CORRECTION: An earlier version of this story incorrectly said that Warden Elvin Valenzuela and Captain Jennifer Core were suspended while Lt. Ray Baez and Officer Oscar Herijld was fired for their participation in issues regarding an investigation into a document being removed from a prisoner’s file. However, Herijld left CMC during the investigation, the findings against Baez were revoked in a Skelly hearing, and Valenzuela and Core were not suspended. Because of personnel privacy rules, the Department of Corrections and Rehabilitation public relation’s staff is only saying that appropriate actions were taken and is not disclosing what those actions were.

The warden and a captain at the California Men’s Colony in San Luis Obispo County have been accused of destroyed a portion of an inmate’s file in an attempt to promote the prisoner’s parole or transfer, prison sources said.

While in prison, the convicted murderer had been busted for drugs. However, shortly before the inmate was to appear before the California Board of Prison Terms, documents of the 115 drug charge were removed from his file.

Nevertheless, board officials discovered a confidential report describing the drug offense. As a result, the prisoner was not paroled and an investigation was initiated.

Warden Elvin Valenzuela and Captain Jennifer Core were involved in the removal of the file, CMC sources said.

Valenzuela did not respond to requests for comment. Jeffrey Callison, the press secretary for the California Department of Corrections and Rehabilitation, confirmed that there had been an investigation into the altering of an inmate’s file.

“In response to your question yesterday, all we can say at this time is that there was an investigation into actions regarding an inmate’s file,” Callison said in an email. “That investigation has been completed and all appropriate actions have been taken. Since this is a personnel matter, there is no further comment that we can make.”

Officer Oscar Herijld and Lieutenant Ray Baez were also  under investigation during the inquiry, sources said.

The Office of Internal Affairs and the Housing Authority both sustained allegations that Lt. Ray Baez had failed to inform his superiors about rule violations in the 2012 removal of the 115 from the inmate’s file, Baez said. However, Baez was on vacation during a portion of the time in question.

In addition, Baez said the warden has the right to remove a 115 for the safety of the prison.

In a Skelly hearing held late last year, a judge cleared Baez of all charges.

Sad when it’s ok to justify wrong doing by officers. Ok to bring in phones?

I mean, that’s been happening for a long time, as well, right? So, hell, let’s justify it for

who we can when we can. No respect for any of them while they are “investigating”

other staff. They’ll be padding staffs files next. Shame on them.


To promote ANY inmate’s parole in such a manner is totally unethical behavior and borders on criminal behavior. Just the tip of the iceberg of what this warden has and will probably do. Sounds as corrupt as a Mexican prison. Both should have faced a panel of their peers at the state level and at the VERY least been demoted. But the kicker is their motive. Is the prisoner and the warden in a relationship or just who is having the relationship? Or who has the goods on who? Either way, it is disgusting that these two got a slap on the wrist and the governing body got away with handing down the punishment. There is not ONE DAY something underhanded is not going behind the prison walls. And I’m not talking about the inmates.


The key words in this story are “convicted murderer” therefore it’s beyond biblical reason why this person hasn’t been put to death! You’ve heard this before, if we’re a Christian Nation, then it’s about time we start following the inspired word of our Hebrew God.


“Whoever takes a human life shall surely be put to death.” (Leviticus 24:17) Can it get any simpler than this godly passage? No, it cannot. Our God wrote this passage through his inspired word, and expected it to followed, period.


If our God can strike dead Onan for just “spilling his seed” upon the ground and not within his brother’s wife, then this sets an example for the convicted murderer in question to have his life ended as well by just being a convicted murderer, and appeals be damned.


“But Onan knew that the offspring would not be his. So whenever he went in to his brother’s wife he would waste the semen on the ground, so as not to give offspring to his brother. And what he did was wicked in the sight of the Lord, and he put him to death also.” (Genesis 38:9-10)


Enough of this red tape crapola of appeals, appeals to the appeals, etc., we need to start following ALL the bible for a change and justice will be meted out in a quicker manner!


And I guess you would uphold the following as well as they all call for death (by stoning or burning):

Ralph Diaz is a high ranking official in Sacramento for CDCR and Warden Valz buddy that is why there is no justice.


Warden Valenzuela is held to higher standard then anyone else at CMC he should held accountable for his actions. I believe the CDCR disciplinary matrix is the same for all Correctional staff therefore they all should have fired. As the Warden he should lead by example. What would have happened if the inmate was allowed to parole and got out and killed another person. Luckily won’t be mowing Valz or Core’s grass anytime soon.


Sounds like a potention inmate is running the asylum.

Warden and captain suspended 10 days, maybe 5,000 to 7,000 dollars. Lieutenant demoted, iam sure more than 12,000 a year for ???. Correctional officer fired, what 70,000 to 80,000

a year for ???????????????. A tap on the hand, a slap in the face and a big kick in the ass.


Core & Valenzuela are two of the most unethical, immoral, & dishonest employees @ CMC. They should both have been fired ! Typical, still being taken care of…wonder who they know @ the top of this department ?


Jennifer Core should have been fired years ago. She would call officers “trolls”. No respect for fellow staff and even less for inmates.


I’ve known Core for years. Worked those SVSP yards with her. The girl is nothing but heart. If she referred to an officer as a troll it would be because thats what they were. Perhaps your feelings were hurt at some point. As far as removing documents from a convicts file……that has been going on forever.

If you know something illegal is happening, you have a responsibility to do something about it.

I don’t have any connection to CMC, but would hope the employees are not just criminals that haven’t been caught, unlike the men they’re there to guard.


When a public official does something of this nature where he violates the public trust. He or she should be fired and lose their pension. It is no wonder why people are losing their confidence in our government.
