Former police chief’s son suspected of counterfeiting, burglary

Paso Robles police caught a break in a counterfeiting case when officers recognized a man videotaped passing a counterfeit bill at a CVS Pharmacy as the son of former chief of police Lisa Solomon and a San Luis Obispo County Sheriff’s deputy who worked the DARE program.

On Tuesday, an officer stopped Justin Robert Fontecchio, 25, who was walking on Niblick Road, and told him he was under arrest. Fontecchio responded by punching the officer in the face and attempting to run away. Nevertheless, the officer arrested Fontecchio and booked him into the San Luis Obispo County Jail.

In addition to allegedly passing $10 and $20 counterfeit bills, police were also seeking Fontecchio to question him about a burglary at Solomon’s North County home. A thief had broken in through a garage window and stolen a Ford Cobra.

Fontecchio is facing 18 charges including eight for burglary, seven for counterfeiting, auto theft, resisting arrest and being under the influence of drugs. His bail is set at $50,000.

Solomon, Paso Robles’ first female police chief, quit her job in March 2012, less than 60 days after complaints surfaced regarding her behavior with subordinate officers. Those complaints centered around allegations of sexual assaults committed by Solomon on officers under her command.

Some of the charges alleged that on one occasion, during a “retreat” for department brass at a Big Sur resort, Solomon ordered several subordinates into a hot tub with her, where she inappropriately touched them, they later said.

Other complaints, several of which would result in lawsuits, asserted that Solomon threatened retaliation against officers who declined to follow her orders to obtain unlawful ticket quotas.

Numerous city officials — most notably council member John Hamon — actively backed Solomon prior to and after her departure. And while CalCoastNews was reporting on Solomon’s mounting troubles at the time, the county’s daily newspaper published glowing feature articles about Solomon.

She resigned after a partially-completed report was compiled by a city-hired private investigator and delivered to then-city manager Jim App. Consequently, city officials issued a press release asserting Solomon was leaving because reporting on “a local news website” had made it “impossible for her to do her job.”

The report was never released publicly despite Public Records Act requests by CalCoastNews and others. App and City Attorney Iris Yang contended that the report was an “unfinished work product” and therefore did not fall into the category of a public record. And city council members were given only a “verbal briefing” of the report’s contents by App and Yang before voting for Solomon’s walking package.

Solomon departed city employment with a $220,000 check, and payment of another $30,000 for accrued vacation, sick leave, and other benefits.

Just for further clarification, Justin is the biological child of Lt. Jerry Hunter, a product of Solomon’s first marriage.


Mark Fontecchio adopted the boy because his real father turned his back on him.


Mark tried to do right by that boy, but after the divorce that wasn’t always easy; Lisa is not the easiest ex to get along with.


Neither parent should get flamed for Justin’s crimes, but Mark really doesn’t deserve it. He is a great person and the best school resource deputy in the North County.

The perp if guilty should pay his penance, but just because he is someones child should not constitute sweeping the parents up in the same net, for his individual behavior…


Lawman, you say CCN is dishonest because they reported the ugly facts and identifed the son of the ex police chief as the person arrested? That’s known as reporting the truth. It comes in handy when the DA lets him go with a light sentence and probation showing inequality of the laws and inside favors. The truth is to often hidden by newspapers to Shield the establishment. Perfect example? The Arroyo Grande drunk love in at city hall. Don’t blame media who actually dare to report truth. We need more exposure as the public is fed up with paying out huge sums of our money for crooked aliances.


I’m not Lawman and am no Solomon fan, but the problem I have with article is that it doesn’t simply identify the suspect as Solomon’s son. Doing that would be entirely appropriate. Instead, CCN rehashes all the claims against Solomon and the circumstances of her departure from PRPD. In fact, the article devotes more space to dredging up the old Solomon story than it does to Fontecchio’s alleged crimes. Fontecchio’s actions just read like a pretext to reviving a story that CCN loves to discuss.


Agreed…everything after “His bail is set at 50,000” is slamming on Solomon. But that is the CCN way…beat it until it’s dead, then beat on it’s corpse until there’s nothing left.


Sad really.


Rehashing is a good thing. It’s history and we need to remember our history.


Just a little clarification for this story. Lisa was married to Mark Fontecchio, a San Luis Obispo County Sheriff’s Deputy, and they had a son named Justin Robert Fontecchio, then they got divorced several years ago and she married San Luis Obispo Police Officer Chris Chitty.

In my next career, I am going to write a screenplay about a swinger police chief who hooks up her subordinates while in the hot tub, all in exchange for writing a few tickets. It might include a fabulous byline about a city manager who hooks her up with a couple hundred thousand dollars severance pay just for being scandalous….for good measure I would throw in a storyline where her kid gets addicted to drugs and counterfeits currency and robs even the chief’s house!


You cannot make this stuff up…


The son and his mom are a real piece of work.


Lawman. Really. The issues with chief chittys kid simply reflect how inept she is at management and child rearing. She couldn’t control her own vices so why would her kid be any different.

Years back, Police Chief Lisa Solomon Chitty left her gun in an UNLOCKED car at her house and we all know what happened. Gun was stolen, later recovered in A-town, Chief Lisa quietly got her gun back and stayed on the job. She should’ve been fired for that incompetent offense but nope. She stayed on the city’s payroll until *poof* she “retired.”


So now a vehicle was stolen from Lisa’s residence (btw, has it been recovered?)…

Hopefully Lisa & her SLO PD hubby didn’t leave ANOTHER gun behind in the stolen Mustang!


Highly probable that the handgun in Solomon’s possession was already stolen before it was stolen.


The irony is priceless.
