressional seat becoming a family trust.


Laura sounds like the worst type of representative. She doesn’t seem to have any real life experience, she is the daughter of rich, influential politicians and she is married to the same. Congress was established so regular folks would be represented in Washington. Let’s please try to find someone who understands what we all live with everyday, not another self serving political rubber stamp for the DNC.


When we bought 1,000 plastic grocery bags in bulk at Smart and Final, to replace the banned grocery bags and for around the home/ranch multiple uses, I had no idea I would be REACHING for them so often as airsickness bags when reading about Morro Bay politics and now Cappsland. We do NOT need more dynastic failure and incompetence around here.


Unfortunately there is No better path to riches and power in the us than being a scumbag politician. Lets hope she is smarter than her mother.


Lauren was raised here and has lived here running the local office. She knows the Central Coast well and has been working on our issues for a long time.


Katcho lost me when his office sent me to the GOP site on the Health Care law that was filled with lies. It was difficult enough trying to understand what health insurance choices we were going to have without being purposely mislead by the State GOP.


Who is Lauren, and who is Katcho? We are talking about “Laura” and Congress, not Lauren and state government. Your credibility? Gone.


Yeah, those GOP liars! Which lies did they have this time? The “like your doctor, you can keep your doctor” or the one about “average family savings of $2,500 a year” ? Or could it even be that insidious lie the GOP spread about “cost-neutral” and that covering the 46 million uninsured would only cost $900 billion… when we all know that we covered about 9 million uninsured at a measly sum of $2 trillion.

Excuse me, the healthcare law Capps supported 100%?

Also, understand this statement, “Following a suit by the victim’s family, the federal government agreed to pay $2.5 million to the Dies family” it should read “the taxpayers paid the family 2.5 million for Lois Capps actions”, how come this did not read “Lois Capps pays 2.5 million”, perhaps her daughter can explain this if she runs?


For me I’d prefer someone be elected who has actually lived in the area for several years and really knows what this area is like and what the people here are concerned about, not someone who moves in and a year or so later runs and thinks they are ready to speak for the people here. Perhaps she needs to run for lets say a mayor seat, or council seat, perhaps a county sup in one of the counties in the district. Just take some time, more than a year or so, to get to know the area and what the people who live here have to deal with.
