Oceano Community Services District Board President Mary Lucey has two homes in Oceano which are facing liens because she has failed to pay her sewer bills. Lucey also serves as the Oceano representative on the South County Sanitation District Board.

On Wednesday, the sanitation district board is scheduled to vote on a staff recommendation to lien the properties of those who are delinquent in their bills, according to the agenda. Both of Lucey’s Oceano properties are listed as delinquent, which could prohibit Lucey from discussing or voting on the item.

Because Lucey has a financial interest in the decision to lien or not to lien her property, she may have a conflict of interest. Lucey said she plans to ask the district’s legal counsel if she can participate in the discussion and vote.

“It is a question for legal counsel,” Lucey said. “I won’t be doing anything that will be ethically incorrect.”

Last year, Oceano officials demanded substantially more money for each sewer charge included on its water bills than Arroyo Grande and Grover Beach charge the sanitation district. After a year-long dispute, the sanitation district board, which is comprised of a representative each from Arroyo Grande, Grover Beach and Oceano, voted to have the sanitation district mail bills to Oceano residents until it gets approval to place Oceano’s sewer bills on the county tax roll.

In the first week of March, the sanitation district mailed the first biannually sewer bill to Oceano residents, said John Clemons, the district superintendent.

While Oceano provided the district with billing addresses, about 300 were incorrect. Those rate payers, which does not include Lucey, received late bills and may be listed in the delinquent list.

Rate payers will have until mid-July to pay their sewer bills before liens are implemented.

Originally, Lucey supported moving the billing to the tax roll, but has since waffled suggesting the sanitation district has been unfair to Oceano and is punishing its ratepayers.

“This could have been avoided,” Lucey said.

In addition, Lucey claims the sanitation district did not mail bills out in March.

“I haven’t received a bill,” Lucey said. “The people of Oceano do not know what is going on. The district failed to explain and keep order.”

However, Lucey said she reads her twice monthly sanitation board packets which has included reports on the March billing.

“The district currently bills Oceano CSD directly,” a May 4 staff report says. “To date, the district has received $182,000 for four billing cycles.”

Clemons said that in addition to mailing sewer bills to Oceano residents, the bills are posted publicly.

“The idea that we never sent bills is incorrect,” Clemons said. “Mary Lucey is on the board and she knows we sent bills.”

On June 1, the board will hold a hearing to hear any public protests, but since the matter is administrative in nature, simply changing the way funds are collected and not changing rates, the protests will not likely change the outcome.  The district has cited Health and Safety Code 5471 (a) in its staff report as the legal ability to revise the method of collection of its service charges.

Lucey and others can avoid the lien by simply paying the past due charges.

The government is trying to kick her off her reservation. Obvious case of racism. She should be exempt from property taxes since it was originally her land!

The question is NOT for legal counsel. San Dist legal counsel better not spend one minute advising her (minutes equal public dollars in legal-land). Legal counsel represents the board as a whole, not its individuals.


Lucey simply needs to call the FPPC and ask if because her properties are among those going to be liened is there’s a conflict in her voting on the matter.


Better yet, just pay her bill for the wastewater service she enjoyed and represent the people she was elected to serve and vote!


Really is the amount due, some earth shattering amount that requires special dispensation from the FPPC or could she solve all of this by.. I don’t know perhaps by Paying her bills?


Perhaps she had hopes and dreams that her sewer bills gets on on the county tax roll to delay it a bit. Does she pay her property taxes?

This from a lady who doesn’t know the issues in her own community (including the sanitation district billing), but has ventured out to Nipomo to discuss migrant worker housing under the guise of Oceano CSD President. Outrageous!


Oh yeah! Roberts Rules of Order are for the PTA; not the OCSD.


The bills are $89.16 (for six months of service). .

About the same as dinner for two with stiff drinks at Old Juan’s.

More than 60% of residents have, in spite of the billing issues Oceano reps created. Maybe she was asleep at the dais when information was presented regarding amounts collected vs outstanding.


Ms Lucey wouldn’t know the truth if it reached up and bit her in the @ss.

The good people of Ocano deserve better, this woman is unstable.

Many residents called the sewer district to inquire about their bills when they weren’t billed on their water bill as usual.

It is IMPOSSIBLE to believe Lucey’s unending lies. As a board member she knows the drill but is going to blame others rather than accepting responsibility or admitting she can’t tell the truth.


Sounds like it is going to get pretty juicy for Lucey.


Especially if she is running for another term THIS FALL!

How does this happen? A board member won’t pay what she forces on others? Obviously with (2)two properties, she’s not living on the streets! Well, since these payments will go to pay Paavo Ogren, can’t he just forget the debt? Lucey has allowed Paavo a salary of a quarter of a MILLION DOLLARS, is she that stupid to understand the hardship that this creates for financially disadvantaged citizens? Don’t answer that, I answered it myself, yep, that damn stupid….Maybe she’ll use the fact she was born on Native American land, that should make her exempt. Can she contact Adam for advice? Mary Lucey is not a particularly good SSLOCSD Board member in my opinion but your comment makes an error in fact. The sewer bill income has nothing to do with Paavo Ogren’s sweetheart deal as the OSCD manager.


You make bigger errors in insinuations. Rise above the lowbrow personal attacks unless you can back them up with evidence. I have heard nothing associating her with AHill, Fulks or Ochs. She seems to be capable of erroneous judgments without any advice from “above.”


As for the Native American insinuation, the only time I remember her bringing up her heritage was in response to a public comment which included the phrase “off the reservation.” Whether or not that comment was made intentionally to goad her or not, I don’t know. However, it is offensive, and she took offense. (If you don’t know the historical origins of this phrase or the history of suffering by Indians shoved onto reservations, you should research it a bit — unless you’re one of those who think that insulting words don’t matter.)


RonHolt, ThomasAquinas is a bit off; but not too far. The fact is Paavo’s admin. salary adds to the cost of the billing for San Dist. The billing for San Dist. is based on the administrative costs at each of the entities. If Paavo didn’t cost so much, perhaps OCSD could bill on par with AG and GB.

My family left the dust bowl in the early 30’s, forced out by banks buying up farms for”dirt cheap”. My grandparents were married there before statehood, records are difficult to verify. My ancestral heritage is very convoluted, but I never SAID anything derogatory about the Native American. Just, Lucey hasn’t been current on payment, that she forced others into. She has told her story in public, sorry you missed it, regardless of our heritage, this doesn’t exclude you from paying for services rendered.

Mr. Holy, after rereading you opinion, I actually have pity for you. I never discussed heritage of Native American. And sir, I would be more that happy for a open discussion about History of the land. Now for responsibility, today we as a people reflect on the million of people who have died in defense of their beliefs. I’m quite sure you will be spending a portion of that at a ceremony somewhere, you can show “proof” by rebutting this piece, and by sending a photo of YOU at a Memorial somewhere.
