The Jan Marx-Kathy Smith-Patty Andreen connection

Local activist Kevin P. Rice, who has applied for the open San Luis Obispo City Council seat, is claiming a conflict-of-interest between two sitting council members and another candidate for the vacancy.

Rice obtained documents from the County Clerk-Recorder’s Office that indicates that Patty Andreen, also a candidate for the council vacancy, donated a combined $900 to the Marx mayoral and the Smith council campaigns in last month’s election.

Andreen, who lost the race for District III county supervisor to Jerry Lenthall in 2004, also hosted a “Meet Jan Marx” fundraiser on Oct. 3.

“Should a personal friend be appointed to the city council?” Rice asked in an email sent to council members.

Rice, Andreen, and Dan Carpenter are the three candidates for the open council seat, scheduled to be filled at the Dec. 21 council meeting.

Apparently Carpenter, Rice and Andreen were the only three who applied to be considered for the appointment.


My choice is Carpenter. He is well known locally, he has real roots in the community with a great track record and most of all he had the guts to actually run. My second choice would be Rice. Clearly a smart guy who is reform minded — someone who won’t get mired down in the mututal back-scratching. My last choice (by far) would be Andreen. If she is appointed it would cast a horrible pall over the entire SLO CIty Council. In essence it would say: “no need to run for office. Just help someone who is vacating a safe seat and they’ll take care of you by appointing you to fill their former seat.” It would mean that machine politics in the form of the Democratic Central Committee was running SLO. A very sad and sobering thought indeed…

I suspect several months ago when Marx, Andreen and the rest of their Democratic Central Committee accomplices hatched the plan to quietly sleaze Andreen into Marx’s old council seat that they didn’t factor in a few things such as:


1. Marx did not win by anything close to a mandate. She barely squeaked by Paul Brown. She doesn’t have the political gravitas to make her arrogant actions tolerable.


2. They didn’t expect the transparency brought about by news sources like CCN. No longer does the local newspaper control the flow of information.


3. They didn’t expect the third place finisher, Dan Carpenter to hang in there and advocate on behalf of the 5,000+ who voted for him.


4. They didn’t realize that one quitter (Kathy Smith) was enough when they chose a second quitter in Andreen


5. They didn’t expect someone like Kevin Rice to pursue them — and get the better of them, in the public arena.


6. They didn’t expect their DCC political machine to be exposed.


7. They didn’t expect members of the electorate to care. After all it’s close to Christmas and they figured everyone would have lost interest by now.

While I don’t know Kevin personally, I don’t think he’s scaring anyone — he’s certainly not scaring me. What he is doing is antagonizing supporters of Marx and Andreen who somehow feel they have license to operate a mini West Coast version of Tammany Hall here in SLO.


Mr. Rice is two steps ahead of his critics and that’s getting to some of them as evidenced by their personal attacks and wild accusations…

Bullies aren’t to be feared, just pitied.


On the other hand his passion is great and when he ever gets around to merging his passion with a level head he could be a force to be dealt with.


I’ll leave this now because I have no desire to watch a man implode and self destruct. This wasn’t about making him look bad or feel bad or be mean to him. Just to get him to stop being such a bully. I think it just made him worse. Sorry about that.

This set up is so bizarre. If Marx votes her one vote for Andrean she is corrupt even though her one vote would be legal. If she votes for someone else it is because of the actions of the few and loud. You people paint her in a corner that whatever she does she loses.

Hundreds of hits, I don’t think so. I don’t think of you at all nd I don’t live in Paso. I have a feeling that I’m not the only one who has problems with your behavior.


The Annie the dog story is a good example. You started out good and did some good things. Then you and your other names and your attack dogs told people to delete posts by those in opposition to your point of view. Then the name calling and the threats. Your wild and unstable behavior constantly negates the good that you do. Annie the dog, the dunes, SLO City Council, etc. Whenever you start out to do good your behavior gets in the way. That’s all that I’m saying.

I didn’t have anything to do with the Marx campaign and could have cared less. Just like with the Annie the dog or the dunes. I wasn’t invested in them but I am glad the dog went back home. Marx’s reputation is decaying as we type because it now appears she was involved in some fairly nefarious backroom SLO city council engineering.


She decided to run for mayor before completing her commitment as a city council member. Nothing wrong with that but she should have done the honorable thing by first vacating her seat on the council. At first I thought she was just being cowardly selfish by not vacating her seat. I suspected down deep that she was afraid of getting beaten by Paul Brown and she simply wanted a fall-back position.


Now I believe that working in conjunction with the Democratic Central Committee, Marx long planned to bequeath her council seat to her campaign manager Patty Andreen for services rendered on her campaign. In other words, political payback as approved by the DCC. The DCC political machine (barely) got Marx and Kathy Smith elected. Now they want to complete their plan by sleazing Andreen into Marx’s former seat on the council. That’s what I find reprehensible.


Marx and company might have pulled this off if Marx had won by a mandate. If Dan Carpenter didn’t decide to stand his ground. If Kevin Rice didn’t become active with regard tp the indignation he shares with so many. If perhaps more importantly there was no CCN.


Marx and her DCC buddies were the ones who made this local race partisan and dirty. How dare they or their supporters now whine at the response of others…

First, if this were not a city council that is agreeable to your ideology I think your partisanship would have you on the other side of the fence. Second, I don’t think with you being a non-SLO resident that this is about the issues to you–it seems to be more about partisanship.
