Democratic Rep. Lois Capps’ daughter and son-in-law have given up their bicoastal life to settle fulltime in Santa Barbara fueling speculation the Laura Capps plans to run for her mother’s 24th District seat in 2016.

Rumors have been circulating for more than a year that Laura Capps, 42, was planning to relocate to Santa Barbara in order to run for her 77-year-old mother’s seat in the 2016 election. Laura, who started her career at the Clinton White House, is considered one half of a Democratic power couple. [Santa Barbara Independent]

Her husband, 37-year-old Bill Burton, is a political consultant who was the national press secretary during Barack Obama’s first campaign for president.

Lois Capps husband Walter Capps was elected to Congress in 1996, however, he died of a heart attack less than a year into his term. Lois Capps then won the seat in a special election in 1998.

Though she has continued to retain the district seat, in 2014, she had the closest race of her congressional career against Republican Chris Mitchum. Lois Capps ultimately won by a 3.8 percent margin.

During the race, Lois Capps was battling allegations of a coverup and that she was running deceptive campaign ads.

The alleged coverup of a fatal DUI collision caused by one of her staffers alienated some voters. Lois Capps allegedly attempted to place her former staffer Raymond Morua in a veterans’ treatment facility after he killed Mallory Dies while driving drunk last year.

Following a suit by the victim’s family, the federal government agreed to pay $2.5 million to the Dies family.

Capps drew further criticism late in the campaign for running a television ad that took a clip of a Mitchum interview out of context. The ad showed Mitchum saying he would not go to Washington to represent the 24th District, but when viewed in entirety, Mitchum was saying he would not go to Washington to bring back pork.

In Feb., Mitchum filed a lawsuit against Lois Capps, alleging that the Democratic Rep. defamed him in a television ad the suit says altered the outcome of last year’s election.

Though he has not yet announced, termed-out 35th Assembly District Assemblyman Katcho Achadjian said he is considering a run for Lois Capps’ seat in 2016.

I really liked for what Walter stood for….integrity. But I`m not into nepotism as a means to an end. Using the Capps name is like riding the coat tails of success. It reminds me so much of the Hilary attempt to become president.


Are you saying there was success of some kind in the Clinton administration that Hillary could count on to ride her broom in for an election,I don’t seem to remember any.


Many people remember the balanced budgets and the economic boom years. They don’t look hard enough to realize that the economic successes were based on mortgaging the future and a big bit of luck in timing.


Remember back when Walter Capps was elected and then passed away and his wife said she would serve his one term and that would be it? How long ago was that? 20+ years ago?


Being the daughter of a brain-dead politico/school nurse who fails to tell the truth is not a ringing endorsement…


Santa Barbara and San Luis Obispo County will now formally change their names to Cappland South and Cappland North. Louis doesn’t really need to go to Washington D.C. She could just give her proxy to Nancy Pelosi because she is a straight party line voter.

I hope that the local GOP can find a better candidate (i.e. more moderate on social issues) because that is what it will take to beat the nascent Capps dynasty. I voted for him last time — very reluctantly — because I thought that Lois had wasted the power of her seniority in not resisting elements in her own party in their attempts to reduce freedom and enrich themselves and their donors. I think other dissatisfied middle-of-the-road voters held their noses and voted for Capps. The GOP will need more swing votes to be successful in this district.


This is exactly what we don’t need … another empty suit without an original thought of her own who follows the party line without question.


Don’t judge Laura Capps by her parents.


Laura worked as an intern at the Clinton Whitehouse, and has remained active since then.


Laura Capps and my daughter went to high school together, and Laura was just an

all-around, competent, but very compassionate girl. She very much is like her father,

the late-Congressman Walter Capps, and that is about the biggest compliment I can give.


Was she friends with Monica Lewinsky?

Me too. I hated the prosperity, the budget surplus, the low unemployment.


Thankfully GW turned that around by trashing the economy and killing 5,000 troops.

Yes because he repealed glass stegall, single handedly sent us to war without any democratic votes in the senate and was in charge of Fannie and Freddie, not Barney frank. Right…


I am not sure that everyone will catch the sarcasm in your comment — it should be more obvious to insure that everyone gets your point.


I am sure that your views are sincere but, like many others, I question anyone closely associated with the Clinton administration. He set the stage (with help from both Republicans and some “main-stream” Democrats) for the economic disasters that hit in the Bush administration. I have to wonder how much anyone associated with his administration was involved with those actions and approved of them — even in hindsight. Bill C was every bit as much of a stooge for the financial industry as any Republican has ever been and those that think his policies helped the country are either ignorantly short-sighted or in bed with the get-what-you-can-now crowd.

What good and refreshing things about serving the people could Laura know at 42, that Lois has not learned at 77?


Unless she was running against an Adam Hill, I would vote for some one else?


Laura is more like her father, the late-Congressman, Walter Capps. Even then, she has

taken a different path than either of her parents took in that she was VERY politically

active very early in her career.
