The CHP is not yet identifying the man. Officers say he was suicidal, and he ordered them to shoot him before driving off the cliff.
Officer Frank Shultz said he attempted to pull over the man, who was driving erratically in silver Honda on Northbound Highway 1 around 9:45 a.m. The driver initially appeared to pull over to the right shoulder, but then jerked the vehicle westward, drove across the highway, through a wire fence and toward the bluff.
After the driver stopped the car near the cliff, Schultz and his partner approached with their tasers drawn. After asking the officers to shoot him, the man accelerated over an approximately 25-foot cliff.
The car flipped over and landed on its roof on top of rocks, Schultz said.
Emergency crews freed the driver within minutes. Responders then transported him to Sierra Vista Regional Medical Center in San Luis Obispo.
The driver is in his 40s, and the car is registered in San Jose, according to the CHP. Investigators do not believe the man was under the influence of drugs or alcohol at the time of the crash.
