Two top Arroyo Grande officials discovered by emergency workers near midnight last month in a darkened City Hall were said Wednesday by Mayor Tony Ferrera to have been cleared of inappropriate behavior by an internal city investigation.

City Manager Steve Adams and Community Development Director Teresa McClish were located in the city building July 3 by police and firefighters after a 911 call from McClish’s husband, who said he was worried his wife might be in distress because of health issues. Officers then discovered a disheveled Adams walking from his office where McClish was scrambling to get dressed, police sources said.

On Wednesday, at an Arroyo Grande and Pismo Beach Chambers of Commerce luncheon, Ferrera took the microphone following the club’s featured speaker to volunteer that “the incident was looked at and followed up by the city council” which then determined no further investigation was warranted, according to several attendees of the event. Ferrera described the July 3 incident as “a personnel matter” about which he could provide no details, but added the two parties involved “have a high level of integrity.”

Telephone calls and emails to Ferrera asking for verification of his comments were not returned.

“The incident” to which Ferrera referred was the subject of a special closed session meeting by the council four days after Adams and McClish were found in what a police officer later described as “an uncomfortable situation.” Adams was described by officers as appearing “disheveled.”

After ducking two days of CalCoastNews requests for comment, Ferrara, Adams, McClish, and an assistant city attorney fed their version of events to the local daily newspaper. Attorney Michael McMahon told the newspaper he had conducted an internal probe costing $1,254, and concluded that “there was nothing that indicated a need for formal investigation” and that the officers found nothing improper.

Nevertheless, city officials told the Tribune that officers said the situation was “uncomfortable.”

Adams penned a statement published in the daily newspaper in which he acknowledged the incident “resulted in an appearance that could be easily misinterpreted.” He contends McClish and he were just biding time to allow their blood alcohol levels to diminish before they drove to their homes, because they had consumed several glasses of wine during the evening.

KSBY shows a video, of a police car driving around, then we see a car driving out of city hall. I want to know who is driving that car and at what time? Is that the video that was going to show something? Because it didn’t show anything? We only see two clips is their more to the video?

Pretty soon Ferrara will be saying that he and Adams state we “did not have sex with that woman”. Then we will hear the definition of was or is. Maybe it was really just a misunderstanding – it was just an oral presentation that was uplifting for Adams. Since, according to our former President oral is truly not sex it is just like a good night handshake. This is the same disgrace that former deviant Chief Chitty brought upon Paso Robles. App defending her to the end and now this liar is going to defend his what, friend, hand shake giver to the very end. Locally, these power mongers lie over and over again and their little flock follow them to the end because they are making money off of their decisions. The whole administration over there is crooked.

This is Big Tony’s M.O. The same kind of situation was what exposed the whole mess at the South San Luis Obispo County Sanitation District. The Lab Tech and the Shift Supervisor were caught screwing, made a bunch of threats against Big Tony’s GOB friend, District Administrator John Wallace, Big Tony covered up the facts and the result is the adulterous employees were never disciplined, Wallace got off scott free, and the rate payers ended up having to foot the $1,100,000 Water Quality fine.

Big Tony brought in a “private investigator”. Big Tony swore up and down that there was no wrong doings, squashed the forensic investigation into the mismanagment of millions of taxpayer dollars, and made sure his buddy John Wallace got off Scott free.

Bet Big Tony and Sleazy Steve are Rotary brothers, just like…….John Wallace.

Adams says “…I believe they have been generated by people that feel they can benefit by damaging my reputation…”


He is suggesting the officers that responded to City Hall can “benefit” by damaging his reputation. Labor negotiations have been ongoing with the Police Officers Association, for years, litigation has ensued. I am of the opinion this incident will be used in the reverse of what Adams says, in that HE will/has threatened the officers not to speak of the July 3 incident or it will affect negotiations…i.e. their jobs.


More people are being hurt by this than we will ever know.


An independent investigation is the only impartial way to heal this city. Demand it!


The cover up went on just long enough (through Aug. 8 — the last day to sign up for the Nov. ballot) to avoid more candidates entering the race. Adams will keep his job as long as AG keeps this council.


Send a message at the polls. Vote for no incumbents! Vote ONLY for Barbara Harmon. This single vote in a two seat race is a voting strategy that will improve her chance to unseat at least one of the incumbents.

Costello is the incumbent who’s in lock step with Mayor Ferrara. It’s definitely time to break up the set. Councilman Brown is often the lone independent voice. Hopefully Harmon can join him!

Just watched the KSBY news .Adam’s is a class act. Gotta love the family

picture in the background on Adams computer and the tea box props.

If you have nothing to hide Steve then an incident that resulted ” in an

“appearance that could be easily misinterpreted” should come up as

nothing in a neutral investigation.


Stevo you should jump at the chance at an in-depth investigation as it would

conducive to your reputation and high integrity.


Great newscast on the Dave Congalton’s show on 9/21/14. It is an excellent

take on this incident. Lots of good questions and concerns brought up

during interview. Hopefully the citizens of AG will take note. Only they can make

a much needed change.

Two things missing from Steve’s obviously staged interview:

His weary wife, hands folded neatly in front of her, showing her obvious support for her unfairly accused husband.

A believable story.

I expected a better performance given all the time he’s had to rehearse.

If the restaurants close by 10PM then why are they still too looped to drive home (or make a phone call) at 11:38Pm when they were discovered and firefighters were dispatched? The effects of three glasses of wine over the course of an evening, with a meal, should have been long gone, especially after some “tea.”

with a fellow employee to have tea and wait an appropriate time before

driving home to ensure our safe travel. I recognize this resulted in an

negative reflection it has had on our organization and community and

accept all responsibility. However, claims that have been published by

another news source that we were found unclothed and involved in

inappropriate sexual behavior are false, hurtful, and have caused great

pain for us and our families. Unfortunately, I believe they have been

“another news source” Steve? Really? A “news source” that actually makes the attempt to step away from the usual information garbage that we have been massaged to accept? Speaks volumes that he’s concerned about his reputation being damaged, yet fails to apologize to his wife and children for the obvious embarrassment and shame this has heaped upon his family. What a guy.

What I want to know is why, when Teresa called her HUSBAND to let him know she was on her way home, why wouldn’t she tell him she had a bit too much to drink and will you pick me up? It would have been that simple. That would have solved everything and keep a marriage in tacked. I’m curious to know if Teresa’s husband is ok with the “simple misunderstanding” part of it. I’ve been an employee on the government level. Not once, ever did something like this cross my mind as an acceptable way to behave. I’d ask that entire office to be bleached down if I had to go back.

From my understanding she lives in Morro Bay. Sadly, husband was probably home with the children (or child). The fact that Mayor Ferrara doesn’t have a problem with employees being at City Hall, and NOT working is unbelievable. Employees do not have the right to use a public or private workplace for “monkey business” after hours…PERIOD!
