Illegal immigrant a no-show in court

An illegal immigrant whom the San Luis Obispo County Sheriff’s Office recently let out of jail did not appear Thursday at his first court appearance for the alleged near-fatal beating of a 2-year-old girl.

Francisco Chavez, 27, is accused of nearly beating to death the young daughter of his live-in girlfriend. The two-year-old reportedly suffered a broken leg, two broken arms, a compressed spine, bruises and a urinary tract infection. She was in the hospital with a 107-degree fever days following the beating.

On Thursday, after Chavez failed to appear, Judge Dodie Harman ordered a warrant for his arrest with bail set at $600,000.

Chavez is a Mexican national with an extensive criminal history that includes convictions for drug trafficking and assault with a deadly weapon. He was deported from the United States last year following a drunk driving conviction in San Luis Obispo County.

Paso Robles police arrested Chavez on July 30 and booked him in San Luis Obispo County Jail. Immigration and Customs Enforcement (ICE) then issued a detainer request.

But, on the following day, Chavez posted $100,000 bail, the required amount for a charge of willful harm or injury to a child likely to produce great bodily injury. The sheriff’s office then released him from jail.

Following Chavez’s release, Sheriff Ian Parkinson said the law prohibits sheriffs from holding inmates on ICE detainers unless federal authorities issue warrants for them. Parkinson appeared on a Fox News broadcast last week in which the interviewer reported that Parkinson said he would have gotten sued by the ACLU had he honored the ICE detainer for Chavez.

Nonetheless, Chavez’s bail could have been set for $1 million had he been charged with a similar, yet more serious crime. The bail schedule is $1 million for a charge of assault of child under the age of 8 with force likely to cause great bodily injury.

Prosecutors have now charged Chavez with two counts of corporal punishment or injury of a child and five counts of willful harm or injury to a child likely to produce great bodily injury.

A Fox News article accompanying the television interview states Parkinson said he suspects Chavez may have already fled the country.

A similar case in Santa Barbara County is also receiving national exposure. Victor Aureliano Martinez Ramirez, also an illegal immigrant with an extensive criminal history, is charged with the rape, torture and murder of 64-year-old Santa Maria woman Marilyn Pharis.

Ramirez allegedly broke into Pharis’s home and attacked her on July 25. Ramirez was released from custody just five days prior to the alleged murder.

This criminal posted bail $100K in bail?

Did he put up $100K or did he use a bondman?


If he or one of his friends had that much money maybe they should have looked at him for some other crimes besides child abuse. If a bondman paid the money I gleefully ask, “what were you thinking?”


As for why this criminal’s bail wasn’t increased, I am sure the answers include words like, “apathy”, “indifference”, “inattentiveness”, and “incompetence.”


Someone ought to lose their job over this one, but there is a greater chance this bozo comes back from Mexico than there is someone will be held accountable for him getting away.


This guy is the poster boy for what’s wrong with America.


Just one more example why this country’s immigration policy needs to be radically changed. Could easily come up with several hundred more examples, without much thought.


Most of you may disagree with Donald Trump’s statements concerning our border

with Mexico and our immigration practices. But he at least has the gonads to say that

the whole thing is a great big mess and will require some very major, completely out-of-the-box changes. All the other so-called candidates are just recommending a little

tweak here and a little tweak there – and that is just going to keep it very much like it is today.


It is terrible that this is the case and it is even more terrible that our elected politicians

allowed it to become this way over many years. But, I firmly believe that the time for

more little tweaks is long past – there needs to be some earth-shaking changes made,

It is likely that many fine, hard-working people who are here illegally will be hurt and that

is unfortunate. But can anyone really believe that a little tweak here or a little tweak there

is going go make any difference?


Hopefully, one of other, more electable candidates (Dem. or Rep.) will understand why

Mr. Trump has the support of so many people – we are just totally fed-up with politics

as usual.


Sickening that so many who are lucky and wealthy enough to live on the Central Coast are TOO DARN LAZY or too darn leftist-brainwashed to recall, vote, phone, picket, etc. and force these changes.

Illegal Criminal Aliens and their Anchor Babies hurt us all.


So, will any of YOU,….. yes, that means you!, get off your a$$ now and DO it????

Hard to understand why Parkinson staff would not have charged most serious offense and been ready for the possibility of contacting a judge for bail increase.


Clearly the ball was dropped and now its time to point fingers … AGAIN.

Take your pick – English or Spanish – no words in either language adequately portray the heinousness of Señor Chavez (27), Señor Martinez-Ramirez (29), or Señor Sanchez’s (approximately 45 – who murdered Kathryn “Kate” Steinle in San Francisco in early July 2015) actions. WE DON’T NEED PEOPLE LIKE THIS IN THE USA! Decent folk would never invite these men to cross the Mexico border with their evil intentions. WRONG WRONG WRONG!


This is exactly what Donald Trump needs to push his numbers up.


I really do not understand, if it is true, why the ACLU would give a rats ass about this. This is a Mexican citizen, illegally in the US, a criminal record, is clearly dangerous, clearly a flight risk and nearly killed a 2 year old child. Can anyone who supports the ACLU explain how and why there would be the slightest reason to sue SLO County Sheriff’s office. That’s insane. Unless ACLU stands for something other than American Civil Liberties Union.


If the story is correct, then they need to change their name to MCLU.

No big deal. He’ll beat a few more children, murder a few people, use the emergency room a couple of times, rob a store or two and eventually get picked up in San Francisco, then the whole process will start again.


Then, if deported, he can visit home, say hi to his family, and then simply return to the US again through our border that is about as secure as a Clinton Email.
